About this file

This is a Questions and Answers amendment to RFQ 1305M326Q0345, addressing clarifications on landscaping maintenance services at the National Weather Service Detroit facility. The procurement is a 100% Small Business set-aside with a total contract value of $25,000.00 for a base period from August 1, 2026 through March 31, 2027, plus four option years. The incumbent contractor previously performed services under Contract 1333MH23PNWWR0029.

The solicitation requires quoters to submit two completed experience projects demonstrating commercial or government landscaping maintenance capability. Subcontractors' past performance may satisfy this technical capability requirement, provided the subcontractor performs a major or critical portion of the physical work and the quoter clearly identifies the subcontractor, details their scope and level of effort, provides project references, and submits all required licenses and certifications. All named subcontractors in the successful quote will be materially incorporated into the award, and any post-award substitution requires Contracting Officer approval and replacement with an entity of equal or greater qualification. The services include weekly lawn mowing during the 25-week season (late April through mid-October), with the base period requiring approximately 6-10 additional weekly mowings, one landscaping weed-killing treatment, and one fall fertilization. The scope includes trimming three small choke cherry trees and eight young burning bushes, maintaining an 18' x 78' seeded area with government-supplied water, and leaving grass clippings on-site. The government has traditionally paid per service when visits are waived due to weather conditions rather than applying a fixed monthly amount.

Amendment 0001 - Q & A RFQ 1305M326Q0345

Your Question Government Response

Does this contract allow for subcontracting and if so would my subcontractor's past performance meet the qualification requirement?

A Quoter may submit project experience completed by a proposed subcontractor to satisfy the technical capability requirement, provided the subcontractor will perform a major or critical portion of the physical work.

If proposing to rely on a subcontractor's experience, the quote must:

1. Clearly identify the subcontractor and detail their specific role, scope of work, and level of effort in performance.

2. Provide the subcontractor's project references meeting the criteria in Factor 1.

3. Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.

Incorporation into Award: Please be advised that all key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award.

The Contractor shall be legally bound to utilize the specific subcontractor(s) proposed. Any post-award substitution of a named subcontractor requires prior written approval from the Contracting Officer and must be replaced with a entity of equal or greater qualification.

1.Beyond signing the security log upon arrival, are there additional access requirements (background checks, badging, escort requirements, or restricted hours) for contractor personnel, particularly for access inside the AROS fenced area?

NWS Detroit does not require additional badging, escort or have restricted hours. NWS Detroit forecasters may need to unlock the AROS area.

2. Is a water source available on-site for irrigating the newly seeded area (18'x78') in the Spring, or must the contractor supply water? We have an outdoor water spigot.

3. May grass clippings and trimming debris be left on-site (EX: mulched or in a designated area), or must all debris be hauled off-site by the contractor? Grass clippings and trimming can be left on site.

4.Is any on-site storage available for equipment/tools between service visits, or must all equipment be transported to and from the site each time? There is no on-site storage available.

5. Can the Government provide an approximate count and species list of the trees and shrubs requiring pruning/trimming, to help scope labor and disposal needs?

3 commom choke cherry trees (small) that generally need to be trimmed once per year. 8 young burning bushes that will eventually need trimming during the contract years.

6. Are there any restrictions on specific herbicide, pesticide, or fertilizer products/brands due to the federal site location, or an approved chemical list we should follow?

None other than what is required by Federal and State laws and statutes.

7. Outside the 25-week weekly mowing season (late April-mid October), is any additional work anticipated (EX: storm debris cleanup, off-season inspections), or is the scope limited strictly to the tasks outlined in the SOW during that window?

Limited to the season

8. Is a digital site map or GIS file available (in addition to the PDF site plan) to help us verify the mowable square footage and property boundaries? NWS Detroit does not have that type of information.

9. Are there specific minimum insurance coverage limits or bonding requirements for this contract that should be reflected in our price quote? No

10.Is there a current or prior incumbent contractor, and if so, is any historical pricing or performance information available to help benchmark our proposal?

Contract: 1333MH23PNWWR0029 Base plus four (4) Option Years Total Contract Value: $25,000.00

Experience Projects – May a quoter satisfy the two completed experience-project requirement using qualifying projects completed by its proposed subcontractor or teaming partner that will perform the landscaping services?

See answer above

Base-Period Requirements – For the August 1, 2026 through March 31, 2027 base period, approximately how many weekly lawn-service visits should quoters include, and which seasonal services—such as pruning, fall treatment, or seeding—are required during that partial period?

For the remainder of 2026, would likely need 6-10 additional weekly mowings, one landscaping weed-killing, one fall fertilization

Waived Lawn-Care Visits – If a scheduled weekly lawn-care visit is waived by the local representative, will the contractor’s firm-fixed monthly amount remain unchanged, or should the invoice be reduced for the waived visit?

NWS Detroit has traditionally paid per service when there are waived services (i.e. prolonged dry periods).

Incumbent Information – Is there an incumbent contractor currently performing these services? If so, please provide the contractor’s name and the prior contract or award number and value, if available.

Contract: 1333MH23PNWWR0029 Base plus four (4) Option Years Total Contract Value: $25,000.00

1. Under Section XII, Factor 1 (Technical Capability), the solicitation states that the quoter must submit two (2) completed experience projects for commercial or government landscaping maintenance contracts. Will the Government accept the completed experience projects of a proposed subcontractor to satisfy this requirement, provided that a signed formal teaming agreement or subcontractor commitment letter is submitted with our quotation?

See answer above

2. This solicitation is set aside 100% for Small Business. Will the Government permit a Prime Contractor to utilize a subcontractor to perform 100% of the physical, on-site groundskeeping and landscaping work, while the Prime Contractor retains 100% of the contract management, administration, and invoicing responsibilities in accordance with FAR 52.219-14?

Yes, subcontractors are permitted.
