Q: Have all CONUS and OCONUS sites been inspected in the last 5 years?

A: No.

Q: Do we need an engineer stamp onsite inspection reports?

A: See 06/11/2021 revised PWS C.5.1 attached to this amendment. Yes, the inspection report must be certified by a structural engineer, but the engineer is not required to be onsite during the inspection.

Q: What is the ceiling value of this contract?

A: Per clause 1352.216-75, the maximum value of the contract is $5,000,000.00. This is not a guaranteed amount.

Q: Is there a specific inspection schedule or can the contractor control scheduling?

A: The contractor will propose site schedules for any inspections stated in each separate task order only, unless the task order is urgent. In the case of an urgent task order, as per the PWS, “an urgent task order may be initiated in response to a catastrophic event, a suspected corrective maintenance requirement, or a Government engineering concern requiring Contractor engineering evaluation. An urgent task order for Inspection and Engineering valuation requires the Contractor on site for inspection within a 48 hour period for CONUS sites and 96 hour period for OCONUS sties.”

Q: Does the radar need to be shut off in order to conduct an inspection?

A: No, the radar does not need to be turned off in order to conduct a tower inspection.

The design and engineering data for the WSR-88D Towers are the proprietary property of Valmont-Microflect (CAGE: 29189). The Government does have data rights to the unique as-built drawings for each tower and detailed bills of material for each tower configuration. The Government has available, a set of installation drawings and detailed bills of material to reconstitute any tower height contained within the WSR-88D network for both the Limited Phase Production and Full Scale Production configurations. These drawings contain references to all Valmont-Microflect part numbers and parts/quantities required to install any tower configuration in the NEXRAD network. All necessary data and drawings currently available to the Government will be provided following contract award.

Q: In addition to the tower infrastructure, will the Radome need to be inspected at every location?

A: No, this solicitation only pertains to the tower.

Q: Will the government provide better as built drawings for scenario 2 on the solicitation?

A: Additional drawings have been incorporated into the amendment and are for the Tulsa, OK site. These drawings are available in PDF form by contacting the Contracting Officer of record if necessary.
