About this file

This document is a Technology Optimization Reference Architecture framework for Harris County, Texas, outlining the county's enterprise technology service structure and governance model. The reference architecture establishes six primary service domains: Technology Optimization, which leverages digital technology to improve processes and explore emerging technologies; Data Services, which provides frameworks for transforming data into actionable information; Digital Services, which deliver horizontal enterprise solutions for software and business applications; Enterprise Technology Infrastructure Services, which support applications through network services, on-premise/co-location infrastructure, and cloud infrastructure; Information Security Services, which ensure compliance with applicable standards and best practices; and IT Service Management, which encompasses planning, design, delivery, operations, and control of technology services. The architecture is aligned with US Reference Architecture standards and reflects Harris County's commitment to adopting data-centric principles across the organization.

This reference architecture document does not contain pricing terms, set-asides, incumbent information, funding requirements, or contract-specific details. The document serves as a foundational framework for technology service delivery and governance rather than a procurement specification or contract award notice. It is important to note that while this file is cataloged alongside an RFP for Ignition Interlock Devices, Portable Alcohol Testing Devices, and Associated Services for Harris County Pretrial Services, the reference architecture document itself is unrelated to that procurement and addresses broader enterprise technology infrastructure and service management principles applicable across Harris County operations.
