Background

The National Weather Service (NWS) Radar Operations Center (ROC) has a requirement to replace its failing analog facility security video surveillance system and access card readers campus-wide to include the radar shelters, equipment maintenance, and off-site monitoring with option years. The ROC is located at 1200 Westheimer Drive in Norman, Oklahoma. Comprised of multiple buildings and weather-radar testbed shelters, work shall be conducted at Buildings (Bldg.)

375, 600, and 366 the Kansas City Research Institute (KCRI) radar testbed compound located approximately 200 feet north of Bldg. 375. Fiber optic cabling termination boxes and transreceivers are located in Bldg. 375, 600, 366, and the KCRI radar shelter. The location is a Level 2 Federal facility protected under the security guidance of the Department of Homeland Security Federal Protective Services (DHS FPS).

The ROC supports the Next Generator Weather Radar (NEXRAD) program, which is a network of 160 high-resolution S-Band Doppler weather radars jointly operated by the NWS, the Federal Aviation Administration (FAA), and the United States Air Force known as the Tri-Agency. The NEXRAD program provides the NWS with the ability to accurately detect, analyze, and forecast weather events in support of local warning and forecast and safety of flight operations overseen by the Tri-Agency. The NEXRAD program provides essential data needed to achieve Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and NWS objectives and goals. NEXRAD data underpins NWS forecast/warning services-critical for meeting WeatherReady Nation goal to protect life and property, and reduce disruption from high-impact weather events. The continuous availability of a reliable security and video surveillance system is a critical element supporting the NWS mission. This procurement action supports DOC Office of OSY and DHS FPS security standards by controlling and monitoring the physical security of the ROC.

All video surveillance system and facility access card reader equipment need to be replaced with new technology. Replacement system must be National Defense Authorization Act (NDAA) complaint, (FIPS) compliant, and be compatible with our existing fiber optic cabling. The existing layout and function should not change. Current equipment list will be available upon request.

The Contractor shall provide all permits, materials, equipment, necessary accessories, and labor as necessary to perform all work for this requirement.

All work in performance of this requirement shall be completed by skilled workers and be deemed acceptable by the Facility Manager.

All of these facilities are within approximately 250 feet of each other.

Contractor must maintain Security Software site support agreement for the term of this contract.

Contractor shall provide routine preventative maintenance/inspections, maintenance services, and non-emergency service during regular business hours of 8:00 a.m. to 4:00 p.m. Monday through Friday (excluding Federal Holidays) and Emergency service/repair 24 hours per day/ 365 days per year. Emergency service is defined as any service necessary due to failure of a critical item, thus placing the ROC without adequate security, i.e. unsecured exterior door, major system failure, malfunctioning alarms, etc. Contractor response time to the system site for Nonemergency service is on average within 24 hours. Contractor response time to the system site for Emergency service is on average within 2 hours.

Contractor shall without additional charge to the Government, furnish all necessary service, including labor, parts and materials to maintain against normal wear and tear for the Security System. All necessary repairs caused by other sources, i.e.: vandalism, abuse, outside sources, etc., will be charged to the Government at current standard rates for time and material.

Contractor shall keep spare equipment available in inventory for the exclusive use of the ROC for all major equipment used in any portion of the security system. Any critical equipment component deemed un-repairable on site shall be replaced with a contractor provided loaner unit within 8 hours of the Customers original Emergency service request.

Contractor shall be an authorized reseller and service agent of each manufacturer utilized in the ROC Security System. Contractor shall provide proof of manufacturer’s authorization upon request of the NWS.

Requests for installation of new equipment other than specified above will be negotiated with customer.

Contractor shall test any newly installed equipment upon installation to verify proper functioning.

PAGE 19 OF 58 1305M223QNWWG0217

ADDENDUM TO FAR 52.212-2 EVALUATION – COMMERCIAL PRODUCTS AND

COMMERCIAL SERVICES (NOV 2021).

(a) The Government intends to make an award(s) to the responsive, responsible quoter(s) providing the best value to the Government, price and non-price factors considered. The Government intends to select a “best value” submission utilizing a tradeoff considering non-price factors to be significantly more important than price. The Government will not make an award at a significantly higher overall price to achieve only slightly superior performance capability. As non-price factors approach equality, price, as an evaluation factor, becomes increasingly more important.

The evaluation factors that establish the requirements of acceptability are set forth as follows:

Factor 1 – Technical Approach

Offeror shall provide sufficient detailed information that demonstrates their technical approach to meet the requirements in the Statement of Objectives (SOO). Information will include the offeror’s installation schedule, brand & specifications of recommended equipment, preventative maintenance schedule, and off-site monitoring capabilities.

Factor 2 – Past Performance

To be considered technically acceptable, the offeror shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts, within the past 3 years from the date of this solicitation that is of the same or similar scope, magnitude, and complexity to which is described in the SOO.

The offeror shall provide a list of NO MORE than three (3) current/previous contract performance references that includes: contract number, points of contact with valid telephone numbers and email addresses, periods of performance, role on the contract (prime or subcontractor), and other relevant information.

Evaluation of past performance shall be based on the reference provided, the offeror’s recent and relevant procurement history with the National Oceanic and Atmospheric Administration (NOAA), its affiliates, and other Government agencies, and/or any other source of information available to the Government. A Past Performance Questionnaire may be sent by the Government, at its sole discretion, to the past performance references if deemed necessary. Data from the Contractor Performance Assessment Reporting System (CPARS), and/or any other available source of information, may be used at the Government’s discretion to supplement the references provided.

Past performance of a similar scope, magnitude, and complexity that demonstrates a minimum finding of satisfactory or higher by all considered sources, or past performance to be found neutral, will be found technically acceptable.

PAGE 20 OF 58 1305M223QNWWG0217

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will receive a neutral past performance rating.

Factor 3 – Price

The offeror shall use the Pricing Schedule on page 3 to quote all pricing. The offeror shall quote all-inclusive firm-fixed pricing including, but not limited to, profit, overhead, General & Administrative, shipping, and travel costs, without exception, to perform the work specified in the

SOO.
