About this file

This specifications document outlines requirements for Harris County Pretrial Services (HCPS) to procure ignition interlock devices, portable alcohol testing devices, and associated services beginning March 1, 2026, for a one-year term with four optional one-year renewals. Vendors must be currently authorized by the Texas Department of Public Safety (TXDPS) under the Ignition Interlock Device statute, with authorization remaining active and non-suspended through contract award. Harris County reserves the right to rebid at any time and is not automatically bound to exercise renewal options. The RFP requires vendors to provide all necessary labor, equipment, materials, and services for monitoring client compliance with probation and bond conditions. Key service requirements include maintaining a minimum of ten fixed service centers in the Harris County area with extended hours (Monday-Friday 8:00 a.m. to 5:00 p.m. and a minimum of two Saturdays monthly), providing bilingual service technicians, offering 24/7 toll-free customer support, and completing device installations within one business day of scheduling. Equipment must include near-real-time data transmission capabilities, camera technology for user identification, and monthly calibration services.

The specifications establish strict technical and operational standards for all equipment and services provided. All ignition interlock devices must comply with Texas Administrative Code Section 37, Parts 1, Chapters 10 and 19, with alcohol set points at 0.03g/210 liters of breath for all startups, restarts, and retests. Portable alcohol testing devices must be certified by the National Highway Traffic and Safety Administration or equivalent industry standards and capable of near-real-time data transmission without reliance on client cellular phones. Vendors assume complete responsibility for equipment replacement, maintenance, and repair within one business day of notification of malfunction, including towing costs for vehicle-mounted devices. Data retention requirements mandate minimum five-year record preservation with secure website access for HCPS personnel, encrypted data transmission, and comprehensive reporting capabilities. The vendor must provide employee training at no additional cost, participate in client transitions from previous providers, furnish testimony and documentation as required, and maintain comprehensive confidentiality and data security measures. Pricing terms and monthly billing arrangements require payments to the vendor only for equipment "in use," with all software and equipment upgrades provided at no additional cost to Harris County.
