2. QUESTIONS AND ANSWERS:
All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.
Question: 3.11-To fix price this item, more definition is required to define material cost. For example, how many feet of cable will be required/number of MCT’s to pass through?
Answer: See Reference document 3.11.1.1, Drawing No. OR-S62-0-10. This does not provide much information other than electrical loads on that panel. It is estimated that no more than four MCT’s will be impacted. Most of the electrical loads are located near the panel, but there are several that are located in the bow of the ship. This panel is located in the mid-section of the ship.
Question: 3.13.3.1-How many total drains to be cropped and renewed? Could you please provide a general arrangement drawing of the vessel? Is there a diagram and/or arrangement drawing showing the details of these drains?
Answer: Two total, one in the FPC Head and one in the Common Head. I do not have an electronic version of the drawing, but it is available on the ship and in the Port Engineers office. This document will be made available for offerors to view during the ship inspection.
Question: 3.15.3.2-Could you provide a drawing or dimensions of the brow stowage brackets? A photo may also be adequate to help price this item.
Answer: The overall length is 48 inches. Length between the stops is 40.5 inches. See http://www.fbo.gov/
SF30 (continued) 1305M219QNMAN0359 pictures at Paragraph 1A(4) of this Amendment.
Question: 3.20.3.6-Could you provide a drawing of arrangement for the deck house for connection point to deck and general arrangement?
Answer: I do not have an electronic version of this drawing, but there is a hard copy on the ship and in the Port Engineers office. This document will be made available for offerors to view during the ship inspection.
Question: 3.20.3.8-Could you please provide approximate dimensions for the shaft alley bilge pocket?
Answer: The bilge pocket is approximately 12 inches x 12 inches x 18 inches.
Question: 3.20.3.8-Please provide plate size & approximate square feet needed for repairs in the Shaft Alley Bilge Pocket.
Answer: The bilge pocket is approximately 12 inches x 12 inches x 18 inches; the plate thickness is 5/16 inch.
Question: 3.20.3.9-Could you please provide approximate dimensions for the steering gear room bilge pocket?
Answer: The bilge pocket is approximately 12 inches x 12 inches x 18 inches.
Question: 3.20.3.9-Please provide plate size & approximate square feet needed for repairs in the Steering Gear Room Bilge Pocket.
Answer: The bilge pocket is approximately 12 inches x 12 inches x 18 inches; the plate thickness is 5/16 inch.
Question: 3.22-The renewal of all hydraulic control blocks (make model) and the overhaul of both hydraulic cylinders (size of cylinders/stroke/diameter)? The crane technical manual reference does not appear to have been provided.
Answer: The crane technical manual is available on the ship and in the Port Engineers office.
This document will be made available for offerors to view during the ship inspection.
Question: 5.4-This reference doesn’t appear to have been provided.
Answer: This reference is available on the ship and in the Port Engineers office. This document will be made available for offerors to view during the ship inspection.
Question: 5.4.1.1-Please provide Drawing Number OT-S4807 “Diagrammatic Arrangement Sanitary & Sewage System”.
SF30 (continued) 1305M219QNMAN0359
Answer: This drawing does not exist in electronic form, but there are hard copies on the ship and in the Port Engineers office. This document will be made available for offerors to view during the ship inspection.
Question: 5.7-Could you please provide a GA drawing (or any other supporting drawing) to help with determining cable routing?
Answer: There is no electronic version of a drawing that would provide this information, but the tank and the control booth are located in the same space and on the same level and are approximately 50 feet apart.
Question: 5.7.3.1-Provide/Install a 95% high level alarm in FO Day Tank. Drawing OR-S9-0- 5 shows (3) FO Settling Tanks. Is shipyard required to provide/install High Level Alarms in each tank?
Answer: Drawing OR-S9-0-5 labels three tanks as FO Settling Tanks, but only one is the day tank. The shipyard is only required to provide/install a high level alarm on the day tank.
Question: 5.8-How many hatches require replacement? Where are these hatches for replacement located? What size are the hatches?
Answer: There are four hatches. Two on the main deck forward, and two on the main deck aft. They are approximately 15 inches by 24 inches in size.
Question: 5.8, Escape Scuttle Renewal – Please provide type of hatches required: i.e., flush mount, quick acting, clear opening, etc.? All information found for Model 41524 indicates an aluminum hatch, is this correct?
Answer: The hatches shall be flush mount, non-hinged aluminum with a steel ring.
Question: 5.9-Can a Hydrophone location be defined (up forward or mid-ship, in a fuel tank, a ballast tank, void area, etc.) for the purposes of establishing a firm fixed bid price? Which type of Hydrophone will we be installing? Is there any information available on the amplifiers that require mounting? Can you please provide any information needed to determine cable routing?
Answer: The hydrophones will be mounted about mid-ship, in approximately the same location as the other sensors. See docking drawing provide for general location of sensors.
The hydrophones are Trawl Hull Mount Hydrophones (See reference 5.9.1.1). The amplifiers are approximately 4 inches wide, 4 inches deep and 6 inches tall, and will be mounted to a bulkhead within 15 feet of the hull penetrations for the hydrophones.
Question: 5.9, NOTUS Hydrophone Installation – According to the provided Hydrophone Installation Manual there are (3) three ways to install the Hydrophones. For bidding purposes, what is the anticipated method for installation?
SF30 (continued) 1305M219QNMAN0359
Answer: The Trawl Hull Mount method shall be used.
3. DUE DATE/TIME FOR RESPONSES: The due date/time of October 16, 2019, 3:00 p.m. local time (Norfolk, VA) remains unchanged.
4. Except for the changes stated herein, all else remains unchanged.
