About this file
This is Amendment 0001 to a federal solicitation (1305M326Q0365) issued by the National Oceanic and Atmospheric Administration (NOAA) at its Boulder, Colorado facility. The amendment, effective July 27, 2026, revises the Statement of Work for snow removal and ice mitigation services and extends the quote due date to Thursday, August 13, 2026, at 10:00 AM MDT.
The revised Statement of Work establishes the following service requirements: the contractor must self-monitor conditions at the performance site and self-dispatch when triggering conditions occur. Snow removal services are initiated when two inches of snow accumulate, with the contractor required to be on-site within two hours of reaching the two-inch threshold and every two inches of accumulation thereafter throughout weather events. For ice mitigation, the contractor must apply de-icing agents (either calcium chloride or magnesium chloride) on all paved surfaces whenever any ice accumulation is observed, including ice from melting and refreezing, regardless of snowfall. The pricing structure is firm-fixed monthly pricing that must include all qualifying snow and ice events, with unlimited two-inch pushes and ice-only responses. The amendment includes 15 vendor questions and government responses addressing operational protocols, notification methods, response times, deicing material specifications, invoicing documentation, after-hours access procedures, historical workload data, and snow disposal requirements. The government clarified that no historical data on previous mobilizations is available but noted that some months required zero mobilizations while others required multiple mobilizations.

VENDOR QUESTIONS
Questions 1-8 are similar so they are grouped together. The response following Question 8 addresses Questions 1-8.
QUESTION 1: Mobilization and Response
Timeframe. SOW Section 3 specifies that the
Contractor shall report for snow removal services when two (2) inches of snow have accumulated and when ice is observed. Could the Government please define the expected mobilization response window (e.g., within 2 hours of the accumulation trigger or official notification) for crews to arrive on-site?
QUESTION 2: Operational Dispatch Protocol.
Given that the facility operates 24 hours a day, seven days a week, could the Government clarify how services are formally initiated? Is the Contractor expected to independently monitor the site and self-report based on weather observations, or will the Government
Point of Contact or on-site facility personnel issue a formal dispatch notification/call-out?
QUESTION 3: Response time. The SOW specifies the service trigger as two inches of accumulated snow or observed icing conditions, with services performed on a per-event basis.
What is the expected or required response time from the trigger event to on-site contractor arrival?
QUESTION 4: Notification method. How will the contractor be notified when a service trigger event occurs? Specifically, will notification come by phone call, email, automated weather alert, or is it the contractor's own discretion

(C) based on conditions?
QUESTION 5: Intermediate Clearing and Deicing.
During a continuing storm, does each additional two (2) inches of accumulation require complete re-clearing of all identified areas?
QUESTION 6: Mobilization, Notification, and
Response Expectations. Is the contractor expected to self-dispatch when qualifying snow or ice conditions occur, or will NOAA authorize or request each mobilization?
QUESTION 7: Please also clarify who determines when ice accumulation requires service and whether a specific arrival or response time applies.
QUESTION 8: Is full-site salting required after every intermediate push, or may deicing be applied based on observed conditions and accepted industry practice, with complete treatment during final cleanup?
RESPONSE: For both snow removal and ice mitigation, it is the Contractor’s responsibility to self-monitor conditions at the performance site and to self-dispatch. In order to know the snow or ice accumulation, the
Contractor may call the NOAA site (phone number to be provided after award) or utilize other sources as determined by the Contractor to obtain necessary information. The Contractor shall report for snow removal services when two
(2) inches of snow have accumulated and shall perform snow removal operations throughout the weather event every additional two (2) inches of accumulation.
The Contractor is to be on-site within two (2) hours after the snow accumulation has reached two (2) inches and every two (2) inches of accumulation thereafter throughout the weather event.
The Contractor must report to the site and apply de-icing agents (either calcium chloride or magnesium chloride) on all paved surfaces whenever any ice accumulation is observed on paved surfaces, including ice from melting and refreezing, regardless of snowfall.

QUESTION 9: Deicing Agent Material
Restrictions: The SOW states that salting shall be performed concurrently on paved areas and sidewalks. Are there any environmental restrictions or preferred specifications regarding the chemical composition of deicing agents?
RESPONSE: The Contractor is to use either calcium chloride or magnesium chloride. The
Statement of Work has been revised to clarify this requirement.
QUESTION 10: IPP Invoicing Documentation
Requirements. NOAA Clause 1330-52.232-71
(Electronic Submission of Payment Requests) indicates that required invoice attachments may be specified by the Contracting Officer. As this field is currently blank, could the
Government confirm whether any specific supporting documents—such as weather reports, service logs, dispatch notifications, or post-service photos—must accompany monthly invoice submissions in the Invoice Processing
Platform?
RESPONSE: NAM Clause 1330-52.232-71, third paragraph, does not list any documents that need to be included with payment requests.
QUESTION 11: Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
RESPONSE: Any required reporting is stated in the solicitation or Statement of Work.
QUESTION 12: After-hours access. The SOW requires 72-hour advance notice for after-hours access requests. For weather events that occur outside normal business hours, does a standing pre-authorization apply, or must the 72-hour

(C) notice still be satisfied? Given that snow events often develop overnight or on weekends, we want to confirm the protocol before committing to a response time in our technical approach.
RESPONSE: Neither the solicitation nor
Statement of Work has a statement or requirement about a 72-hour advance notice or after-hours access.
QUESTION 13: Site point of contact at award.
The SOW states the site point of contact will be provided at award. Can you confirm who the site POC will be?
RESPONSE: The Government Point of Contact will be provided in the award.
QUESTION 14: Firm-Fixed-Price Scope and
Historical Workload. Should each monthly firm-fixed price include all qualifying snow and ice events, including unlimited two-inch pushes and ice-only responses? If available, could NOAA also provide historical annual quantities for snow events, plowing mobilizations, intermediate pushes, and salt applications?
RESPONSE: Yes, the proposed firm-fixed pricing should include all possible events per month.
We do not have any historical data on previous plowing mobilizations; however, in the past, some months required zero mobilizations, while other months needed multiple mobilizations.
QUESTION 15: May accumulated snow remain in suitable on-site stacking areas, with off-site hauling excluded unless separately authorized?
RESPONSE: Accumulated snow may remain on site, with the understanding that the Contractor piled the snow out of the way, off of parking/driving/walking surfaces. The
Contractor should discuss any situations in
