About this file

This is a Questions and Answers document for solicitation 1305M325Q0075 regarding HVAC condenser unit replacements at the NWS Forecast Office in Slidell, LA. The document clarifies that there is no incumbent contractor and addresses technical specifications for replacing 6 units total: two 30-ton Trane condensing units for Operations, one 15-ton Trane unit for the Technician area, and three Liebert DCDF205-A units for the Equipment room.

Key clarifications include: only condensers (not air handlers) are being replaced; crane setup should be in front of the dumpster area; the original 410A refrigerant requirement has been removed with vendors free to choose refrigerant type; temporary air during installation is not required but one-day installation is preferred; and brand name or equivalent units are acceptable. The document also addresses concerns about refrigerant changes impacting air handling units and confirms that air handler replacements would be handled in a separate future procurement if needed.

Solicitation 1305M325Q0075 Non-Personal Services to Replace HVAC Condenser Units at NWS Forecast Office, Slidell, LA Questions & Answers/Clarifications

The following questions and or clarifications requests were received from various interested parties. All questions and clarifications have been consolidated. Questions are denoted by “Q” and the response is denoted by “R.”

Q1. Is there an incumbent?

R1. No

Q2: We wanted to confirm that none of the air handlers on the roof are included in the replacement.

R2: Only the condensers are getting replaced at this time.

Q3. We will need to bring a crane on-site. It appears that the most viable placement would either be in front of the building, requiring us to reach over, or in the parking lot next door at the mosquito abatement. Do you have any information on how this work was handled in the past? We are uncertain whether the mosquito abatement would allow the use of their parking lot for this purpose.

R3. A crane set up in front of the dumpster area was how these units were originally placed.

Q4. Could you provide a drawings/photos?

R4. All units are located behind the facility.

Q5. One of your 30 ton condensing units has R22 refrigerant. We will have to go back with a 410 A Condenser which means the coils in the air handler will need to be changed also to handle the higher pressures it produces. Could you please advise?

R5. We took away the 410a requirement due to the refrigerant change that happened on January 1st. So were open to any refrigerant type the vendor wishes to use.

Q6. Will they want us to supply temporary air to the sections of the building that will be down during the change out? We do not expect them to be down more than a day, however we do want to make sure that it's not a requirement.

R6. Ideally if this could be done in one day that would be preferable but that will depend on the weather and the site conditions. We expect the vendors to work with the site POC to coordinate installation and potential delivery if the units can’t be installed until conditions are right.

Q7. Please clarify if you are replacing the 3 Trane model # RAUJC304BC030BD000009, (ACU # 1) and (ACU # 2) , (1) model J15YDC00A4ALM5, (ACU #3) , and replace all three with Liebert CU model DCDF205-A?

R7 We are replacing 6 units total. (2) Trane 30-ton condensing units (CU) for the Operations area, (1) Trane 15-ton CU for the Technician area, and (3) Liebert DCDF205-A condensing units for the Equipment room. The units that are to be quoted must be brand name or equivalent to the current units, we are not requiring a specific brand be submitted.

Q8. The spec calls for replacing condensing units and any associated equipment with equipment utilizing 410a refrigerant. As of January 1, 2025, 410a (puron) refrigerant is no longer allowed to be sold or available per the E.P.A. The replacement units will be the new refrigerant 454b which will require replacement and extensive work to the indoor air handling units. This could also include changing metering devices, refrigerant specialties, refrigerant piping/line sets and installing a 2L refrigerant leak detection system and controls. All this information I provided you here is straight from TRANE.

R8 Yes, changing the refrigerant can impact the air handling units in the form of having to replace metering devices amongst other things. We are aware of these potential impacts and are open to all bids that meet the specifications of the previous units.

Q9. Are there no air handlers included in this solicitation? What are the current model numbers of the existing air handlers?

R9 Not at this time, this could be handled on a separate procurement in the future.
