About this file
This document outlines maintenance and repair needs for the NOAA ship Nancy Foster in preparation for an upcoming drydock solicitation. Key needs include upgrades to the MACS/SACS system, addressing issues with the throttle, fire pump discharge valve, winch system, fluid quality monitoring display, ASW pumps, main engine alarms and responsiveness, engine panel displays, z-drive voltage readings, control system diagrams, sewage monitoring systems, SSDG hour displays, and bridge throttle joystick calibration. The related solicitation will be issued under number 1305M222QNMAN01380 for FY23 drydock repairs to the Nancy Foster, conducted by the Department of Commerce National Oceanic and Atmospheric Administration.

ISA items
1. Proposal P21031501; NOAA Ship Nancy Foster MACS/SACS upgrade
2. T/S Throttle fault, Throttle Fail alarms
3. T/S Fire Pump 2 Discharge Valve failure
4. Winch Upgrade work (execution of the engineering proposal already completed)
5. Fluid Quality Monitoring system not showing any values on the MACs
6. ASW pump #2 repeatedly trips offline causing emergency pump no. 1 to energize (as its supposed to). Need to T/S why No.2 doesn’t stay running (trips off randomly, might take a couple hours, might take a couple days)
7. Consistent Main Engine Shaft wrong direction alarms. Generally received when going from stop (brake engaged) to clutch ahead and then back to stop.
8. Main Engine very slow to respond to commands from helm. Was a gain setting or something like it turned down after Pratt hit the pier? It was done so that the main could never go ahead when astern was requested (Correct me if I am wrong, please).
9. Main Engine Quick Panel missing vital information. Coolant temp is frozen at 54 degrees, and Coolant Pressure only ever reads zero. Additionally there is no RPM read out on that panel which is frustrating when you have the main engine in local and you are varying the RPM with the Rheostat.
10. On the MACS “Z Drive” page, the voltage displayed for Port and Stbd Z Drives are very different. The analog gauges show them operating equally, this needs to be checked, calibrated, and the HMI adjusted to match real power conditions.
11. One line diagram for entire Control and monitoring System printed on large plotter printer for ease of engineering personnel TS
12. MACS “Misc Aux Sewage” page, Install additional remote summary alarm for New RO Watermaker unit
13. SSDG hours are not updating the “Misc Aux Sewage” page. Probably removed the old signal when the SSDG’s were replaced
14. When control power is transferred from FPC to APC the BT goes to left vane fully closed and the Port Z Drive goes to 30 degrees and we receive a mismatch alarm. Suspect faulty potentiometer on the BT Joystick. – Need quote for a new joystick – Auto Nav not responding to emails.
15. T/S APC Ethernet and net B errors.
