About this file

This document is an amendment to a solicitation for a feasibility study of upper air inflation buildings. The National Oceanic and Atmospheric Administration is seeking proposals to conduct condition assessments of structures that support weather balloon launch equipment at sites across the central, eastern, and southern United States. The period of performance is from April 2023 to April 2025. Bidders must provide their own equipment such as ladders and lifts to access high-ceiling areas as needed. The amendment provides responses to vendor questions, clarifying that only non-destructive visual inspections are required, with sampling acceptable, and the contractor must coordinate all access arrangements. Start and end dates in the original solicitation were incorrect and have been updated. Except as noted in the amendment, all other terms and conditions of the solicitation remain in effect.

1) Solicitation Amendment 0001 is issued to provide government responses to questions submitted by interested vendors and provide an updated PWS and RFQ.

a. Vendor Question: Figure 2-0-1, page 5 of 9 in the PWS, illustrates Activity Start and End dates. The Central Regions Studies Start and End dates appear to be reversed. Also, the Southern Region Studies Start date is prior to the Kick-Off Meeting. Please provide the correct Activity schedule.

i. Government Response: Disregard current Regional Start/End dates (Figure 2-0-1). Start April 2023 – End April 2025. Regional schedules shall be proposed by the Contractor. All Regional schedules must fit within the above dates.

b. Vendor Question: Our registration in SAM is current and contains our Offeror Representations and Certifications declarations. Can the requirement to submit FAR 52.212-3 (Offeror Representations and Certifications) be waived?

i. Government Response: Yes, this is acceptable.

c. Vendor Question: Does the government expect that some selective demolition will be required to access concealed parts of the inflation building roof? If not, is it correct to assume that only non-destructive visual observations are required?

i. Government Response: YES – only non destructive visual, however ‘destructive’ can be interpreted differently. Non-destructive is an activity that will NOT require repairs after inspection. Sampling for testing is acceptable.

d. Vendor Question: It is our understanding that most of the inflation buildings that support the radome and antennae equipment have high bay ceilings. If it becomes advantages to get up-close, does the government have adequate ladders, manlifts, or other means of access at each site for the contractor to use? If not, is it correct to assume that no up-close observation is required under that circumstance? If not, is it correct to assume the contractor will be required to supply their own ladders or manlifts? And, if so, please provide the number of sites that will require contractor supplied high bay access equipment.

i. Government Response: The contractor will be required to provide ladders, man-lifts, related safety equipment and any other means for inspection. Furthermore the contractor is expected to communicate/coordinate with site personnel all access requirements.

e. Vendor Question: We noticed that the below dates may be off in the RFQ. Do you by chance have an update to these dates?

i. Government Response: Please see corrected dates.
