1. This Amendment is issued to respond to the following questions that were received:
Question Answer (Work Item 312) WI 312 mentions servicing 6 x 25 mn Elliot liferafts. In 2022 Vane Brothers Marine Safety serviced 4 each 20mn USCG approved Elliot liferafts, 1 each 20mn USCG approved Crewsaver liferaft, 2 each 4mn USCG approved Survitec liferafts, and supplied 1 each NEW 20mn USCG approved Elliot liferaft. The first inspection will not be due until Nov 1st 2024. See the initial service date on the certificate for the NEW 20mn Elliot we provided in 2022. Can NOAA confirm that servicing of 6 x 25 mn Elliot liferafts will be required for this availability?
Contractor should see Table 312-1 added via Rev A. New Elliott liferaft will not require servicing.
(Work Item 508) Neither the specs nor the reference describes the cable types or lengths that require replacement. Will NOAA please provide cable types and approximate lengths?
Estimate qty (2) each 100 Ft runs of 24F 50/125 OM3 (OFCP PNU-ILPA) armored cabling and 1100lf - OM1 6 x 62.5/125 (series 300 orange jacket) See 5.8.4.5.
(Work Item 312) Can you send me a copy of the last inspections on these 6 rafts? or any info about them like manufacture dates what kind of equipment pack they are? Otherwise, I would have to assume that everything is expired inside and that they need to be gas inflated which could drastically swing the estimate cost.
Contractor should see Table 312-1 added via Rev A. New Elliott liferaft will not require servicing.
(Work Item 509) Please, provide 5.9.2 References- 1) NOAA Thomas Jefferson Site Survey Telephone Layout Rv (1) Zenitel 2) NOAA Thomas Jefferson2_XLS Zenitel.
Requested references attached.
(General) Paragraph 2.3.12.a on page 10, This paragraph requires QP-1 certification. If a Sub does not have a QP-1 cert but has a NACE Inspector present, would that satisfy the requirement?
A NACE inspector is acceptable.
(General) Paragraph 2.5.8 on page 13, This paragraph mentions encountering zinc chromate during work onboard the vessel, but there is no abatement requirement anywhere in the Spec.
Please clarify if abatement costs must be included in the Spec and if so, provide estimated quantities and areas.
Do not include abatement costs. Contractor may or may not encounter Zinc chromate.
(Work Item 301) Reference (a) 4.14 on page 6, is internet service required for this vessel’s availability?
Yes; High-Speed Internet Service: Provide high-speed, broadband internet connectivity via a local Internet Service Provider (ISP), or privately owned, internal internet connection. High-speed, broadband internet is defined as Digital Subscriber Service (DSL), Cable Network, or Fiber Optic Network services with minimum download speeds of 50 Mbps and upload speed of 10 Mbps. The service provided shall be a business- type account that supports Virtual Private Network (VPN) connections. Provide the proper number of connections necessary to satisfy the ship’s wet berth and drydock locations, as well as the ship and COR’s dockside office space(s). All necessary cabling, DSL or cable modem(s), or fiber translators shall be provided for an RJ-45 network connection to the ship and office(s) routers.
Provide a minimum of one Internet Protocol (IP) address with Directory Name Server (DNS) service for each of the ship and dockside office(s) locations. The ship’s electronic technician (ET) will provide the necessary routers and switches needed. Wi-Fi Internet shall also be provided in the office spaces.
(Work Item 301) 3.1.4.2.1 on page 14, How many KWH/day do you want us to include for electrical usage?
This is a standard item part of the SOW. NOAA does not dictate in the SOW the amount of KWH/day for usage but we will electrical power.
(Work Item 301) 3.1.4.2.4 on page 14, What is the length of the unhabitable period? Saw in Reference (a) one toilet required per 15 persons of ship’s on-site crew. How many crewmembers are projected to be on-site?
Estimate of 15 or less to be onsite.
(Work Item 301) 3.1.3.4.2.11 on page 16, How many tons of water do you want us to include for usage?
NOAA is unable to predict how many tons of water will be required during the duration of this contract.
(Work Item 301) 3.1.4.2.12.b and .c on page 17, How many square feet are estimated to be covered with temporary deck coverings?
Deck coverings are subjective and actual footage will be determined by the contractor. Contractor should refer to the General Booklet of Plans for spaces impacted and protect the deck prior to industrial work. Ship must be returned to condition found upon arrival save any modifications made by this SOW.
(Work Item 301) 3.1.4.18 on page 17, How many gallons of sewage do you want us to include for sewage disposal?
For estimating purposes assume 10K; this number is subjective depending on who wins the award.
(Work Item 302) 3.2.4.3.8 on page 21, Please provide the amount and the type/specs for the zinc anodes.
Estimates can't be provided. Contractor should order zincs after the ship is drydocked.
(Work Item 302) Ref A, 4.8.3.b.2 – For the part that states, “Coat all rubber-faced transducers with 2 coats of MIL-P-22298 formula 133 and 2 coats of MIL-P-22299 formula 134.” Only info I can find is that it is an antifoulant coating that contains TRIBUTYLIN, which is a heavy metal, probably outlawed, and requires a license to apply that we do not have. Please suggest an alternative.
Interlux brand INT-2002G Interlux Interprotect White Gallon kit and INT-YBD103/1 Micron CF Black Gallon are alternatives. Whites for primer and black is for the paint.
(Work Item 303/304) For the dock or sea trials, please specify which vendors must be present.
Contractor must test impacted systems and include it in their test plan with their perspective vendors. The COR doesn't dictate or know what vendors the contractor will use for the SOW but systems such as Engine Servicing EM712, Phone System Upgrades, etc. are examples.
(Work Item 306) 3.6.4.4 on page 30, Please provide the amount and the type/specs for the zinc anodes.
NOAA is unable to provide an estimate Contractor should order equivalent size and quantity as the original size of the removed zincs.
(Work Item 307) 3.7.4.4.3 on page 33, Please provide the amount and the type/specs for the zinc anodes.

We estimate between 75,000-80,000 gal of fuel aboard when we dock. We further estimate that none of the tanks (oil) will have more than 200 gallons but refer to the Trim and Stability book attached for the tank levels and soundings.
(Work Item 309) 3.9.5.a on page 38, Can you confirm that the only tanks being air tested are the 16-fuel oil and lube/hydraulic/dirty oil tanks?
Tanks listed in 309 should be included in estimate but contractor should review all other work items in the SOW to ensure if additional tank openings are required.
(Work Item 309) 3.9.4.e.1 on page 38, Please provide a list of fuel block valves and stripping valves required for overhaul and include the valve specs (size, type, material, etc.).
COR cannot provide list of affected valves. When the tanks are opened, the actual number can be determined.
(Work Item 309) Table 309-1 on page 40, Can you confirm the DO tanks listed as 4-34-1 and 4- 34-2 are supposed to be 4-43-1 and 4-43-2?
There are no 4-34-1 and4-34-2 fuel tanks on the reference drawing (d).
See Note (g); Also, contractor shall refer to new reference (f). Reference (d) was using for obtaining information.
