About this file

This Performance Work Statement (PWS) details an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the National Weather Service (NWS) to replace Uninterruptible Power Supply (UPS) batteries across six regional offices: Central, Western, Southern, Eastern, Alaska, and Pacific Regions. The contract covers replacement batteries for multiple UPS systems from manufacturers like Eaton, Mitsubishi, Toshiba, Riello, and APC, with specific technical requirements including 12-volt nominal High Rate Discharge batteries, constant discharge ratings, 5-12 year design life, thermally welded housing, and Absorbent Gas Mat technology.

The contract has a five-year ordering period and requires the contractor to perform a baseline parallel float test for 24 hours on each battery set, label batteries with internal resistance, static voltage, and date readings, and ensure batteries are from the same manufacturing run. Delivery options include shipping via small vehicle with lift gate capabilities or optional no-cost customer pickup in the Kansas City Metro Area and potentially in Southern, Eastern, and Western Regions. Installation may be required and will be negotiated at the order level. The scope allows for potential future battery replacements for additional Eaton UPS models as systems are upgraded.

Scope:

This contract will provide replacement batteries for each UPS specified in this SOW and allow flexibility to overcome supply disruptions from a single manufacturer. Other UPS batteries may be required as needed when UPS units are replaced across the NWS offices.

Period of Performance:

Five year ordering period from the date of award.

Ordering Procedures:

When a requirement for additional UPS units arises, the Government will contact the contractor to obtain a quote inclusive of shipping costs (and, if necessary, installation costs).

UPS unit prices on those quotes shall be in accordance with the IDIQ price schedule. After receiving and validating the price quote, a contracting officer will issue an order to the contractor (the order will detail how shipping and installation if applicable will be paid), and the contractor shall ship the ordered units no later than 30 days after receipt of the signed order.

General Conditions:

● The contractor shall have each set of batteries securely strapped to a standard 48”X40” pallet

● The contractor shall provide a list of local pick up sites in each region to aid in savings from shipping costs, where available

● The contractor shall provide the batteries ordered within 30 days of receipt of order.

● The contractor shall perform a baseline parallel float for each set of batteries using the manufacturers recommended median float voltage for 24 hours prior to shipping to site or being picked up for installation

● After the 24 hour float period, the contractor shall label each battery with the internal resistance, static voltage, and date readings were taken

Shipping of Batteries:

When shipping of batteries is required, unless otherwise noted, the batteries are to be delivered in a small vehicle such as pickup or cargo van/truck with lift gate capabilities, as most locations have no loading or unloading capabilities, and typically cannot accommodate a large freight tractor trailer. Shipping of batteries will usually be paid for through the use of a government purchase card at time of shipping, however the Government reserves the right to incorporate shipping costs at the order level. The contractor shall provide the Bill of Lading (BOL) with each shipping invoice.

Customer pickup:

● Mandatory no cost customer pick up shall be available in the Kansas City Metro Area

● Optionally a no cost customer pick up can be provided inside of Southern, Eastern, and

Western Regions

Installation of Batteries:

Installation may be required for some orders, those costs and payment methods will be negotiated at the order level.
