About this file

This is a Questions and Answers document for a federal janitorial services solicitation at the Kenton Service Center (Solicitation #12FPC426Q0074).

The solicitation is a Total Small Business Set-Aside for janitorial services at a 1,300-square-foot facility with 10 employees. The facility comprises approximately 1,094 square feet of carpet and 206 square feet of solid-surface flooring located in entryways and bathrooms. Services required include weekly cleaning and mopping of solid-surface areas; restroom maintenance with contractor-furnished consumables (toilet paper, paper towels, hand soap, trash liners); and general janitorial work. The NAICS code is 561720 (Janitorial Services). The base period consists of exactly 12 monthly service periods commencing on or after September 28, 2026, with a base period end date of September 27, 2027; the exact award date is unknown, and the base end date will be adjusted at contract preparation. Site visit attendance was not mandatory. An active System Award Management (SAM) registration is required at the time of quote submission; pending registrations are not acceptable for consideration. There is no incumbent contractor for this location. FAR 52.219-14 (Limitations on Subcontracting) is not applicable based on the anticipated contract value. FAR Clause 52.204-9 regarding Tier 1 background investigations has been removed from the requirement, so no background checks are required. No specific documentation is required for vendors lacking past performance; however, newly established companies may address this deficiency through technical qualifications, which will receive a neutral rating if no past performance exists.

QUESTIONS AND ANSWERS

Janitorial Services – Kenton Service Center

Solicitation # 12FPC426Q0074

SITE VISIT

Q1. Since the September 8, 2026 site visit has already occurred, please confirm whether attendance at the site visit was mandatory in order to submit a responsive quotation. If attendance was not mandatory, are any site-visit notes, questions and answers, photographs, floor plans, or other information available to offerors who did not attend?

A1. Attendance at the site visit was not mandatory for submission of a quote. This document is the consolidated Questions and Answers. All vendors were required to submit their questions in writing to the contacts identified regardless of if they participated in the site showing. All parties receive the same information.

TECHNICAL AND EVALUATION

Q2. Page 13 requests past performance within the last five years, while page 14 provides a neutral rating for an offeror with no past-performance record. Can a newly established company with no documented past-performance record qualify as technically acceptable under the neutral rating? If so, what statement or documentation should we submit to satisfy the past-performance submission requirement?

A2. The information contained in the solicitation on vendor past performance is accurate.

Refer to the solicitation for all evaluation details. A neutral rating is acceptable if past performance does not exist. There are no specific documents for addressing the absence of past performance. The vendor may address the lack of past performance with their technical qualifications.

CONTRACT CLAUSES

Q3. The solicitation identifies this requirement as a Total Small Business Set-Aside under FAR 52.219-6; however, FAR 52.219-14, Limitations on Subcontracting, does not appear to be checked as applicable. Please confirm whether there are any limitations on the percentage of janitorial services that the prime contractor may subcontract.

A3. Based on the anticipated contract value of this requirement FAR 52.219-14, Limitations on Subcontracting is not applicable.

PRICE SCHEDULE

Q4. The Schedule of Items identifies CLIN 0001 as Date of Award through September 27, 2027, while the SOW states that services will commence on or after September 28, 2026 and describes the initial Base Period as twelve months. Could you please confirm the intended Base Period start date and whether the first month should be prorated if performance begins after September 28?

A4. The exact award date of the contract is unknown. The base period will be exactly one year from the date of the award. The base end date will updated accordingly at the time of contract preparation.

STATEMENT OF WORK

Q5. Please confirm that the base period will consist of exactly 12 monthly service periods, since the pricing schedule states “Date of Award through September 27, 2027.”

A5. There are 12 monthly service periods for the base period. The Government does not have an exact date for award of contract. The contract award is based on the quotes received from the commercial market.

Q6. Background Investigation / Start Date: The Statement of Work indicates that services are anticipated to begin on or after September 28, 2026; however, the Tier 1 background investigation may take approximately 30–120 calendar days. May contractor and subcontractor personnel begin work after receiving favorable fingerprint results while the full Tier 1 investigation is pending, or must the full background investigation be completed before personnel may begin work?

A6. The requirements of FAR Clause 52.204-9 are being removed from this requirement, thus no Tier 1 background check is required.

Q7. Please confirm the applicable NAICS code and small-business size standard for Solicitation 12FPC426Q0074?

A7. The NAICS Code is 561720 – Janitorial Services

Q8. The SOW requires personnel needing routine facility access to complete fingerprinting and the applicable Tier 1/background investigation process, while noting approximately 10 calendar days for fingerprint results and 30–120 calendar days for the background investigation. For personnel without a current qualifying investigation, please confirm whether onsite janitorial performance may begin following successful fingerprint adjudication while the final Tier 1 investigation is pending, or whether final Tier 1 adjudication is required before any onsite performance.

A8. See response to Question 6.

FLOORS

Q9. Please provide the approximate square footage and type of the resilient flooring that must be buffed monthly?

A9. See response to Question 10

Q10. Approximately how much of the 1,300-square-foot facility consists of carpet versus resilient or hard flooring? Also, please identify the type of resilient flooring that requires the monthly buffing service.

A10. Approximately 1,094 square feet of the facility consists of carpet, and approximately 206 square feet is solid-surface flooring. The solid flooring in the entryways is original to the facility (installed in 1991), as shown in the “Entryways” photo. The bathrooms have solid flooring, as shown in the “Bathrooms” photo.

Buffing of floors is not included in the SOW; the solid-surface areas require weekly cleaning/mopping only. For reference, the men’s restroom measures 7'6" x 8' and has the newer solid flooring. The women’s restroom measures 7'6" x 5' and also has solid flooring, with the back 3 feet designated as a maintenance closet that has a different solid-surface material.

WINDOWS

Q11. Please confirm the approximate height and accessibility of the three windows above the entrance and whether standard ladders are sufficient to perform the required cleaning.

A11. There are no windows above the entrance—there is only the single window shown in the “Entrance” photo. All other windows are 8 feet or less from the ground surface.

BUILDING STAFF/VISITORS

Q12. Approximately how many employees normally occupy the Kenton Service Center? This information will assist offerors in accurately estimating contractor-furnished consumables such as toilet paper, paper towels, hand soap, trash liners, and other restroom supplies.

A12. There are a total of 10 employees who report to the Service Center.

JANITORIAL SUPPLIES

Q13. Please provide the dispenser types, sizes, model numbers, or available photographs needed to ensure compatibility with the contractor-furnished restroom supplies.

A13. See “Paper Towels” and “Toilet Paper” photos.

INCUMBENT CONTRACT

Q14. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A14. There is no incumbent contract for the location.

Q15 Is an incumbent contractor currently performing these services? If so, please provide the incumbent contractor’s legal business name, contract number, and current period of performance. Please also confirm whether any nondisplacement or right-of-first-refusal requirement will apply to the incumbent service employees.

A15. There is no incumbent contract for the location.

SYSTEM AWARD MANAGEMENT (SAM)

Q16. If our SAM registration is still pending on the quotation deadline, are we allowed to submit our quotation while registration is pending, or must our SAM registration show Active at the time we submit the quote?

A16. An active SAM registration is required for submittal of a quote. The Government will verify the vendors SAM accounts are active.

Q17. If pending registration is acceptable, would activation prior to award be sufficient?

A17. Pending registration is not acceptable for consideration of contract award.
