About this file
This is a Federal Acquisition Regulation (FAR) solicitation for an indefinite-delivery, indefinite-quantity (IDIQ) contract set aside 100% for small businesses. The solicitation (Solicitation Number 1305M325Q0229) seeks Uniform Protective Services (UPS) providers, with quotes due on 18 August 2025 at 2:00 PM Pacific Time. The government will award a single firm-fixed-price contract based on a best-value tradeoff analysis considering technical capability (including UPS availability, shipping capacity, and delivery capabilities) and price, with non-price factors being moderately more important than price.
Key evaluation factors include: (1) Self-Certification of UPS Availability, where quoters must meet requirements or be removed from consideration, (2) Capability Summary and Delivery/Pick-Up, where the government will assign confidence ratings based on ability to establish a Kansas City pickup location, shipping capacity, delivery within 30 days, and warranty terms, and (3) Price, which will be evaluated for completeness, accuracy, and reasonableness. Quoters must submit their responses via a specific Google Form, provide an AbilityOne Utilization Plan, and are encouraged to submit their best initial offer. The total evaluated price will include proposed prices for all performance years and a potential six-month extension.

(End of Submission Instructions) CAR - 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures (APR 2010)Basis for Selection and Award
1. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors and subfactors will be used to evaluate quotes:
- Factor 1 - Technical Capability
- Subfactor 1: Self-Certification of UPS Availability
- Subfactor 2: Capability Summary and Delivery/Pick-Up
- Factor 2 - Price
2. Using the Simplified Acquisition Procedures of FAR Part 13, award will be based on a determination of best value to the Government after conducting a trade-off analysis of price and non-price factors. This method does not use any aspects of FAR 15.3. The use of Simplified Acquisition Procedures does not obligate the government to determine a competitive range, conduct discussions with any quoter(s), solicit proposals or revisions thereto, or use any other source selection techniques associated with FAR Subpart 15.3.
3. Exchanges with the Best-Suited Quoter. The Government anticipates selecting the best value quoter from initial responses, without engaging in exchanges with quoters. Quoters are strongly encouraged to submit their best non-price and price quotes in response to this solicitation.
a. However, once the Government determines the quoter that is the best-suited (i.e., the apparent successful quoter), the Government reserves the right to communicate with only that quoter to address any remaining issues, if necessary, and finalize a contract with that quoter. These issues may include non-price and price. If the parties cannot successfully address any remaining issues, at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited quoter based on the original analysis and address any remaining issues. Once the Government has begun communications with the next best-suited quoter, no further communications with the previous quoter will be entertained until after the contract has been awarded.
This process shall continue until an agreement is successfully reached and a contract is awarded.
b. If the Government determines that it is not in its best interest to follow the exchanges with the best-suited quoter process, the Government reserves the right to hold interchanges using Interchange Notices (INs). The Government also reserves the right to hold interchanges prior to determining a best-suited quoter, if such interchanges are necessary to make the determination. Interchanges are fluid interaction(s) between the Contracting Officer and the quoters that may address any aspect of the quote. The Government is not required to conduct interchanges with any or all quoters responding to this solicitation.
c. Separate from interchanges, the Government may contact one or more quoters to clarify certain aspects of proposals or to resolve minor or clerical errors.
Evaluation Factors and Methodology
1. Factor 1, Subfactor 1: Self-Certification of UPS Availability
a. The Government will assign quoters one of the following ratings based on their self-certified ability to maintain stock of required UPS types: Does Not Meet Requirements; or Meets Requirements. If the quoter does not meet requirements for this subfactor, their quote will be removed from consideration for contract award without further evaluation.
2. Factor 1, Subfactor 2: Capability Summary and Delivery/Pick-Up
a. The Government will assign quoters one of the following confidence ratings based on their
Google Form response to Subfactor 2: No Confidence; Low Confidence; Some Confidence; or High Confidence.
b. The Government will consider, in part, the following aspects of the quoters’ capabilities when assigning confidence ratings:
• Ability/Plan for establishing a pickup location in Kansas City
• Shipping capacity/capability
• Ability/Plan to ship to required/desired locations within 30 days of order
• Warranty period and terms information for required UPS
c. Note: Shipment to Alaska and Pacific Regions is not mandatory. Quoters that cannot deliver to those locations will not be removed from consideration for award; however, the Government may evaluate quoters who can ship to all locations more favorably than those that cannot.
3. Factor 1, Subfactor 3: AbilityOne Utilization Plan (Not Rated)
a. The Government will not assign a rating for this subfactor, and this subfactor will not be part of the best value analysis. However, quoters that do not include a compliant AbilityOne Utilization Plan may be removed from consideration for award.
b. The Government will review the submitted AbilityOne Utilization Plans for compliance. The AbilityOne Utilization Plan should adequately address the quoters’ proposed use of the AbilityOne program, describe how they will effectively utilize AbilityOne contractors, and provide their anticipated goals for this requirement to be deemed compliant.
4. Factor 2 - Price
a. The Government will evaluate Factor 2 submissions and develop a total evaluated price (TEP) for each quoter. The Government will conduct a price analysis of the quoters’ TEPs using one or more of the price analysis techniques identified in FAR 13.106-3. The TEP must be complete, accurate, and fair and reasonable to be eligible for award.
b. Complete/Accurate. The Government will evaluate quoters’ price submissions to ensure that they are compliant with the submission instructions in the solicitation and are mathematically accurate. The Government will evaluate whether the quoters provided proposed prices for all units in Attachment 2 - Pricing Sheet, for all years of performance. Price quotes that are not complete and accurate may be determined non-compliant and may be ineligible for award.
c. Reasonableness. The existence of adequate price competition is expected to support a determination of reasonableness. Other price analysis techniques in accordance with FAR 13.106-3(a) may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional data other than certified cost or pricing data may be required from the Quoter to support the quoted prices.
d. The Government will not conduct a price realism evaluation under this procurement.
e. Option to Extend Services. The Government will evaluate the potential extension under FAR
52.217-8, Option to Extend Services, by adding one-half of the submitted subtotal for the final year of performance to the total submitted price. Quoters shall not provide pricing for the six-month extension under FAR 52.217-8. If this clause is invoked, the unit prices from the current period of performance year will be utilized (e.g., If FAR 52.217-8 is exercised during Year 2, then the rates awarded via FAR 52.217-8 will be awarded using Year 2 rates.)
f. The Total Evaluated Price. The total evaluated price will include the quoters’ proposed price for all years of performance and the six-month extension under FAR 52.217-8. The Government may incorporate a price evaluation factor to non-domestic quotes in accordance with FAR
25.106. The total evaluated price will not include the additional compatible UPS listed on sheet 2 of the Pricing Sheet, only the chosen alternate on sheet 1 of the Pricing Sheet will be used in evaluation (if applicable).
5. Best Value Tradeoff Analysis. The Government will conduct a best value-tradeoff between all quoters who submitted compliant quotes. This tradeoff will consider Factor 1, Subfactors 1 and 2, and Factor 2 (Price). In this tradeoff, the non-price factor and its subsequent subfactors, when combined, will be moderately more important than price. The Government reserves the right to award to a higher priced quoter based upon the best value determination.
