About this file
This document contains an amendment to a solicitation for drydock repairs to the NOAA Ship Bell M. Shimada. The amendment provides responses to vendor questions to clarify the scope of work. Key repairs and services include cleaning and painting anchors and sections of anchor chain, servicing sea valves, inspecting and servicing the bow thruster, renewing decking in three stateroom heads, and conducting preservation work on the freeboard, deckhouse, and underwater body surfaces. The amendment removes upgrading of control stations from the scope for the bow thruster item. It also clarifies that a full deck coating and top coating of the entire deckhouse are not required. The vessel must be delivered by the date specified in the original solicitation.

The purpose of Amendment 0002 includes the following:
1. Answer the questions set forth below.
2. Provide an updated specification with revisions mentioned in the following questions.
1. QUESTION:
Item No. 10105 Propeller, Clean and Polish
• In paragraph 4.3 it states to check track and pitch and make minor adjustments as required. To make any adjustments to the pitch, the blades would have to be removed from the hub and sent to a propeller shop for adjustments. Would this be the subject of a change order?
ANSWER:
If required a change order will be initiated.
2. QUESTION:
Item No. 10106 Service Sea Valves
• In paragraph 2.3 NOAA Ship Bell M. Shimada Sea Valve List (attached). Is the entire sea valve list attached in paragraph 6.2 Bell Shimada Valve List?
ANSWER:
This is an intermediate ABS dry docking all through hull vales are not required to be serviced.
During this dry docking the government only wants the valves on the included list serviced.
3. QUESTION:
• Are the three (3) gate valves the only valves to remove, disassembly, overhaul, reassemble, test, reinstall?
ANSWER:
This is an intermediate ABS dry docking all through hull vales are not required to be serviced.
During this dry docking the government only wants the valves on the included list serviced.
4. QUESTION:
• In paragraph 6.2 Bell Shimada Valve list, #4 – Sea Strainer valve actuators 10-inch butterfly –
Repair Actuators. Is the contractor to leave the (8) butterfly valves in place and only remove, open, inspect, service, and repair, if possible, the (8) valve actuators?
ANSWER:
Per table 6.2 - #4 - Sea Strainer Valve Actuators, 10-inch, Butterfly – Repair Actuators. Valves to remain in place.
5. QUESTION:
• If the (8) 10” butterfly valve actuators are not repairable, would this be the subject of a change order?
ANSWER:
No. Per item 4.7 of specification item 10106: Remove the actuators from the strainer butterfly valves. Open, inspect, service, and repair if possible. If repair is not possible replace all actuators with new. Actuators shall be the same type/style of the originals.
6. QUESTION:
Item No. 10108 Ground Tackle Maintenance and Preservation
• Paragraph 1.1, states to paint both anchors and the first shot of chain from the Port and
Starboard ground tackle. Paragraph 4.3 states to abrasive blast clean to SPPC-12 or Ultra High
Pressure (UHP) water jetting each anchor and the first and second shot of each chain (4 shots total). Is the contractor blasting 2 shots or 4 shots total?
ANSWER:
Per the item SCOPE: Paint both anchors and the first shot of chain from the port and starboard ground tackle. The intent is to do 2 shots of chan. Section 4.3 will be corrected to reflect this.
7. QUESTION:
• In paragraph 4.5, are all shots of chain to be painted?
Only the 1st shots of the port/stb anchors will be painted
8. QUESTION:
• In paragraph 4.1, the contractor is directed not to disconnect the chains from there attachment in the chain lockers. With the last shot (red) in each chain locker not being removed, cleaning and painting the last shot on each side is impossible in certain areas such as Hawse pipes and a lot of protection and clean up on the focsle deck and chain lockers and freeboard hull surfaces.
Can NOAA clarify the desired scope of the work to be performed?
ANSWER:
The government intent/requirement is to lower sufficient chain via the anchor windless to place the anchor and one shot of chain on the dry dock floor for prep and preservation.
9. QUESTION:
• Paragraph 4.5, states to paint the anchor chains and Hardware per item 4.5, following the top coat colors indicated if reference 2.3 -Anchor chain shall be black – the second to last shot yellow – final shot red. Doesn’t make sense on paragraph numbers? On the remaining shots that aren’t blasted, are they simply to get a color coat of paint?
ANSWER:
Per the specification only the 1st shots of both anchors are being painted. No other chain shall be removed/painted from the lockers. As such the contractor will be required to paint the 1st shot black and paint the markings where the 1st/2nd shot are attached.
10. QUESTION:
Item No. 10109 Bow Thruster Inspections, Servicing & Grooming
• Paragraph 1.1, directs the contractor to perform bow thruster inspections, servicing/grooming of the control/drive and upgrading of control stations on the bridge. There is no mention of servicing/grooming of the control/drive and upgrading of the control stations on the bridge. Most of the work is checking mechanical components, checking clearances and lubrication components, checking insulation resistance on main bow thruster motor, but no mention of up grading of the control stations on the bridge. Can NOAA revise the specifications?
This is not required and will be removed from the scope of specification.
11. QUESTION:
• Paragraph 5.1, refers to reference 2.3. There is no reference 2.3. Can NOAA supply reference
2.3?
The reference numbering in section 2 was incorrect and has been It has been corrected. The vendor was supplied with the reference document.

ANSWER:
Per section 4.2.2 of the specification - Once the deck house area is cleaned, perform power tool cleaning or high-pressure water jetting (HPEJ) to areas of the house where the coating system has failed or shows signs of corrosion in accordance with reference 2.3 and/or 2.4.
Edges shall be feathered into sound coating system at least 2 spot painting shall be done
19. QUESTION:
Are we correct in our understanding that the deck house structures do not require a full coat of paint? The stack appears to be recently painted, are we correct in our understanding that the fore and aft sides of the stack should be included in the deck house scope of work, and will not require QTY 2 coats of paint? Will the stack require QTY 2 coats of paint to the colored stripe sections?
ANSWER:
The port side of the stack is included in the freeboard painting item. The for/aft and stb side of the stack are included in the deckhouse coating. Based on the overall condition of the house a full top coating is not needed with the exception of the stack striping. The requirement for a maintenance top coat shall be removed from the specification.
