About this file

This is a Request for Proposals (RFP) for nationwide recapture appraisal services issued by USDA Rural Development Rural Housing Services. The solicitation (12SAD225R0001) seeks a contractor to provide appraisal services, valuation services, and written reports for market value and liquidation value estimates of single-family homes and vacant lots in rural areas. The RFP is 100% set-aside for small businesses under NAICS code 531320 with a size standard of $9.5M.

The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 5-year base period from June 2, 2025 to June 1, 2030, plus a 6-month option period. The IDIQ has a ceiling of $25.5M with a minimum guarantee of $10,000 and minimum order of $10,000. Proposals are due by March 24, 2025 at 4:00 PM EST. The evaluation will use a best value trade-off approach considering Technical/Management capabilities, Past Performance, and Price factors, with non-price factors being significantly more important than price. The contractor must be able to complete a minimum of 300 appraisals monthly in rural areas and comply with Uniform Standards of Professional Appraisal Practice (USPAP) requirements.
