Construction operates Monday through Friday, 7:00 AM to 4:30 PM, with utility outage requests requiring 14 calendar days' advance notice. The contractor must submit pre-construction documents including a Safety and Health Plan, Quality Control Plan, logistics plan, project schedule, and commissioning plan within 30 days of award, and provide final Operations and Maintenance manuals, warranty plans, and as-built drawings at least 30 days before final inspection.

STATEMENT OF WORK
National Oceanic and Atmospheric Administration
PMEL Freezer Farm Renovation
Pacific Marine Environmental Laboratory (PMEL) Seattle, WA 98115

1 Mission The Oceanic Atmospheric Research (OAR) Pacific Marine Environmental Laboratory (PMEL) in Seattle, WA delivers trusted scientific information through innovative oceanographic and atmospheric research, observations, and technology development in support of society's response to urgent global and regional environmental challenges. PMEL’s research is aligned with OAR’s Priorities of Weather and Environmental Hazards, Too Much & Too Little Water, a Healthy Environment and Economy, Integrating Emerging Technologies and Sustaining Environmental Observations, and NOAA’s Strategic Priorities including Modernizing Operations, Planning, and Assets and Innovating NOAA Observing Systems.
2 Purpose NOAA's Pacific Marine Environmental Laboratory (PMEL) is located within the NOAA Western Regional Center (WRC) and occupies a significant portion of Building 3. The purpose of this contract is to establish a mission-critical freezer farm that will support ongoing scientific research and laboratory operations located on the First Floor.
The primary scope of work includes the construction and fit-out of a dedicated freezer room, including the installation of emergency power receptacles and modifications to the existing HVAC system to support the operation of twelve (12) portable laboratory freezers, which will be relocated into the space by others.
The contract shall include a contract line item for glass plumbing removal and replacement within existing wall cavities and above accessible ceilings as well as below the floor to remove and replace all glass piping and restore the associated plumbing systems to full operational condition.
Additionally, the contract shall include a contract line item for the deconstruction and removal of the existing freezer farm. This work shall include selective demolition of drywall, electrical systems, flooring, and other associated building components required to facilitate the renovation.
There shall be three (3) optional contract line items contingent on funding for the contract. Two of the options shall be for various degrees of laser scanning for the development of a three-dimensional (3D) building model suitable for import into Autodesk Revit and one optional contract line item shall be for providing Blue Line (FFRP) Fire Retardant Polypropylene pipe in lieu of Schedule 40 (CPVC) Commercial Grade Poly Chloride pipe.
3. Specific Work Items – The scope of services shall include all supervision, labor, materials, equipment, documentation, fabrication, installation, testing, commissioning, and incidental work shown or reasonably implied by the contract drawings, specifications, exhibits, and supporting documentation included as part of this solicitation.
The system descriptions and requirements identified herein are provided in support of the construction documents dated July 10, 2026 inclusive of revisions dated 08/24/26 in response to the site walkthrough and responses to the requests for information shall be incorporated into the Contractor's proposal. The work includes, but is not limited to, demolition, architectural, mechanical, electrical, plumbing (MEP), heating, ventilation, and air conditioning (HVAC), and fire protection systems, including all modifications, removals, and new installations required to provide a complete and operational project.
If the Contractor identifies discrepancies, omissions, ambiguities, or requires clarification regarding the contract requirements, requests shall be submitted through the formal Request for Information (RFI) process to the Acquisitions and Grants Office (AGO) prior to bid submission.
Failure to request clarification prior to submitting a bid shall not relieve the Contractor of the responsibility to furnish a complete and functional installation. Submission of a bid shall constitute the Contractor's acknowledgment that it has reviewed and accepted the Statement of Work, contract drawings, specifications, exhibits, and all supporting solicitation documents as issued, and that sufficient information has been provided to prepare a complete proposal.
Base Contract – Modifications to the existing Tracer Laboratory Room 1037 to convert it into the new Freezer Farm.
The Work shall include the selective demolition and modification of the existing interior space, including demolition of interior walls in Room 1037 and Room 1040, removal of one (1) door, relocation of an existing double-door assembly (including the frame, hardware, and all associated components), wall infill, and minor drywall repairs required to restore adjacent finishes. The Work also includes the complete removal of two (2) sinks inclusive of the casework.
The Work shall also include all necessary mechanical and electrical modifications, including relocation of the existing thermostat and associated controls as required to accommodate the revised room configuration.
Upon completion of construction activities, the Contractor shall prepare the affected areas for occupancy by performing all required patching, finishing, painting, and cleaning. Existing vinyl flooring shall be thoroughly cleaned, washed, and waxed to provide a uniform finished appearance throughout the renovated space. The existing ceilings shall remain.
Contractor shall remove the carpet and adhesive. VCT shall remain. New VCT to match existing floor shall be provided. Include waxing. Provide new rubber cove base for Room 1037/1040.
Provide a knockdown frame as part of the re-installation. Frame opening as needed to receive knockdown.
As part of the electrical work, the Contractor shall provide one (1) dedicated 480 volt 50 amp feeder from the existing 480V, three-phase Emergency Power Panel Panel X to a new 30kva step down service 120/240V transformer to support one (1) one hundred amp (100A) 120 volt twenty-four circuit (24) single-phase emergency distribution panel located within Room 1037/1040 as shown on the contract documents.
The existing 480 Volt Emergency Distribution Power Panel is located on the 2nd Floor, in Data Equipment Room 2045. The approximate feeder length is less than 100 linear feet. The Contractor shall verify the routing and field dimensions prior to installation.
The scope of work shall include furnishing and installing all conduit, conductors, fittings, supports, overcurrent protection, grounding, and accessories necessary to provide a complete and operational emergency power distribution system.
The new emergency subpanel shall serve twelve (12) new 20-amp, 120V single-phase emergency receptacle circuits indicated on Drawing EP-101.
The Contractor shall also furnish and install a properly sized step-down transformer, together with all associated disconnects, overcurrent protection, and ancillary equipment required for a complete installation. The emergency power system shall include an automatic time-delay transfer/control arrangement to provide a delayed transition of the emergency loads following restoration of generator power after a utility outage. The delay shall be coordinated with the existing emergency power system to prevent nuisance loading during generator startup.
All electrical work shall be performed in accordance with the contract drawings, specifications, the National Electrical Code (NFPA 70), applicable local codes, and the Authority Having Jurisdiction (AHJ).
As part of the mechanical work, the Contractor shall remove the existing Variable Air Volume (VAV) unit designated as VAV-153, furnish and install a new VAV unit sized to provide approximately 800 CFM of conditioned air to Room 1037.
The new air distribution system shall include four (4) 2-foot by 2-foot ceiling supply diffusers, evenly distributed throughout the space and connected to the VAV unit with insulated flexible ductwork and sheet metal takeoffs, collars, and balancing dampers as required to provide uniform airflow.
The Contractor shall also provide four (4) ceiling return transfer grilles (registers) to allow heat generated below the suspended ceiling to migrate into the return air plenum above the ceiling, promoting proper air circulation and improving cooling efficiency within the room.
A new wall-mounted thermostat shall be furnished and installed within Room 1037 to provide dedicated temperature control for VAV-153. The thermostat shall be fully integrated with the existing Building Automation System (BAS), where applicable, and programmed to provide proper operation of the new VAV unit.
The Contractor shall perform all testing, air balancing, controls integration, and commissioning necessary to verify that the system delivers the specified airflow, maintains the required room temperature, and operates in accordance with the contract documents and manufacturer's recommendations. All mechanical work shall comply with the contract drawings, specifications, applicable mechanical codes, and the Authority Having Jurisdiction
(AHJ).
Remove and replace VAV 153. VAV 156 shall remain as is but the existing supply air diffusers and the return grilles will be relocated within the drop ceiling of Room 1037/1040 to help balance out the air flow prior to re-balancing and testing. VAV 151 resides in the ceiling of Room 1037/1040 but feeds the adjacent laboratory. Return air grate for VAV 151 to remain in Room 1037/1040.
Provide an allowance value of $4,000 that shall be included in the cost of your bid for an 800 CFM VAV box with four 8" circular taps to support four (4) two hundred (200) CFM taps.
Provide an allowance value of $6,000 that shall be included in the cost of your bid to tie the BAS system into a new hard wired thermostat. The existing system is the Johnson Controls Meta-Sys BAS System. Allowance shall only be used to pay for programming of the BAS system to operate VAV through the BAS System. All other costs to receive, install, connect, tap, duct, wire, test, etc. the new VAV 1532 shall be included as part of the base bid.
Contract Line Item No 02 – Plumbing Repairs
Provide plumbing repairs within existing wall cavities, below floors and above accessible ceilings to remove and replace all glass piping (much of which is deteriorated, cracked or broken) and restore the associated plumbing systems to full operational condition.
Drawing P-4.01 and P-4.01A dated 04/04/23 detail all under floor (ARW) acid waste pipe that is glass and (ARV) and acid vent pipe that is glass within the laboratory space. All glass pipe connected to drains, sinks, stacks, laterals or the main inclusive of the 4” main and cleanout below the area marked as area 1001.XX are included in the Work.
Drawing P-4.02 dated 04/04/23 detail all ceiling Work for acid vent pipe that is glass and a 2” acid drain pipe within the laboratory space. All glass pipe connected to the vents or the 2” drains which include the vent pipe connected to the sinks, drains, etc. are included in the Work.
The Contractor shall remove the two (2) three inch (3”) glass vent stacks from the 1st Floor, through the 2nd Floor and up to the roof inclusive of removing and replacing the pit pocket for the new vent stack. No Work on the 2nd Floor, other than the two three inch vent stacks shall be included as part of the Work.
All new acid waste pipe and acid vent pipe shall be Schedule 40 CPVC Labwaste Pipe manufactured by Spears Manufacturing, Charlotte Pipe and Foundry, Ipex, Georg Fischer Harvel or approved equal that shall comply with the same ASTM F2618 standard.
All vent piping in the plenum rated ceiling shall comply to UL 94 flammability rating of V-0, 5VB and meets ASTM E84 and UL 723 requirements across surface burning tests.
The Contractor shall verify all existing field conditions prior to commencing work and coordinate all activities with the Government to minimize disruption to ongoing laboratory operations.
The Work shall include all selective demolition required to access the existing piping systems, including removal and replacement of gypsum board walls and ceilings, as necessary. Upon completion of the plumbing repairs, the Contractor shall restore all disturbed finishes to match existing conditions, including drywall repair, taping, finishing, priming, and painting.
This scope also includes all incidental work required to complete the installation, including patching, framing modifications, insulation replacement, firestopping, and restoration of other affected building components.
There are approximately twenty-one (21) floor drains and seventeen (17) sinks that are included in the removal and replacement work most of which have a vent stack located behind the drywall pipe chase or a drywall enclosure.
Replacement of suspended ceiling systems is not included in this Contract. The Contractor shall carefully remove and reinstall existing accessible ceiling tiles as necessary to perform the Work and shall replace only those tiles damaged by the Contractor's operations.
Contract Line Item No 03 – Demolition of Existing Freezer Farm (Optional Line Item) Provide for the complete demolition, deconstruction and removal of the existing freezer farm.
The Work shall include all labor, materials, equipment, and incidentals necessary to safely demolish and remove the existing freezer farm and associated building components required to facilitate the renovation.
The scope of work shall include selective demolition of drywall, electrical systems, flooring, piping, and other associated building components impacted by the demolition. The Contractor shall recover all refrigerant from the existing refrigeration system in accordance with all applicable EPA regulations prior to disconnecting or removing any refrigeration equipment.
The Work shall include all selective demolition required to access existing piping and utilities, including the removal and replacement of gypsum board walls and ceilings, as necessary. Upon completion of the plumbing and demolition activities, the Contractor shall restore all disturbed building finishes to match adjacent existing conditions, including drywall repair, taping, finishing, priming, painting and flooring.
The Contractor shall also provide all incidental work necessary to complete the demolition and restoration, including patching, framing modifications, insulation replacement, firestopping, utility disconnections, and restoration of all affected building components.
The Contractor shall include the mechanical, electrical and fire alarm requirements shown on the contract documents including the installation of a new drop ceiling.
The Contractor shall provide two (2) new 20amp circuits that support twelve (12) new receptacles.
Contractor shall cap existing heads to allow for the safe demolition and removal of the freezers.
Once the work is complete and the new drop ceiling has been installed, cut in new heads and connect to the existing system. The site lead will drain and re-energize the system in partnership with the Contractor to confirm no leaks are present. The Contractor is responsible for spray head coverage and shall submit sprinkler heads as part of the submittal review and approval process for approval.
No fire suppression is included other than removal and re-installation of sprinkler heads. The contactor is also responsible for one (1) smoke detector that shall be tied to the existing resident house system. The detector shall be for smoke not heat.
Protective floor covering like ram board taped together to protect the existing waxed vct floors during demolition and removal is required. During reconstruction dust control is required to limit disturbance to the science during re-construction. This requirement shall govern Work in all areas of the laboratory when gross demolition is required and when dust may be created by reconstruction.
The Contractor shall cap, secure, and make safe all existing refrigeration piping and associated utilities following refrigerant recovery. Rigging, removal, and disposal of the rooftop condensing units serving the existing freezer farm are specifically excluded from this Contract and will be performed by others.
Contract Line Item No 04 – Three-dimensional (3D) building model suitable for import into Autodesk Revit. (Optional Line Item)
Provide a comprehensive laser scan and control survey of the select areas in the laboratory space including Laboratory Rooms 1024 through 1040, documenting all interior spaces and building systems. This area is approximately 15,000 gross square feet on the First and Second Floors.
The laser scan shall capture all accessible architectural, structural, mechanical, electrical, plumbing (MEP), fire protection, and other building system components located both above suspended ceilings and below ceilings, including all accessible interstitial spaces on the First and Second Floors.
Using the completed point cloud data, the Contractor shall develop a fully coordinated Building Information Model (BIM) suitable for import into Autodesk Revit. The BIM model shall accurately represent the existing conditions found within the facility and include architectural, structural, mechanical, electrical, plumbing, and fire protection elements to the extent captured during the field survey.
The Contractor shall provide all point cloud files, control survey data, registration files, native BIM model files, and all associated deliverables required to support future facility planning, renovation, and asset management. The Revit model shall be delivered in a native format with full read/write capabilities and shall not be locked, encrypted, or otherwise restricted.
Prior to final acceptance, the Contractor shall perform quality control and validation of the laser scan registration and BIM model to verify that the model accurately represents the existing facility conditions. Any discrepancies identified by the Government during the review process shall be corrected by the Contractor at no additional cost.
Upon final acceptance, all point cloud data, survey control information, BIM models, native files, and associated deliverables shall become the exclusive property of the Government.
The Government shall retain unlimited rights to use, modify, reproduce, distribute, and incorporate the files into future design, construction, operations, and maintenance activities without restriction.
Contract Line Item No 05 – Three-dimensional (3D) building model suitable for import into Autodesk Revit. (Optional Line Item) Provide a comprehensive laser scan and control survey of Building No. 03, documenting all interior spaces and building systems. The building is approximately 135,000 gross square feet for the crawlspace, First Floor, Second Floor and Roof.
The laser scan shall capture all accessible architectural, structural, mechanical, electrical, plumbing (MEP), fire protection, and other building system components located both above suspended ceilings and below ceilings, including all accessible interstitial spaces.
The scope shall also include a complete scan of the roof, roof structure, and all rooftop equipment, utilities, and appurtenances necessary to accurately document existing conditions.
Using the completed point cloud data, the Contractor shall develop a fully coordinated Building Information Model (BIM) suitable for import into Autodesk Revit. The BIM model shall accurately represent the existing conditions of the facility and include architectural, structural, mechanical, electrical, plumbing, and fire protection elements to the extent captured during the field survey.
The Contractor shall provide all point cloud files, control survey data, registration files, native BIM model files, and all associated deliverables required to support future facility planning, renovation, and asset management. The Revit model shall be delivered in a native format with full read/write capabilities and shall not be locked, encrypted, or otherwise restricted.

Contract Line Item No 06 – Blue Line (FFRP) instead of Schedule 40 CPVC.
(Optional Line Item) Provide Blue Line (FFRP) Fire Retardant Polypropylene pipe in lieu of Schedule 40 (CPVC) Commercial Grade Poly Chloride pipe. Connections shall be made using No-Hub Mechanical Joint (Reconfigurable) which requires the Uses of modular mechanical bands, 300-series stainless steel outer coupling outer shell and internal seal torqued to 60 in-lbs.
4 Contract Requirements
4.1 Post Award/Preconstruction Conference
The purpose of this meeting is to develop and discuss a mutual understanding of the administrative requirements of the Contract including daily reporting, invoicing, safety, site access, outage requests, schedule requirements, quality control, and schedule of prices, shop drawings, submittals, execution of the work, Government acceptance, final inspections and contract close-out. The Contractor must present and discuss their basic approach to scheduling the work and any required phasing. The Contractor attendees must include the Project Manager, Superintendent, Site Safety and Health Officer (SSHO), Quality Control Manager (QCM) and major subcontractors. The Superintendent, SSHO, and QCM shall be designated in writing.
4.2 Safety and Health Plan
The Contractor shall be responsible for preparing a Safety and Health Plan. The Plan shall be submitted to the Contracting Officer within 30 days after contract award and must be approved before the Contractor is given notice to proceed.
4.3 Quality Control (QC) Plan
The Contractor shall develop a project specific Quality Control Plan. The Plan shall be submitted to the Contracting Officer within 30 days after contract award.
4.4 Cost Estimates
The Contractor’s proposals and cost estimates developed during the course of this contract, including modifications, shall follow UNIFORMAT II format.
4.5 Construction Daily Reports
The Contractor shall prepare daily construction reports. At a minimum, the reports shall be submitted to the Contracting Officer’s Representative (COR) on a weekly basis.
4.6 Project Schedules
The Contractor shall submit an overall progress schedule and a 3-week look ahead schedule.
The progress schedule shall be sufficient in detail showing all phases of the work including submittals, testing, inspection/acceptance, commissioning, and training of Government personnel (if applicable). As the work progresses, these schedules are intended to be living documents that are updated and submitted to the Government at regular intervals (e.g., once per month) to document the progression of the work.
4.7 Logistics Plan
The Contractor shall submit for the Government’s review and approval a logistics plan showing the locations of staging and lay down areas, material storage, dumpsters, parking for workers, etc.
4.8 Hours of Operation
The Contractor is responsible for performing between the hours of 7:00 AM to 4:30 PM, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this statement of work when the Government facility is not closed for the above reasons.
Work outside regular working hours requires Contracting Officer approval. Requests must be submitted 14 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours.
4.9 Security
4.9.1 Contractor Employees
All personnel used to perform work shall be legal citizens of the USA, or legal immigrants to the USA. Prior to commencing work under this contract, the Contractor shall submit the required security forms as informed by the COR. While on-site at a NOAA facility, Contractor personnel may be required to obtain and wear identification badges.
The Contractor shall submit a list of personnel for both contractor employees and subcontractors, including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, update the information contained in previous lists.
4.9.2 Physical Security
The Contractor shall be responsible for safeguarding all Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. Personnel may be subject to inspection of their personal effects when entering and leaving the facility. In addition, unscheduled inspections of personnel may be made when entering or while on site.
4.10 Environmental Protection
4.10.1 Provide and maintain during the life of the contract environmental protection as required.
Plan for and provide environmental protective measures to control pollution that develops during construction. Plan for and provide environmental protective measures required to correct conditions that develop during the construction of permanent or temporary environmental features associated with the project. Protect the environmental resources within the project boundaries and those affected outside the limits of permanent work during the entire duration of this Contract. Comply with federal, state, and local regulations pertaining to the environment, including water, air, solid waste, hazardous waste and substances, oily substances, and noise pollution.
4.10.2 Tests and procedures assessing whether construction operations comply with Applicable Environmental Laws may be required. Analytical work must be performed by qualified laboratories; where required by law, the laboratories must be certified.
4.10.3 Prior to the start of any on-site construction activities, perform a Preconstruction Survey of the project site with the Contracting Officer or the COR and the designated NOAA Environmental Representative. Survey shall include photographs showing existing environmental conditions in and adjacent to the site.
4.10.4 Minimize interference with, disturbance to, and damage to fish, wildlife, and plants, including their habitats. The protection of rare, threatened, and endangered animal and plant species identified, including their habitats, is the contractor's responsibility. Preserve the natural resources within the project boundaries and outside the limits of permanent work. Restore to an equivalent or improved condition upon completion of work. Confine construction activities to within the limits of the work indicated or specified.
4.10.5 If asbestos, lead paint, petroleum-contaminated soil, or suspected hazardous waste is found during construction that was not identified in the contract documents, immediately notify the Contracting Officer. Do not disturb this material until authorized by the Contracting Officer.
The Contractor shall provide the necessary licensed Industrial Hygienist to confirm in writing the presence and scope of the hazardous material. The Contracting Officer will issue direction on how to handle the unexpected hazards described by the contractor.
4.10.6 Do not dispose of hazardous waste on Government property. Do not discharge any waste to a sanitary sewer, storm drain, or to surface waters or conduct waste treatment or disposal on Government property without written approval of the Contracting Officer.
4.10.7 The Contractor shall minimize the presence of dust at all times, including during nonworking periods. Sprinkle or treat with dust suppressants the soil at the site, haul roads, and other areas disturbed by operations. Dry power brooming will not be permitted. Instead, use vacuuming, wet mopping, wet sweeping, or wet power brooming. Only wet cutting will be permitted for cutting concrete blocks, concrete, and bituminous concrete. Do not unnecessarily shake bags of cement, concrete mortar, or plaster. Since these products contain Crystalline
Silica, comply with the applicable OSHA standard, 29 CFR 1910.1053 or 29 CFR 1926.1153 for controlling exposure to Crystalline Silica Dust.
4.10.8 The Contractor shall implement best management practices (BMPs) for dust control and reducing equipment emissions during construction, including:
a) Watering exposed surfaces.
b) Covering haul trucks transporting loose material.
c) Removing visible mud or dirt track-out onto adjacent public roads.
d) Limit vehicle speeds on unpaved areas.
e) Minimize idling times.
Burning of trash or rubbish is not permitted on the project site.
4.9 Monthly Invoices
The Contractor is required to submit invoices based on schedule of work accomplished to the COR via the IPP system. The COR will review the invoices and either return them for corrections or process them for payment.
4.10 Site Restrictions
The Contractor’s employees must park privately owned vehicles in an area designated by the Contracting Officer. Employee parking must not interfere with existing and established parking requirements of the Government installation. Smoking is prohibited within and outside of all buildings on site. This applies to existing buildings, buildings under construction and buildings under renovation.
5 Inspections, Acceptance, and Close Out
5.1 Periodic Inspections
The Contractor shall maintain an adequate inspection system and perform such inspections as will ensure that the work performed under the contract conforms to contract requirements. The Contractor shall maintain complete inspection records and make them available to the Government. All work shall be conducted under the general direction of the Contracting Officer and is subject to Government inspection and test at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.
5.2 Final Inspection
The Contractor shall give notice to the COR at least 10 working days prior to final inspection.
The purpose of the final inspection is to ensure all systems are fully operational and ready for acceptance by the Government. If any system fails, the Contractor shall be liable to pay any costs for government personnel to travel for re-inspection. The Site QC Manager shall sign off on request for final inspection verifying all items have been completed and are operational and ready for Government acceptance.
5.3 Operations and Maintenance (O&M)
At least 30 days before the final inspection, the Contractor shall submit to the Contracting Officer an O&M manual for the contract. The manual shall contain all instruction manuals and special directions provided by equipment manufacturers or vendors and all information necessary and appropriate for the start-up, operation, maintenance and repair of the facility, including complete equipment and system instructions and procedures for the start-up, operation, maintenance and repair of the facility. The Contractor shall provide any specialized tools or equipment required to conduct O&M procedures as described in the O&M manual.
5.4 Personnel Training
Where required by the contract, the Contractor shall provide training to the facility’s maintenance staff. As part of the training, the Contractor shall inform the Government of any periodic maintenance activities required to keep the warranty in effect.
5.5 As-Built Drawings
The Contractor shall maintain an accurate set of as-built drawings to be updated daily and subject to inspection prior to approving monthly invoices, if applicable. If the as-built drawings are not updated, then the invoice will be disapproved.
5.6 Warranty Plan
At least 30 days before the final inspection, submit two sets of the warranty plan. The warranty plan shall include all required actions and documents to ensure that the Government receives all warranties to which it is entitled. The plan narrative must contain sufficient detail to render it suitable for use by future maintenance and repair personnel, who may not be familiar with this contract. The construction warranty period must begin on the date of project acceptance and continue for the full product warranty period.
The warranty management plan shall include the following:
a) Roles and responsibilities of personnel associated with the warranty process, including points of contact and telephone numbers within the organizations of the contractors, subcontractors, manufacturers, or suppliers involved.
b) For each warranty, provide the name, address, phone number, and e-mail contact of the equipment representatives nearest to the project location.
c) A list and status of delivery of Certificates of Warranty for extended warranty items, including roofs, HVAC balancing, pumps, motors, transformers, and for commissioned systems, such as fire protection and alarm systems, sprinkler systems, and lightning protection systems.
d) As-Built Record of Equipment and Materials list for each warranted equipment, item, feature of construction or system indicating:
(1) Name of item.
(2) Model and serial numbers.
(3) Location where installed.
(4) Name and phone numbers of manufacturers or suppliers.
(5) Names, addresses and telephone numbers of sources of spare parts.
(6) Warranties and terms of warranty. Include one-year overall warranty of construction, including the starting date of warranty of construction. Items which have warranties longer than one year must be indicated with separate warranty expiration dates.
(7) Cross-reference to warranty certificates as applicable.
(8) Starting point and duration of warranty period.
(9) Summary of maintenance procedures required to continue the warranty in force.
(10) Cross-reference to specific pertinent Operation and Maintenance manuals.
(11) Organization, names, and phone numbers of persons to call for warranty service.
(12) Typical response time and repair time expected for various warranted equipment.
e) The plans for attendance at the 6 and 11 month post-construction warranty inspections conducted by the Government.
5.7 Final Clean Up
Provide final cleaning that complies with the requirements of ASTM E1971 Standard Guide for Stewardship for the Cleaning of Commercial and Institutional Buildings. Remove debris from roadways and sweep/clean paved surfaces. Remove spoils from project site. Repair all construction areas to previous condition. Remove waste and surplus materials, rubbish, and construction facilities from the site.

10 Utilities
10.1 Utility Outage Requests and Utility Connection Requests
Schedule work to minimize outages. For utility outages and connections required during the execution of work that affect existing systems, schedule outside the regular working hours or on weekends, as approved by the Contracting Officer. Coordination with the government for all outages is required to ensure there is no impact to existing research. No additional payment will be provided for utility outages and connections required to be performed outside the regular work hours. Submit requests for utility outages to the Contracting Officer for approval at least 14 calendar days in advance of the time required. In each request, state the system involved, area involved, approximate duration of outage, and the nature of work involved.
10.2 Temporary Utilities
Provide temporary utilities required for construction. Materials may be new or used, must be adequate for the required usage, not create unsafe conditions, and not violate applicable codes and standards.
10.3 Electrical
The Government will make reasonable amounts of electricity available to the Contractor for the duration of the contract. Access to existing power must be coordinated with the Government.
All temporary electrical connections must be in accordance with all applicable codes and station policies. Connections to the existing power system will be at Contractor’s expense.
10.4 Water
Potable water connections to existing facilities to provide water for construction purposes will be made available. Connections will need to be coordinated with site personnel and will be at Contractor’s expense.

When a required publication is not referenced in this list, the Contractor shall utilize one that has national applications.
