About this file

This document contains questions and responses related to solicitation number 1305M320RNWWV0008 from the Department of Commerce National Oceanic and Atmospheric Administration for hydrogen conexes in Alaska. The NOAA seeks to install hydrogen generation systems at multiple sites in Alaska by the end of June 2020 to support weather balloon launches. The NOAA has purchased and will install, commission, and operate the hydrogen systems once contractors complete construction of conex shelters. Contractors are to supply and install conex shelters per generic design drawings but final permits, drawings, and commissioning will be handled by the NOAA. The NOAA encourages contractors to discuss schedule flexibility given delivery timelines.

1. Past Performance Questionnaire indicates the completed survey is due prior to 5:00 PM (MT) on May 29, 2020. What is the correct date (Solicitation not issued till June 29, 2020).

NOAA Response: The correct date for PPQs will be by the end of the revised solicitation due date, Friday, June 17, 2020.

2. SOW indicates total period of performance of 365 calendar days but 2.3 Delivery indicates 120 days post NPT. Which is correct? FYI: The last barge for the year for Kotzebue leaves from anchorage 8/5 so I’m not seeing how a shorter timeframe will be realistically possible. If the project budget was significantly larger you could charter a barge or use a helicopter (but astronomically expensive).

NOAA Response: The total period of performance for the contract is 365 days. However, the sites are listed as options. If the government decides to fund an optional site, then the offeror will have the identified dates from issuance of the NTP to complete the work for that site.

3. SOW section 2.1 indicates current site permits and certificates are to be obtained for all locations based on government provided design drawings, government provided Alaska state fire marshall certificates and permits, provided site photos. Please provide this documentation?

NOAA Response: See the attachments for the available for the States of Alaska fire Marshall Certificates, permits, and site photos.

4. Please confirm that an approved set of detailed design drawings are available for the conex – please provide so we can quote the conex structure.

NOAA Response: Please see response to question # 3

5. Please confirm that the provided design drawings have already been approved for permits and that the existing permits just need to be refreshed/reissued to the installing contractor (don’t want to run into issues due to lack of compliance of provided design drawings).

NOAA Response: Please see response to question # 3

6. Please provide design drawings so pricing can be developed, unless government is supplying and installing everything that goes inside.

NOAA Response: Please note that the United States Government National Weather Service (USG/NWS) has purchased and will install, commission, and operate the hydrogen systems per the SOW once the contractor completes their contractual obligation

7. Please provide a list of government furnished items that we must install so we can develop pricing (if the contract is only to supply the conex then we just need the detailed design drawings for the conex to support fabrication and installation)

NOAA Response: Please note that the USG/NWS has purchased and will install, commission, and operate the hydrogen systems per the SOW once the contractor completes their contractual obligation

8. What equipment has been purchased and where is it? Lower 48 or Alaska?

NOAA Response: Please note that the USG/NWS has purchased and will install, commission, and operate the hydrogen systems per the SOW once the contractor completes their contractual obligation

9. Who is responsible for startup/commissioning of the units (hydrogen generation, balloon filling, etc.)

NOAA Response: Please note that the USG/NWS has purchased and will install, commission, and operate the hydrogen systems per the SOW once the contractor completes their contractual obligation

10. Who is responsible for commissioning the units and ensuring that they are operational?

NOAA Response: Please note that the USG/NWS has purchased and will install, commission, and operate the hydrogen systems per the SOW once the contractor completes their contractual obligation

11. Please confirm that the generic hydrogen generator design already has engineering stamped drawings and Fire Marshall Approval.

NOAA Response: Please see response to question # 3

12. Will the Fire Marshal perform final acceptance inspections? Delegated to a 3rd party?

NOAA Response: Both the USG/NWS and Fire Marshal will perform final acceptance inspections

13. Who is the engineer of record for the complete project (we are supplying the conex – who is running the entire project)

NOAA Response: USG/NWS

14. Has a detailed code analysis documenting how the system complies with all code requirements?

NOAA Response: Please find enclosed an example of the USG/NWS commissioning documentation

15. Will the use of the hydrogen be included in the final acceptance/commissioning so that the entire system can be proved safe?

NOAA Response: Please see response to questions # 3, 7, 12, and 14

16. Is a purging plan including calculations required as part of the generator design? You don’t want to just start filling a tank with hydrogen.

NOAA Response: Please see response to questions # 3, 7, 12, and 14

17. What if any construction inspection steps/hold points are required?

NOAA Response: Please see response to questions # 3, 7, 12, and 14

18. Who responsible for construction inspections?

NOAA Response: Please see response to questions # 3, 7, 12, and 14

19. Is pre shipping testing required?

NOAA Response: Contractor shall provide warranty services as necessary

20. Will government supplied material be provided for installation prior to shipping?

NOAA Response: Please see response to questions # 3, 7, 12, and 14

21. Please provide details regarding fence and stairs to be installed at Annette, Fairbanks, and Yakutat.

NOAA Response: Please see response to question # 3

22. Can you please provide the delivery address for each location?

NOAA Response: See Attachment X for the site locations

23. Who oversees the entire project and approves the delivery and installations, and where are they located?

NOAA Response: Please see response to questions # 3, 7, 12, and 14

24. What is driving the schedule? Is there flexibility? Just purchasing some of the hardware may require a few weeks.

NOAA Response: NOAA/NWS is willing to discuss the schedule

25. Is an “Engineer of Record” needed for the entire system? If not, who performs that role?

NOAA Response: Please see response to questions # 3, 7, 12, and 14

26. What is the anticipated review time for the Fire Marshal? Any personnel changes there?

NOAA Response: Review times will be dependent upon the contractor's negotiations with the Fire Marshal and the Contract Schedule
