The purpose of Amendment 0004 is to provide questions and answers:

1. Question 1 Work Item 10109 – Ground Tackle Inspection & Preservation – paragraph 4.4 The specification directs the yard to power tool clean the chain lockers but is silent in regards to any required coatings. What is the intent regarding coatings for the chain lockers?

Answer 1: Apply paint coatings in accordance with the vessel’s paint schedule: Drawing FSV6-631-01 Rev B – Paint Schedule. Review Work Item 10109 paragraph 4.4.

FSV6-631-01 Rev B – Paint Schedule has been provided with amendment.

2. Question 2: Work Item 10112 – Freeboard Preservation – paragraph 4.2.2 The specification directs the yard to power tool clean the freeboard area where coatings have failed. For bidding purposes, what percentage of the freeboard area will require power tool cleaning?

Answer 2: For bidding purposes assume 25%. Review paragraph 4.2.2 of the Work Item 101112.

3. Question 3: Work Item 10114 – Inspect Tank Vents – paragraph 4.2. The specification directs the yard to service tank vents in place. What is the quantity of tank vents to be serviced?

Answer 3: The tank vent valves shall be removed for inspection and maintenance required in this work spec. The quantity of tank vent valves to be serviced are one vent valve per each fuel, ballast, sewage, and potable water tank onboard.

4. Question 4: Work Item 10114 – Inspect Tank Vents – paragraph 4.3.1.

The specification directs the yard to powder coat the tank vents in place. Will NOAA accept a SP-11 prep and coat alternative?

Answer 4: The tank vent valves shall be removed for inspection and maintenance required in this work spec.

Review Work Item 10114 paragraph 4.2 of the specification which has been updated to remove the wording “in place”.

5. Question 5: Work Item 10121 – Utilities and Services, Daily Rates Mooring/ Drydock – paragraph 1.2. The specifications purpose is to establish daily rates for utilities and services.

Attachment II lists 10121 as “1 JB and Additional Temp Services at 1 day at Additional Schedule Rates. Is it the intent at 10121 to provide lump sum price for utilities and service for the period of performance?

Answer 5: The intent of this item is to develop/determine two different daily rates for utilities and services. Requirements while in dry dock are less and as such the daily rate should be less during this period. When in the water alongside the requirement are greater

1305M222QNMAN0102 Page 3 of 7 and should have a higher daily rate. Based on the schedule these rates for drydock/dockside.

shall be computed for the scheduled time period and combined for the overall price for the item.

6. Question 6: Work Item 20205 - Replace CCTV System paragraph - 4.1.4. The specification Directs the yard to install new MCTs in locations as required. For bidding purposes what is the quantity of MCTs that are required?

10. Question 10 (a): Work Item 10112 – Freeboard Preservation - Concerning the overall scope detailed in 1.1, are we correct in our understanding that inner bulwarks are to be omitted from this scope of work? If not, are in interior bulwarks only to include inner bulwarks areas and bulwark top areas that are painted white?

Answer 10 (a): Per Section 1 of item 10112 – “Objective – To paint the freeboard from the boot-top to include the bulwarks (both sides & top) the trawl ramp, door pockets and port side of the stack.” Both sides of the bulwarks are required to be painted per the specification

Question 10 (b): Concerning line 4.2.2, approximately what percentage of the specified freeboard areas are to receive SP-11 mechanical prep?

Answer 10 (b): Assume 25%, Review paragraph 4.3.3 of the Work Item.

Question 10 (c): Are we correct in our understanding 4.3.1 requests that “areas of bare metal” are to be spot Coated per the desired percentage of 4.2.2 (above), not a full coat (100% of freeboard areas) as indicated in reference FDV6-631-01 Rev B, schedule E-1?

Answer 10 (c): Per the specification the areas that are taken to white metal are to have their coatings built up with zinc, epoxy and top coat prior to applying the full top coat to the freeboard.

Question 10 (d): Are we correct in our understanding that 4.3.3 requests two spot coats to

1305M222QNMAN0102 Page 5 of 7 the aforementioned spot coat areas (first addressed in 4.3.1)?

Answer 10 (d): Question answered on 10(c).

Question 10 (e): Are we correct in our understanding that the outboard side of the stack is to be included as part of the freeboard, but the interior, forward and aft sides of the stack are to be considered as part of item 50505, Deckhouse and Stack Coating Maintenance?

Answer 11 (e): Yes

Question 10 (f): Are we correct in our understanding that the deckhouse and stack does not include handrails in this scope of work?

Answer 10 (f): NO , per item 50505 requirements: “4.1.4 The deckhouse for this item is defined as the entire exterior house from the 01 deck to the flying bridge including but not limited to, all bulkheads, overheads, railings, stations, ladders, booths, pockets, vents, vent covers, doors, stack, foundations, etc, in general all of the area/items that are currently painted white. From this point forward this area will be referred to as the deck house.

Answer 11 (a): Per the specification: “4.3 Surface Preparation - 4.3.1 Perform Commercial Blast Cleaning (SSPC-6) of the complete underwater body from 2ft above the the boot-top to the keel in accordance with reference 2.3. This includes rudders, shaft tubes, grates/access panels/rope guards, sea chest, centerboard, and centerboard trunk.”

Question 11 (b): Are we correct in our understanding that the centerboard trunk (indicated in line 4.3.1) is only to include areas accessible when the centerboard is fully lowered in drydock, hence, not requiring preservation of areas that require the centerboard to be removed for access?

Answer 11 (b): The centerboard can be raised to allow complete painting of the underwater portion of the trunk. The centerboard can be lowered to the intermediate position in the dry dock to allow painting on both port/stb side. The remaining port side of the centerboard can be painted in the trunk via the access doors on the 2nd deck.

Question 11 (c): Are we correct in our understanding that line 4.4.1 intends for AC spot coats to the same areas addressed in 4.3.1?

Answer 11 (c): The intent of 4.3.1 is to remove all of the AF paint on the complete underwater hull and prep the existing AC coating for application of new AC paint. 4.4.1 applies new AC paint to the complete underwater body prepped in 4.3.1.
