About this file

This is Amendment 0001 to a solicitation for landscaping and grounds maintenance services, issued by the National Weather Service (NWS) at Seattle, Washington on July 15, 2026. The amendment addresses eleven questions received during the Q&A period and incorporates a site visit provision.

Key service requirements include: lawn and grounds maintenance using EPA-registered commercial products that meet biobased preferences; fire ant control on an as-needed basis with bi-weekly inspections and 24-hour treatment response time; annual mulch/pine straw replacement in March at 2-3 inches depth in a small area near the building; and routine grounds upkeep. The scope covers approximately 40,500 square feet of landscaping and lawn care services. Personnel must be escorted by badged NWS staff when working in the Upper Air Building fenced area due to airport security requirements. Service tickets require sign-in/sign-out at the visitor log; digital signatures are not required. The contractor may use qualified subcontractors to satisfy technical capability requirements if the subcontractor performs major or critical portions of the work, with clear identification of the subcontractor's role, project references, and certifications required in the quote. All named subcontractors identified in the successful quote will be materially incorporated into the resulting contract. The incumbent contract (PO 1305M321PNWWP0259) had a total value of $55,800 for a base year plus four one-year option periods. Site visits are permitted until July 29, 2026 at 14:00 EDT, with no extension to the quote submission deadline. There are no post-award submittals required.

The purpose of Amendment 0001 is to provide responses to the questions received during the Q&A period of the solicitation.

Question 1: The SOW requires all products to be "non-toxic, biodegradable... and derived from renewable (non-petroleum) sources". Standard commercial fertilizers and herbicide carriers often contain petroleum-based components. Could the Government clarify if strictly biobased/non-petroleum products are mandatory, or if standard EPA-registered commercial products are acceptable if they meet the biobased preference of FAR 52.223-2? This significantly impacts material sourcing and pricing.

Government Answer: Yes, Standard EPA-registered commercial products are acceptable that meet FAR 52.223-2.

Question 2: The SOW requires the Contractor to "provide fire ant control in lawns and flower beds" but does not specify a frequency. Is the Government requiring a scheduled preventative application (e.g., quarterly) or a curative "as-needed" response to active mounds?

Government Answer: Treatment is curative/as-needed. The contractor shall conduct routine bi-weekly grounds inspections and treat active mounds within 24 hours of detection.

Question 3: For the annual mulch/pine straw replacement in March, could the Government provide a required depth (e.g., 2 inches or 3 inches)? Given the square footage scope, this detail is necessary for accurate material volume estimation.

Government Answer: The area that needs mulch/straw is a very small area close to the building and it is just the standard 2-3 inches depth.

Question 4: Personnel must be escorted by NWS staff at all times when working within the Upper Air (U/A) Building fenced area. In the event NWS staff is unavailable for a scheduled visit, will the Contractor be permitted to reschedule that portion of the work without penalty, or will a "no-access" credit be applied to the service ticket?

Government Answer: The upper air building sits on airport property, therefore requiring a badged NWS employee to escort the contractor to the location. This is a security requirement of the airport. The contractor must notify an employee when they are ready to proceed to the Upper-Air building location.

Question 5: Section 3.1 allows for services to be performed "at any time, any day of the week".

However, Section 7.0 requires a physical service ticket to be signed by the site manager "at the end of each visit". If the Contractor performs services during weekends or after-hours when management is not onsite, will the Government allow for digital sign-off or designated drop-box procedures for these tickets?

Government Answer: That sections also states as coordinated with the MIC, the statement anytime of day gives flexibility to the contractor for the business day as to not place strict times of when they must be onsite. Digital signature is not required, just signing in and out of the visitor log located at the front desk.

Question 6: If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract Government Answer: The incumbent purchase order number is 1305M321PNWWP0259 and the total value was $55,800.00 (Base plus four (4) one year option periods).

Question 7: Are there any changes in the previous scope to new one?

Government Answer: No, the only changes are more descriptive, clarified statements.

Question 8: Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?

Government Answer: There are no post-award submittals.

Question 9: Will the Government consider extending the question due date and site visit timeframe?

Government Answer: The Government will extend site visits until the quote due date; however, the Government is not required to answer any additional questions beyond the question due date of 7/22, but may do so at the Government discretion if the question will be beneficial to all interested parties.

There will be no extension to the due date for quote submission.

Question 10: Section 6 requires two completed experience projects for commercial or government landscaping maintenance contracts, and Section 7 states that Technical Capability will be evaluated based on completed project experience. If the prime contractor and proposes to use a qualified local landscaping subcontractor to perform the physical landscaping work, may the subcontractor’s completed similar landscaping projects be submitted to satisfy the two-project technical capability requirement? If yes, should the prime contractor identify the subcontractor in the quote and provide the subcontractor’s project references, license/certification documentation, and role in performance?

Government Answer: "Yes. A Quoter may submit project experience completed by a proposed subcontractor to satisfy the technical capability requirement, provided the subcontractor will perform a major or critical portion of the physical work.

If proposing to rely on a subcontractor's experience, the quote must:

1. Clearly identify the subcontractor and detail their specific role, scope of work, and level of effort in performance.

2. Provide the subcontractor's project references meeting the criteria in Section 6.

3. Provide all required licenses, certifications, and documentation for the subcontractor relevant to their role.

Incorporation into Award: Please be advised that all key personnel, technical approaches, and named subcontractors identified in the successful quote will be materially incorporated into the resulting contract/award. The Contractor shall be legally bound to utilize the specific subcontractor(s) proposed.

Any post-award substitution of a named subcontractor requires prior written approval from the Contracting Officer and must be replaced with a entity of equal or greater qualification."

Question 11: Can you confirm the square footage of the property?

Government Answer: The original SOW had the incorrect square footage for this requirement. The revised approximate square footage for the landscaping and lawn care services is roughly 40,500 SQFT.

Please download the revised SOW labeled Amendment 1.

Section 5: Provision titled "Site Visit. (APR 1984)" is incorporated as follows:

Site Visit. (APR 1984)

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award Site visits are permitted during the solicitation period until July 29, 2026 at 14:00 ED. Please refer to the statement of work to set up a site visit.
