Question (Q): It was noted by the National Oceanic and Atmospheric Administration (NOAA) that there is a separate contract for the replacement of the ship’s Phone and Public Address General Alarm System (PX/PA/GA) scheduled during the dry dock period of performance.
Answer (A): Yes this is a standalone contract. Government's contractor for this work will need access to the vessel during the dry dock period of performance.
Q: Item 4.8 Ship’s Emergency Diesel Generator Top End Overhaul - Spec says to inspect the connecting rod bearings. This inspection is labor intensive and you might as well change the bearings for the amount of labor required to inspect. What is the government's intent here?
A: It is not the government's intent to get into the lower end of this engine. Remove requirements to inspect oil suction screen, and connecting rod bearings. Please see revised specifications.
Q: Item 4.8 Ship’s Emergency Diesel Generator Top End Overhaul - What are the run hours of the E-Gen?
A: Please see revised specifications.
Q: Item 4.7 Bridge Systems Updates - It was noted during the shipcheck that Radar and GMDSS additional requirements. Can you provide those additional requirements?
A: Yes, please see revised specifications.
Q: Item 3.25 SSDG Intake / Uptake - Contractor did not have access to the top of the stack. Can you provide photos?
A: Yes - Photos are attached.
Q: Item 3.19 Pipe Repairs - Para 4.b. What are the inlet and outlet valves?
A: Inlets are two inch threaded bronze body ball valve 2-piece. Outlets are 3 inch bronze globe valve 150# bolted flange. Please see revised specifications.
Q: Item 3.10 Hull Protection Anodes - The specification does not speak to preservation of the flanges or high hats for the Cathelco anodes. What is the government's intent?
A: The flanges and high hat shall be preserved. Add Para 4.b.5.i. to Item 3.10. With the anodes removed, provide a 3 to 5 mil profile to clean bare steel to the anode flange and high hat tube. Provide protective coating as per sea chest or high turbulence area paint schedule. Please see revised specifications.
Q: Item 3.7 Sea Valve Overhaul - Stainless steel split body ball valves Frame 90 could not be found during ship check. What is the government's intent here?
A: These valves have been removed from Shimada and the penetrations inserted. These two valves shall be removed from the requirements of this item. Please see revised specifications.
Q: Item 3.4 Propulsion Line Shaft Inspection - Are there pictures available of the stern tube pinhole area?
A: Yes - Photos are attached.
Q: Item 3.4 Propulsion Line Shaft Inspection - Frame 58 does not seem correct for this.
A: Correct. This pinhole is located between frames 85 and 86. Please see revised specifications.
Q: Item 3.4 Propulsion Line Shaft Inspection - 15% clad weld seems excessive. What is the intent here?
A: The government expects up to 8 individual clad weld areas approximately 6" by 6".
Q: Item 3.3 Tank Inspection - Para 4.g. is not clear; is this for 100% or 10% ?
A: Please see revised specifications.
Q: Item 3.12 Life Raft Annual Inspection - What make and model are the vessel life rafts?
A: Please see revised specifications to include raft details.
Q: Item 3.3 Tank Inspection - Para 4.d. calls for 10% spot repair in the waste water tank. Line g calls for 100% preservation of the waste water tank. Which are we to quote?
A: 100% Para 4.d. to be deleted. Please see revised specifications.
Q: Item 3.3 Tank Inspection - Para 4.g. calls for 100% preservation of the 4 listed tanks but line g.2 calls for 10% spot preservation. Which are we to quote?
A: 100% for listed tanks, 10 % for 3 starboard. Please see revised specifications.
Q: Item 3.17 Inspect Anchor Windlass and Capstans - Para 4.b.2 simply says to preserve the chain lockers IAW the supplied reference. However, the reference has 2 options...full blast to SP-10 or spot power tool to SP-3. Which are we to quote?
A: 100% preservation.
Q: Item 3.21 Preservation General - Para 4.a.6 calls for non-skid IAW MIL-PRF-24667, however the paint schedule lists an Amercoat #385ASA pedestrian non-slip system. Please clarify which system is correct.
A: Use non-skid IAW MIL-PRF-24667. The General Requirements 2.3.28 Painting 2.3.28.1 is also helpful for this question. The paint schedule is a list of installed coatings and can and does indicate obsolete systems. Coating from the specification takes precedence, then the NOAA standard specification, then the paint schedule.
Q: Please provide the specification in a PDF version that allows for copy and paste.
A: A copy of the Work Specification is attached in a more user-friendly PDF format.
Q: Item 3.24 MSD System Maintenance - The provided tech pub references the serial number of the Oscar Dyson. In order to verify the correct replacement media is ordered, will NOAA provide the serial number of the MX-5 installed on board Shimada?
A: The serial number is 13762.
Q: Item 3.29 - No references were provided for this work item and KTR is unable to accurately assess the areas to be preserved without a layout drawing or an estimated square footage area. Will NOAA provide either a layout drawing of the wet lab with dimensions or an estimated square footage of areas to be preserved?
A: NOAA has provided SH-085-FA02 General Arrangements as a general reference (applicable to all items). This scale drawing depicts the wet lab on Seet 006.
Q: Item 3.7 Sea Valve Overhaul - Please provide the missing valve sizes at 4.b Table 3.7-1 Sea Valves.
A: Macerator overboard is a 4 inch stainless steel ball valve. Please see revised specifications.
Q: Item 3.15 Steel / Hull Inspection Repairs - Please provide missing reference 2.b SH-085-FC02 Shell Expansion.
A: Reference is attached.
Q: Item 3.19 Pipe Repairs - Please provide missing reference called out at 5.a.
A: Please see revised specifications.
Q: Item 3.21 Preservation General - Please provide / clarify references at 4.a.5.
A: These are General References listed on page four of the Specifications, previously provided.
Q: Item 3.22 Pump Maintenance - Please clarify the following at 4.d.3, “6.21.1.d.3.1.”

A: References are attached.
Q: Item 3.28 Deck Equipment - Please clarify piping to be tested at 5.a.

A: List of hoses provided via reference attached.
Q: Item 2.3.15 Habitability and Temporary Berthing, Para 2.3.15.2 - In the past NOAA has put the crew in hotels during the shipyard availability. Please confirm whether or not this is the plan. Should the KTR be required to provide temporary berthing, what size of crew should be anticipated?
A: It is the government's intent to berth crew off the vessel during the period of performance. No this would not be part of the drydock work. 25 crew is typical crew size.
Q: Item 3.2 Drydocking, Para 3.d.1 - Should bow thruster EAL be included one (1) time as part of item 4.10?
A: Correct, this standard grease Item is redundant to the overhaul Item 4.10
Q: Item 3.2 Drydocking, Para 3.f.1-4 - What is being changed that prompts the need for a revised docking drawing?
A: Changes generated in the performance of this item.
Q: Item 3.3 Tank Inspections, Para 5.a - Can KTR assume all ballast tanks will require hydro testing vice air testing per ABS requirements? Can KTR assume the vessel's master will confirm "pressure testing" of all fuel/lube oil tanks per ABS requirements?

Q: Item 3.9 Underwater Body Preservation, In Reference 00 63 11_00, Underwater Body Preservation - Is it acceptable to perform a fresh water wash or high-pressure air “blow down” rather than vacuuming requested in 3.3.3.3?
A: Para 3.3.3.3 specifically calls for no blow down.
