About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract document for solicitation 1305M326Q0052, issued by the National Weather Service (WAD-SAP) located at 325 Broadway, Boulder, Colorado. Amendment 0003 is effective February 3, 2026, and contains vendor questions received as of February 11, 2026, with corresponding government responses. The amendment addresses six technical and administrative clarifications regarding sewer line repair work.

Key requirements clarified include: contractors must provide porta potties and washing stations for building occupants plus crew members (exceeding the 10-person estimate in the Statement of Work), with a hand washing station potentially available in a storage room with drains inside the facility; permits are the contractor's responsibility per Section 3 compliance requirements; noise and vibration constraints from equipment equivalent to jackhammer and concrete saw operations are anticipated for approximately one day, with the work schedule to be coordinated with the Contracting Officer's Representative and office manager; verification of sewer line conditions through CCTV inspection is at the contractor's discretion; raised access floor systems consist of removable modular panels intended for reuse with proper care; and scope adjustments for repair lengths exceeding the estimated 20 linear feet must be processed through proper change order channels. Additionally, bonding requirements specify that payment bonds or irrevocable letters of credit are required for quotes exceeding $35,000. Previous amendments included an extended offer due date to Friday, February 13, 2026, at 2:00 PM MST (Amendment 0002), and initial vendor questions and answers (Amendment 0001).

QUESTION 6: The SOW states porta potties for use by 10ppl. The building plus 3-5 workers exceeds 10. Are we to provide porta potties and washing stations for the building plus crew.

ANSWER: Yes. Section 15 states:

GOVERNMENT-FURNISHED EQUIPMENT, UTILITIES, AND

FACILITIES: No water supply or restroom on premises. The numbers on the SOW only cover NWS

Government Employees only. The contractor shall plan accordingly for any additional crew requirements.

QUESTION 7: Given the time of year would enclosed washing stations be required and for how many anticipated users from the employees of the WFO?

ANSWER: There is a storage room inside the WFO that has drains. This room could facilitate a hand washing station.

QUESTION 8: Are there any noise or vibration constraints during working hours due to WFO equipment or other? The noise and vibration equipment equivalent to a jack hammer and concrete saw. ~1 day of interruption anticipated.

QUESTIONS RECEIVED AS OF 02/04/2026 AND

GOVERNMENT RESPONSES NO OTHER CHANGES.

QUESTION 1: Sewer Line Condition Verification

- The SOW references an estimated approximately 20 linear feet of sewer line beneath the raised access floor requiring repair or replacement.

Question a: Has a recent CCTV inspection or sewer camera video been performed to confirm the location, extent, and condition of the failed section?

Question b: If so, can that documentation be provided? If not, please confirm that the 20 LF is an estimate based on drawings and observed symptoms.

ANSWER to Question a: Yes, there have been multiple sewer camera videos done on the affected line.

ANSWER to Question b: We do not have recordings of the sewer camera videos. The 20

LF section is based on where the line descends from 4' to 6 ', levels out and extends to the septic system manhole.

QUESTION 2: Pipe Size and Material - Please confirm the existing sewer pipe size(s) and material(s) within the area of repair (e.g., cast iron, PVC, clay, etc.), to the extent known.

ANSWER: As stated in the statement of work "4 inch cast iron" that transitions into PVC where it is bellied and slumping.

QUESTION 3: Access and Verification

Expectations - Does the Government anticipate that the contractor will perform initial verification (e.g., CCTV inspection once access is obtained) to confirm the actual limits of repair prior to replacement?

ANSWER: Verification is at the discretion of the contractor.

QUESTION 4: Raised Access Floor Restoration -

Please confirm that the raised access floor system consists of removable modular panels intended to be temporarily removed and reinstalled, and that full architectural floor replacement is not anticipated provided panels are properly protected and reinstalled.

ANSWER: Yes, the stanchions are glued and in some places anchored to the concrete and can be reused with proper care. The raised floor tiles can easily be removed and reused.

QUESTION 5: Scope Adjustment for Additional

Length - In the event the actual required repair length exceeds the estimated 20 LF once conditions are verified, please confirm whether additional footage would be handled via a change order or other contractual mechanism.

ANSWER: In the chance that this should happen it will have to go through the proper channels to address this.
