2 Are all consultants required to be SB? See FAR 52.219‐14 for subcontracting limitations.

Since this is a design build proposal, can your due date be extended to give the contractor more time to prepare his bid?

Would NOAA accept solutions or alternatives to a concrete slab in order to improve logistics and sustainability?

NOAA would accept alternative solutions to a concrete slab foundation if the solution meets or exceeds the grounding expected from conductive concrete, has a life expectancy that is equal to or exceeds concrete, meets required building codes, and has similar or less maintenance than a concrete foundation.

What sanitary sewer systems are preferred by NOAA? Or is blackwater recycling preferred for use as grey water?

NOAA has no preference, but because of the remote nature of the site and the grade/geology of the location, normal solutions may not be available, or may be cost‐prohibitive long‐term.

Please confirm sequence, if the site will be in operation during construction (complete new buildings, turnover, then demo existing) or if we can demo the buildings first then build the new one.

Buildings may be demolished first, then the new building constructed. The new building will occupy approximately the same footprint as the buildings slated for demolition.

Confirm if NPDES permitting is required for this project as the construction footprint may exceed 1 acre.

It is the responsibility of the contractor to evaluate the project and comply with federal, state, and local regulations.

13 Do we need a historic architect for this project? No

Please provide a point of connection for the site utilities

(water, power, sewer, telecom, etc).

Utility point connections will be provided after award. Point of connections will be within 50 feet of the completed building.

Section‐L.7 of the solicitation says that the Offerors shall forward the Past Performance Questionnaire Link to the past performance reference POCs and request that the POC utilize the link to provide response, which then needs to be sent by the POC before the proposal due date. Can CPARS or PPQs from past RFPs submitted instead as obtaining this information via a weblink may cause delays and other potential problems.

Contracting Question

What is a Virtual Site Visit? Due to the limited access to the site, we would need clear information as to how material, equipment and labor would reach the site.

A virtual site visit is a video conference walkthrough scheduled with Mauna Loa staff. However, due to the lack of high speed internet onsite currently, this is probably not possible. However, staff could likely record a video walkthrough of the site if necessary. Access to the site is currently limited to helicopter.

Can you provide numerous photographs of the site area and existing conditions?

Are any design details such as schematic design, elevators, wall/floor sections required as part of the Technical

Proposal? No.

Does the design team need to have a license in the State of

Hawaii? Yes. See SOW paragraph

Does the prime contractor need to have a general contractor license in the State of Hawaii? Yes.

Do you have as‐built drawings for the buildings that are to be demolished?

No drawings are available for the buildings set to be demolished. They are small and temporary in nature.

Is there local housing available near the jobsite?

In general housing is available in Kona (66 mi, 100 min), Waikolola (51 mi, 80 min) Hilo (46 mi, 80 min), and Waimea (50 miles, 80 min).

Conditions, indicates that a preliminary floorplan was completed in 2021 and updated in 2022, and that the design and associated documents are provided in Part 6

Are any concept elevations or other drawings available aside from concept floor plans? No.

Are there also Parts 4 and 5 to be provided? The sam.gov download link only has Parts 1 thru 3. Drawings and additional documents uploaded to the solicitation amendment.

The Statement of Work refers to an existing geotechnical report. Please provide. Drawings and additional documents uploaded to the solicitation amendment.

What type of wheeled vehicles are capable of driving to the jobsite? For example, can the road accommodate heavy equipment deliveries via tractor trailers?

The paved road to the facility has very tight turns and steep hills. A 20ft sea container could be delivered to the site, but not a 40ft container.

Recent articles indicate that the road to the facility was damaged. Has this road been fully restored?

The road has not been restored. The current anticipated date a temporary road will be open

(high clearance, engineered for construction equipment) is March 2024.

Are there weather restrictions for access to the site? Are there periods of shutdown for construction?

When the road is open, there are generally limited weather restrictions to access the site.

Tropical storms close the site infrequently (1‐3 days per year, generally), and Mauna Loa does occasionally have snowy/icy conditions.

How much time does the government require for each design phase submission? Two weeks to review each phase submission.

How many days of weather downtime have been factored in to the 730 calendar day schedule? Existing weather conditions year‐round was used to determine the period of performance.

Will the owner provide access to existing water, electricity, or toilet facilities? There is no potable water onsite. Toilet and electricity will be provided.

Are there liquidated damages for this project? No.
