About this file
This document is Amendment 0001 to Solicitation 12FPC426Q0054, issued by the USDA FPAC Business Center Eastern Section on July 22, 2026. The amendment provides answers to ten questions submitted by prospective offerors regarding the solicitation requirements.
The solicitation pertains to office space rental for USDA operations, requiring 1,250 to 1,600 square feet with an occupancy date of September 1, 2026 (with September 15, 2026 as the latest acceptable move-in date). Key clarifications include: exclusive suite access within multi-tenant buildings is acceptable; second-floor suites are permissible if fully ADA-compliant; gender-separated restrooms must be located within the USDA suite; a conference room accommodating seven County Committee members may be configured from existing office or meeting areas without construction; employee and visitor parking spaces must be formally reserved and marked exclusively for USDA; and telephone and internet access must be available (with the Government procuring these services separately). Regarding pricing, quotes must provide firm-fixed pricing on an all-inclusive gross monthly basis incorporating base rent, utilities, janitorial services, snow removal, taxes, insurance, and other operating expenses. Letters of Intent are required from vendors who do not own or manage the property, must include the proposed space address, and must contain an executed lease between vendor and building owner within five days of contract award. The period of performance runs from September 1, 2026 to August 31, 2027. The Contracting Officer is Lizabeth Kuhaneck (lizabeth.kuhaneck@usda.gov) and the Contract Specialist is Jill Craft (jill.craft@usda.gov).
