This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued on May 8, 2026, for RFQ 1305M326Q0029, a Request for Quotation for battery manufacturing services. The solicitation is set aside 100% for Women Owned Small Business (WOSB) concerns under NAICS 335910 (Battery Manufacturing). The requirement involves the replacement of Uninterruptible Power Supply (UPS) units with a project completion timeline of 180 days from the start date. The total estimated price range is $472,000.00 to $524,000.00 over the entire period of performance. One contract will be awarded to the responsible quoter providing the best value, with non-price factors weighted more heavily than price.

Quotations must be submitted electronically through the FedConnect® web portal by 2:00 PM Pacific Time on June 5, 2026. Quotes must be submitted in two separate volumes: Volume I (Technical Quote) not exceeding 10 pages in Adobe PDF format, and Volume II (Business/Price Quote). The technical quote must address project scheduling requirements, including UPS replacement methodology, duration of each phase, start and end dates, and management of unforeseen delays. The price quote must be supported by cost breakdowns including labor, equipment, supplies, overhead, and profit. Quoters are required to acknowledge receipt of all amendments via signed SF 30, register in SAM, provide CAGE and UEI numbers, and describe their proposed use of the AbilityOne Program. Questions must be submitted by 2:00 PM Pacific Time on May 22, 2026, through FedConnect®. The issuing office is located at WAD-NWS, 7600 Sand Point Way NE Building 1, Seattle, WA 98115.

Section L - Instructions, Conditions, and Notices to Quoters

Summary of Clause Changes:

Clause 52.212-1 is incorporated as follows:

RFO 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES.

(SEP 2023) (Deviation JAN 2026)

Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES. (SEP 2023) (Deviation JAN 2026)

NOTICE TO QUOTERS: Instructions for submitting offers under this Request for Quotation (RFQ) must be followed. Failure to provide all information may result in the offer being considered non-responsive.

Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the quoter.

Only quotes that address and meet all requirements set forth in this RFQ will be considered acceptable.

In addition, the following instructions establish the acceptable minimum requirements for the format and content of the quotes.

OBJECTIVE:

The Government will award one contract from this Request for Quotation (RFQ). This RFQ is set aside 100% for Women Owned Small Business concerns. The Government will only consider quotations from vendors who meet the small business size standard of NAICS 335910, Battery Manufacturing, at the time quotes are due.

If the offeror is not designated as certified or does not have a pending application for certification in the Dynamic Small Business Search (DSBS) at the time of the submission of the offer, its offer is not eligible for award and will be removed from consideration. Any award resulting from this solicitation will be made to a WOSB or EDWOSB concern designated as certified as a WOSB or EDWOSB concern in DSBS.

The DSBS website is located at https://web.sba.gov/pro-net/search/dsp_dsbs.cfm. The WOSB and EDWOSB representations completed in response to FAR provisions 52.212-3, 52.219-1, or 52.219-28 will not be used for this award.

GENERAL INSTRUCTIONS:

A. This commercial acquisition will be conducted in accordance with the terms and conditions of the Revolutionary Federal Acquisition Regulation (FAR) Overhaul, specifically, FAR 12.201-1, Simplified Procedures.

(1) Acceptance Period - The acceptance period entered on the Standard Form (SF) 1449 by the quoter must be valid for 90 days from the RFQ due date.

(2) Signature Authority – The person signing the quote must have the authority to commit the Quoter to all the provisions of the offer.

(3) The quote must be prepared in two parts: A technical quote and a price quote. Each of the parts must be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. The technical quote must not contain reference to price; however, resource information (such as data concerning labor hours and categories, materials, subcontracts, etc.), must be contained in the technical quote so that the quoter’s technical capability is sufficiently detailed to provide a clear and concise presentation that addresses all requirements and demonstrates a clear understanding of the requirements.

(4) The technical quote must be in an Adobe PDF format, not exceeding 10 pages, using 8.5 by 11 inch pages and no smaller than Times New Roman size 12 font. Tables, graphics, and other illustrations must be no smaller than size 10 font. Cover pages, the table of contents (TOC), bibliography, and acronym tables do not count towards the technical quote’s 10 pages. Pages in excess of page limit, unless otherwise specified in this RFQ, will be removed and not evaluated regardless of content.

(5) The quoter must submit the following through the FedConnect® Web Portal (see instructions below) by 02:00pm Pacific Time on June 05, 2026: QUOTES RECEIVED AFTER THE TIME AND DATE AS SPECIFIED

IN BLOCK EIGHT (8) OF THE SF 1449 MAY NOT BE ACCEPTED.

Quotation Format:

Volume I: Technical Quote: One (1) electronic copy Volume II: Business/Price Quote: One (1) electronic copy

Note: Each part must be clearly marked by title.

(7) If amendments to the RFQ are issued, the Quoter must acknowledge the amendments by signing the accompanying SF 30 and returning the signed SF 30 for all amendments issued with the Quoter's quote submission. Failure to acknowledge all amendments issued by the Government may result in the quote submitted in response to the RFQ being found non-responsive by the Government.

(8) The quoter must identify and explain any exceptions or deviations taken to any part of the RFQ or conditional assumptions made with respect to the technical requirements of the RFQ. Quoters should note that taking exceptions to the Government’s requirements may indicate an unwillingness or inability to perform the contract, and the quote may be evaluated as such.

(9) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the offer, must result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

EVALUATION SUBMISSION REQUIREMENTS

The Government will award a contract resulting from this RFQ to the responsible quoter whose quotation results in the best value to the Government, considering both price and non-price factors. In determining which quote provides the best value to the Government, non-price factors are more important than price. The following factors will be used to evaluate offers::

VOLUME 1 - TECHNICAL QUOTE

The technical quote must provide information relevant to the evaluation criteria outlined in this RFQ.

Quoters must assume the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the quoter's quote. Quoters must address the following in the technical quote:

Factor 1 - Project Schedule:

Quoters must outline their project schedule in line with the PWS requirement of completion 180 days after the start date. Project schedule must outline the following:

a. How UPS replacements will be scheduled and conducted, including clean-up of the site

b. Include duration of each part of replacement, (inclusive of supply/equipment orders if applicable) expected completion date, etc.

c. Expected start and end dates of all phases of UPS replacement

d. How the Project/Onsite Manager will address any unforeseen delays in schedule

VOLUME 2 - BUSINESS/PRICE QUOTE

The quoter must submit one electronic copy of Volume 2, marked as such.

Factor 2 - Price:

Each quoter's price quote must be based on the quoter's own technical quote, the Government's specifications, and other contractual requirements. If the prices to be used are based on a published price list or catalog, the quoter must so state, and provide a copy of the document with its price quote.

If the prices are to be based on established market prices, not otherwise published, or are prices applicable only to the proposed contract, the quoter must so state. The quoter must also state any applicable discounts if optional site (LIX) is exercised at time of award.

Price quotes must generally adhere to the pricing structure established in the Price Schedule. The quoter must submit one electronic copy of Volume 2, marked as such.

The Government expects that this contract will be awarded based upon adequate price competition.

However, in order to determine that quoted prices are fair and reasonable, the Government reserves the right to request that the quoter to provide cost breakdowns to support proposed prices. Information to support unit prices should include, but not be limited to, the following:

a. Salary/wage information with associated payroll expenses, for personnel to be used in performance of the contract;

b. Cost for equipment, supplies, and consumable materials;

c. A breakout of related support costs, such as equipment maintenance, rental, transportation, etc.;

d. Overhead costs;

e. General Administrative expenses; and

f. Profit

B. Quote Affordability - The total estimated price range for this procurement is $472,000.00 – $524,000.00 over the entire period of performance. The Government may select a quote for award with a price below, at, or exceeding this range if it finds that quote provides the most technically acceptable quote and funds are available.

C. Structure and Information to be Included:

1. Volume 1 - Technical Quote

2. Volume 2 - Price Quote

3. Point of contact name, telephone, and e-mail address.

4. CAGE and UEI Number

5. Acknowledgement of registration in the System for Award Management (SAM) database

6. Acknowledgement of solicitation SF30 amendments

7. Identification of Authorized Negotiators, including name, telephone, facsimile, and e- mail address

8. Certification that Representations and Certifications have been executed by an individual authorized to legally bind the quoting firm.

AbilityOne:

Consistent with Government’s commitment to providing employment opportunities for those with disabilities, the contractor is encouraged to independently partner with the National Industries for the Blind and SourceAmerica Central Nonprofit Agencies under the AbilityOne Program (www.abilityone.gov) in identifying subcontracting opportunities for this requirement and using qualified AbilityOne contractors. Each quote must describe their proposed use of the AbilityOne program, describe how they will effectively utilize AbilityOne contractors, and provide their anticipated goals for this requirement. A list of AbilityOne products and services listed by North American Industry Classification System codes and descriptions, and Product Service Codes is available at https://www.abilityone.gov/abor.html.
