2.2 Definions

Wherever used in this specificaon and in all other work items in this contract, the following definions of terms apply:

2.2.1 Checkpoint . Instances that have the verbiage “***CHECKPOINT***” in the Specificaons require the contractor to verify, inspect or test the work with the COR present and obtain the COR’s approval before proceeding beyond the checkpoint element of that item's workflow. Parallel work not associated with or dependent on the checkpoint element for that item may connue. Any secon that does not include “***CHECKPOINT***” does not preclude the contractor from obtaining COR approval of a verificaon, inspecon or test before proceeding with the work, but does not require it.

2.2.2 Habitable Ship . A habitable ship requires a funconal galley, laundry and mess areas. A habitable ship also requires an adequate number of living quarters, the ship’s office with available and funconal HVAC, electrical & plumbing services. Further a habitable ship requires the absence of noise over OSHA 8 hour exposure limits (29 CFR 1910.95), noxious odors, airborne parculates or organic vapors in the crew spaces.

2.2.3 Inspect . Visually evaluate the specified surface, item, part, or component for evidence of contaminaon, damage, excessive wear, scoring, and any other condion which could interfere with the proper operaon or funconing of the surface, item, part or component.

2.2.4 Install . Place the specified item in posion for service and make all connecons needed to insure proper use, service, appearance, and operaon. Except as may otherwise be specified, this shall include the following:

2.2.4.1 Provide new or modify exisng foundaons. Securely mount equipment and components using new fasteners. Align connected equipment and components to meet manufacturer’s specificaons.

2.2.4.2 Make all electrical connecons. Provide new electric cable runs between controllers and motors of new equipment. Exisng cables may be reused in other applicaons, except where the exisng cables are too short to make connecons. Renew cables, which are too short and less than 20 feet long. Juncon boxes may be used to increase the cable run length where the exisng cable runs are longer than 20 feet.

2.2.4.3 Modify new piping to suit the new equipment, including the reroung of exisng piping and adding of new piping as needed to properly connect equipment and components. Piping modificaons greater than five feet from the equipment are not required. New piping is required only to the extent necessary to accommodate modificaons of exisng piping.

2.2.5 NDT : Non Destrucve Tesng. This term is used to describe various processes to test material soundness by nondestrucve means such as: RT (Radiograph), UT (Ultrasonic Tesng), PT (Dye Penetrant inspecon), MT (Magnec parcle Inspecon) or VT (Visual examinaon).

2.2.6 Piping . A system of pipe, tube, elbows, tees, valves, couplings, and other pipe fings.

Unless otherwise specified in the detailed item descripon, all piping systems and components shall comply with material and installaon requirements of reference 2.1.9.

2.2.7 Rebuild . Disassemble, clean, inspect, repair (including renewal of all parts needed), reassemble, test, and calibrate the specified part, component, system, or machine to restore it to a condion of reliability equivalent to a new part, component, system, or machine. Components and parts shall meet the manufacturer's applicable rebuild specificaons.

2.2.8 Reinstall . Return the same item, which was previously removed, to its previous configuraon and locaon.

2.2.9 Renew . Provide and install a new item as replacement for an exisng item previously removed or to be removed. The new item must be the same as or comparable in material, performance and configuraon to the item removed.

2.2.10 Replace . Same as "renew", defined above.

2.3 General Requirements

2.3.1 Maintenance of ABS Class and Cerficates

2.3.1.1 All ABS rules required to maintain the ship’s Class and Cerficates shall be adhered to by the contractor. This includes all rules for material, fabricaon, quality control, inspecon, and ABS on-site survey of work. ̄ Recommendaons of addional work and materials deemed to be needed, if any.

̄ Esmate of the impact on the compleon of the contract, if any.

̄ A space for government response to recommended acons, if any

2.3.9.3 Submit the Condion Report to the COR within twenty-four hours aer compleng the measurements, inspecons or tests requiring COR approval for work to connue, the need for addional work, or deficiency in government furnished material is noted. Provide two hard copies and an electronic copy of all Condion Found Reports in Adobe Portable Document Format (.pdf) to the COR.

2.3.9.4 For work involving disassembling and inspecon of equipment, machinery or systems, the work must be completed and any resulng Condion Reports/Condion Found Report must be submied during the first 25-percent of the work performance period. 2.3.9.5 Government review, comment acceptance and approval of Condion Reports shall be in accordance with the requirements of CAR 1352.271-83.

2.3.10 Change Requests

2.3.10.1 The government may request addional work during the period of performance. Only the Contracng Officer has the authority to request addional work. The government will provide the Contractor with a Change Request form with an associated Scope of Work included on the form or aached.

2.3.10.2 The Contractor shall review the Change Request to determine if the work can be accommodated within the contracts period of performance, determine any impacts on docking or undocking dates and on habitability dates and provide the government with a price proposal and planned scheduling for the change requested clearly showing any proposed docking, undocking or habitability date impacts.

2.3.10.3 The government shall then review the contractor’s price proposal and planned schedule for the addional work against independent government esmates to determine if a Change Order will be issued. Only the Contracng Officer has the authority to iniate addional work on the government’s behalf and shall do so in wring in the form of a Change Order with an associated Noce to Proceed.

2.3.10.4 The Contractor shall not perform addional work outside the scope of the original contract on the direcon of anyone other than the Contracng Officer. Performance of addional work without an associated Change Order and Noce to proceed signed by the Contracng Officer is not authorized and will not be reimbursed by the government. The contractor shall not independently proceed with requested work in ancipaon of a forthcoming Change Order.

2.3.11 Protecve Coverings

2.3.11.1 Prior to starng work on interior spaces, protect the decks and deck coverings of spaces in which contract work is to be performed and spaces through which workers will traverse by covering the decks and deck coverings with a temporarily fied heavy vinyl, plywood or parcle board. Securely tape all edges and joints of the protecve covering. Maintain the protecve covering in place during the enre contract period, renewing secons that are damaged during the contract period. For those decks over which equipment, valves, piping, or other materials must be handled, the temporary protecve covering shall be plywood or parcle board and shall be of sufficient thickness to protect the deck from damage in the event the equipment or materials are dropped.

2.3.11.2 Protect all compartments, machinery, equipment, deck coverings, furnishings, vent terminals, insulaon, glass, cables, piping systems, coangs, structures, and other ship components from damage and from entry of dust, dirt, grit, sand, and other foreign parcles.

2.3.11.3 Whenever abrasive blasng or other operaons which create atmospheric contaminaon are performed on or near the ship; or which could otherwise allow airborne contaminants to collect on or in the ship, the Contractor shall plug, wrap, blank, cover, or mask all openings to prevent entry of the contaminants into the ship. Install industrial foam filter material on the intake and exhaust end of venlaon systems which will be in use. Renew the filter materials when air flow becomes restricted. Whenever abrasive blasng is performed inside the ship, blast materials shall be confined to the compartment being blasted.

2.3.11.4 All damage and contaminaon resulng from failure to provide adequate protecon shall be repaired and cleaned to re-establish the condion that existed at the start of the work.

2.3.11.5 Aer compleon of all other work, remove and dispose of all protecve coverings.

2.3.12 Restricted Access

2.3.12.1 Access by workers to the ship's compartments shall be restricted to those in which work is being performed or through which passage is necessary to reach the work site. All other compartments shall be considered off-limits to workers.

2.3.13 Daily and End of Project Clean-ups

2.3.13.1 Clean-up and remove from the ship all dirt, debris, scrap, and other materials incident to Contractor's work at the end of each work day. The work site shall be le "broom-clean". Vacuum up debris at the end of shi instead of using a broom where nooks and crannies, grangs, or other obstacles are present.

2.3.13.2 Whenever abrasive blasng or other operaons on or near the ship causes collecon of blasng residue or other foreign parcles to collect on exterior decks of the ship, the Contractor shall vacuum or sweep the decks to remove the residue and parcles prior to the end of the day on which the contaminaon occurred. Do not wash the residue or parcles through the ship’s deck drains.

2.3.13.3 At the end of the project, the Contractor shall clean all deck surfaces and wash le decking.

Clean all dirt from exterior decks and wash down exterior decks.

2.3.14 Disrupon of Ship's Systems

2.3.14.1 Except as necessary to perform work, none of the ship's fire main, electrical, heang, potable water, drainage, or other systems which are vital to crew safety or comfort shall be shut off or disrupted. The COR must be given advance noce of a disrupon at least 4 hours in advance.

2.3.14.2 Disrupons shall be limited to 4-hour intervals. If the required work will need a longer interval, temporary bypass hoses, blank flanges, or piping shall be installed to keep the system in operaon.

2.3.14.3 For purposes of this specificaon, a "disrupon" occurs whenever a large secon of a system will be unusable. If the only secon of the system affected is that on which work is being performed and the remainder of the system can be operated, a "disrupon" has not occurred and the requirements of this paragraph do not apply.
