About this file
This is Appendix A (Site Information) of a Performance Work Statement for a Phased Array Radar Test Article, detailing the physical site requirements and constraints for installing a new radar test facility at the University of Oklahoma research campus. The document includes aerial imagery and specifications for the proposed location.
The site contains three existing NOAA S-Band radars (KCRI, KOUN, and ATD) and a calibration tower. The new Radar Test Article/Radar Test Facility (RTA/RTF) must be placed along the ATD-KCRI line of sight within a specified lease boundary outlined in yellow on the provided maps. Key specifications include: a 170-ft wide north-south access corridor, a 95-ft wide east-west corridor, and a 240-ft by 285-ft parcel for the RTF compound and parking lot. The facility must avoid impeding Merkle Creek, maintain access through the ATD parking lot, coordinate utilities with OU Facilities, and minimize impact on wind flow to the OK Mesonet site. The document includes specific dimensions and site constraints through three detailed aerial view figures showing existing radar locations, lease boundaries, and critical measurements.

Phased Array Radar Test Article Performance Work Statement - Appendix A
Site Information
The National Oceanic and Atmospheric Administration (NOAA) currently owns three (3) S-Band radars in the vicinity of the planned site for the PAR Test Article (aka Radar Test Article or RTA) within the Radar Test Facility (RTF). These current radars include KCRI (a WSR-88D supported by the NWS Radar Operations Center for test and evaluation), KOUN (a research WSR-88D supported by NSSL), and the Advanced Technology Demonstrator (ATD; supported by NSSL) phased array radar. NOAA also owns a far field calibration tower that is used with the ATD.
Figure A-1 shows the relative location of the existing NOAA S-Band radars and the lease outline (yellow). The proposed RTA/RTF shall be placed along the ATD-KCRI line of sight to minimize obstructions and blockage for the RTA.
Figure A-1: Overview of the NOAA radars and layout of the proposed lease.
Access to the leased area would be through the parking lot at the ATD site (the existing light pole at the south end of ATD parking lot will be moved prior to contract award). The access road must cross a drainage ditch and shall not impede water flow. No part of the RTA/RTF shall impede Merkle Creek which flows south of the lease area. The lease site is on the University of Oklahoma (OU) research campus and utility service (natural gas, electric, water, network) shall be coordinated with OU Facilities. All construction and staging activities must be contained within the lease boundary.
There is existing instrumentation visible in the southwest portion of the lease parcel that will be removed prior to contract award (see Figure A-2). The instrumentation areas (highlighted in red) outside the lease parcel will remain and shall not be disturbed by construction. The RTA/RTF shall be placed in the southwest corner of the lease boundary as close to the ATD-to-KCRI line-of-sight as possible (to minimize obstructions and blockage of the RTA) and as far to the southwest of the lease area as possible (in order to lessen impact on wind flow to the OK Mesonet site shown in Figure A-2).
Figure A-2: Close up view of the lease area and areas of interest around the lease area.
The north-south access corridor is 170-ft wide and the east-west corridor is 95-ft wide (see Figure A-3) to accommodate the access road. The RTF compound (along with the perimeter security fence) and the parking lot shall be placed on the 240-ft by 285-ft parcel. Please note other RTF requirements in the Performance Work Statement. Areas outside the RTF compound, parking lot, and access road and within the lease boundary must be returned to pre-existing condition prior to delivery.
