About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation 1305M226Q0114 regarding facility cleaning services.
The contract covers cleaning services for a 15,394 square-foot facility consisting of office space, restrooms, kitchen/break room, lobby, and boat barn areas. The facility contains 4 restrooms with a total of 8 toilets, 10 sinks, and 2 urinals. The contractor must provide consumables including trash can liners, liquid soap, and toilet paper (estimated at approximately 12 rolls monthly), with other consumable quantities to be determined. Pricing is structured with two CLINs: CLIN 0001 for fixed-price base and option year cleaning services, and CLIN 0002 for unscheduled/emergency cleaning and special event cleaning services at an hourly labor rate. The previous contract awarded $30,192.33 for the base year with total anticipated value of $150,961.65 over the base year plus four option years. Contractors should reference attached construction drawings for detailed facility square footage breakdown by area type. The hourly rate for CLIN 0002 should remain consistent regardless of actual hours utilized, and special event cleaning will be ordered under this CLIN rather than included in fixed-price services.

Q&A 1305M226Q0114
1. Can you please confirm that the facility size is approximately 15,394 square feet?
a. Confirmed
2. Is the Government able to provide the current annual contract value or the last awarded contract amount for this requirement?
a. The previous contract was awarded for a total of $30,192.33 for the base year and total anticipated value of $150,961.65 (base + 4 option years).
3. We would like to request clarification regarding consumables associated with this requirement.
Since the estimated monthly usage quantity was not discussed during the site visit, could you please advise whether consumables are to be included in the quote pricing? If so, please provide the estimated monthly quantities or historical usage information so we can accurately prepare our proposal.
a. The consumables that contractors are supposed to provide include trash can liners, liquid soap, and toilet paper. I haven't tracked our toilet paper use has not been tracked, but probably on average 12 rolls per month. Sometimes more are used (when hosting an event with a big group). On an average day, there are around 5 people in the office.
Other consumables are unknown.
4. FACILITY SQUARE FOOTAGE - What is the total cleanable square footage of the facility, broken down by area type (office space, restrooms, kitchen/break room, lobby, boat barn, etc.)? This information is essential to developing accurate and competitive pricing.
a. Please see the attached construction drawings of the facility included in the solicitation package.
5. RESTROOM FIXTURE COUNT - How many restrooms are in the facility, and what is the total count of fixtures (toilets, urinals, and sinks) per restroom?
a. 2 individual stall restrooms (1 toilet, 1 sink each), 2 larger restrooms (total of 6 toilets, 8 sinks, 2 urinals)
6. TOILET PAPER RESPONSIBILITY - Section 5(1)(1) of the SOW states that toilet paper is "furnished by the Government," while Section 1.1.8 indicates the contractor shall restock restroom supplies including toilet tissue. Please clarify which party is responsible for providing toilet paper under this contract.
a. The contractor is responsible for supplying toilet paper.
7. CLIN 0002 ESTIMATED HOURS - Does the Government have an estimated number of hours per year it anticipates ordering under CLIN 0002 (unscheduled/emergency cleaning)? Without this estimate, it is difficult to price this CLIN in a manner that is both competitive and representative of actual anticipated costs.
a. The 2nd CLIN (each year) is only requesting your hourly labor rate. The hourly rate should be consistent regardless how many hours would be used.
8. Please clarify whether special event cleaning services referenced in Section 1 of the SOW will be ordered under CLIN 0002 at the hourly rate or are considered part of the fixed-price services under CLIN 0001.
a. Special event cleaning will be ordered under CLIN 0002.
