About this file
This document is Amendment 0001 to Solicitation 1305M224Q0184, issued by the National Oceanic and Atmospheric Administration (NOAA) for the design and procurement of an updated Dial Telephone, Public Address (PA), and General Alarm (GA) system for the NOAA Ship Oscar Elton Sette.
The amendment provides answers to questions from potential offerors regarding the system requirements, including connection options, programming features, and delivery timelines. It also extends the response due date from July 12, 2024 to July 19, 2024. NOAA is open to off-the-shelf equipment from manufacturers other than the originally specified Zenitel, as long as the requirements are met and the equipment can be delivered by the November 10, 2024 installation start date. The ship will be available for a walkthrough in Honolulu, Hawaii between September 2-9, 2024. Installation is expected to be performed by a shipyard during the ship's drydock period from November 10, 2024 to January 25, 2025.

A: Sette Directory is attached. An additional 5-6 lines will need to be added in the engineering spaces for communications backup, specifically the Aft Steering, Lower Propulsion, and Laundry Room.
Q: Item 4.2.5.7 – Some programming features are available from the telephone stations; however, most programming functions are adjusted through the web interface and Alphapro Software. Please advise the requested programming features that should be available at the telephone location.

Q: It looks like this will be sent to a shipyard for installation. Should we include shipyard support as part of this contract?
A: Installation will be performed by a shipyard with their oversight, to begin on November 10, 2024.
Q: Is item 6.1 the only drawing required for the design docs called out in section 5.1?
A: Yes, 6.1 is the only drawing for Item 5.1
Q: Given recent lead times for equipment, is 8 weeks appropriate for the delivery of equipment manufactured in the UK? (30 days for design submission, 5 days for a response from NOAA, ordering, and delivery by November 1)
A: NOAA needs the equipment as soon as possible to support an installation starting November 10, 2024. It would be acceptable if vendors can have the material at the shipyard by November 10, 2024.
NOAA has to get this work done during the ship’s Drydock period where they will have from November 10, 2024 to Jan 25, 2025 to perform installation.
Q: Should the parts be ordered before or after approval from ABS?
A: Before approval to support installation.
Q: Is the ship available for detailed walk throughs during the initial 30-day design period, or will it be on mission? Will it be stationed in Hawaii?
A: The ship’s schedule allows for a walk through between September 2, 2024 and September 9, 2024 in Honolulu, Hawaii.
Q: Recent and ongoing projects with Zenitel are experiencing significant delays in equipment delivery.
Are the parts called out in the specification required or is NOAA open to other manufacturers for off the shelf options?
A: Yes, we are open to other manufacturers for off the shelf options as long as they meet all the requirements in the SOW and can be delivered on time.
