About this file
This is a Questions and Answers document for Solicitation #12FPC426Q0051, a federal janitorial services contract for the Jimmy Carter Plant Materials Center. The new quotation submission deadline is Monday, August 10, 2026, at 2:30 PM Eastern Time, with work expected to commence on August 17, 2026. The base period runs from August 17, 2026, through August 16, 2027. Site visit attendance was not mandatory and was held on July 30, 2026; no separate site visits will be accommodated.
The scope requires janitorial services at two buildings: Building 1 (approximately 5,700 square feet with 5,468 sf of vinyl tile and 232 sf of ceramic tile) and Building 5 (approximately 850 sf of institutional vinyl composition tile). Services include weekly sweeping and mopping of interior and exterior spaces, window cleaning twice yearly (30 windows total), and restroom maintenance. Building 1 contains 5 toilets, 1 urinal, and 4 sinks; Building 5 contains 2 toilets and 2 sinks. The contractor must furnish all janitorial supplies and consumables (toilet paper, paper towels, soap, trash liners, and other products) as a firm fixed price, as the Government cannot provide consumption estimates. The facility houses 6-8 full-time employees and receives 2-4 visitors weekly, with occasional larger meetings of 50-60 attendees occurring 3-4 times annually. New soap dispensers (AbilityOne #4510-01-521-9872) will be installed, while paper towel and toilet tissue dispensers utilize standard products. No floor stripping, waxing, buffing, refinishing, snow removal, pressure washing, or carpet extraction is required. The prime contractor may use qualified subcontractors while retaining full contract responsibility. The incumbent contractor, Chosen First Cleaning Service LLC (Contract #12FPC424P0027), was awarded a total value of $36,876 including two exercised option years.

QUESTIONS AND ANSWERS
Solicitation # 12FPC426Q0051
SITE VISIT
Q1. The solicitation indicates a site visit is scheduled for Thursday, July 30, 2026. Could you please confirm whether attendance at the site visit is mandatory for submitting a quotation, or if it is optional?
A1. The site visit was held July 30, 2026. Attendance at the site visit was not mandatory for submission of a quote.
Q2. If attendance is not mandatory, would it still be possible to arrange a separate site visit at another time prior to the quotation due date?
A2. No separate site visits will be held and individual walk-throughs cannot be accommodated.
Q3. Please provide a copy of the July 30, 2026, site-visit sign-in sheet, if available.
A3. No sign-in sheet is available for this Q&A.
Q4. Could you please confirm that August 7, 2026, at 2:30 PM EDT is the correct deadline for quotation submission?
A4. The deadline for submission of quotations has been extended. The new closing date is Monday, August 10, 2026 at 2:30 pm Eastern Time. Late packages will not be accepted or considered.
Q5. May vendors designate a qualified proposed local subcontractor or teaming representative to attend the site visit on their behalf?
A5. The site visit held on July 30, 2026 and was open to all vendors and subcontractors considering the requirement.
TECHNICAL AND EVALUATION
Q6. The solicitation states that an offeror with no past-performance record may receive a Neutral rating. Please confirm that vendor’s with zero completed federal prime contracts will be evaluated neutrally rather than unfavorably.
A6. The information contained in the solicitation on vendor past performance is accurate.
Refer to the solicitation for all evaluation details.
Q7. May vendors separately identify relevant commercial or Government experience of a proposed subcontractor or key personnel as team experience, provided that it is not represented as vendor corporate prime past performance?
A7. Yes
Q8. May the prime contractor use a qualified local janitorial subcontractor while retaining contract management and responsibility?
A8. The contractor may utilize qualified subcontractors. The prime contractor maintains responsibility for the successful performance of the contract. The contract relationship remains with the Government and the Prime, not the subcontractors.
CONTRACT CLAUSES
Q9. FAR 52.219-14, Limitations on Subcontracting, appears unchecked in the solicitation.
Please confirm whether that clause is intentionally not applicable to this acquisition?
A9. FAR 52.219-14, Limitations on Subcontracting is not applicable to this acquisition because the contract is not expected to exceed the Simplified Acquisition threshold.
Q10. Please confirm whether all contractor personnel will require Personal Identity Verification credentials or whether the facility will use another access process for recurring janitorial personnel?
A10. The SOW requires work to be completed during normal work hours, therefore entry issues should not arise. Any access issues encountered by the contractor will be addressed by the on-site staff at the time the issue arises.
No badges are required for access. PIV will be verified with the contractor and their staff on the first visit for any new staff. Due to the small nature of the facility and limited staff on-site, government employees will be able to recognize the recurring contractor staff after the initial visit.
Q11. Solicitation clause 52.204-9 (Personal Identity Verification of Contractor Personnel) is marked applicable and SOW §2.5 and §5.1 reference suitability determinations. Please describe the badging/suitability process and typical timeline for cleaning-staff credentials, and confirm whether cleaners may perform under escort during the pendency of a suitability determination so services can commence at the 8/17/2026 start?
A11. No badges are required for access. PIV will be verified with the contractor and their staff on the first visit for any new staff.
Q12. The solicitation includes 52.222-41 (Service Contract Labor Standards) and 52.222-42 (Statement of Equivalent Rates). Will the Government add FAR 52.222-43, Fair Labor Standards Act and Service Contract Labor Standards — Price Adjustment (Multiple Year and Option Contracts), so that option-year prices can be adjusted for revised Wage Determinations, or should offerors build all future SCA increases into base-year pricing?
A12. The FAR clause 52.222-43, Fair Labor Standards Act and Service Contract Labor
Standards — Price Adjustment (Multiple Year and Option Contracts) is applicable and already marked under the solicitation.
Q13. Solicitation clause 52.223-1 (Biobased Product Certification) is marked applicable.
Please confirm the format in which the Contractor should provide the biobased certification statement — within the technical response narrative, on a separate signed cover form, or on a specified USDA template?
A13. The offeror can provide a separate list noting the intended biobased products that will be used in performance. The offeror also certifies with the signing of the offer that approved biobased products will be used.
STATEMENT OF WORK
Q14. The Schedule of Items identifies the base period as August 17, 2026, through August 16, 2027; however, Section 1.2 of the Statement of Work references commencement on or after December 15, 2025. Please confirm that the correct base-period dates are August 17, 2026, through August 16, 2027.
A14. The Statement of Work contained a date error. A corrected SOW is attached as part of Amendment 0001. Work is expected to begin around August 17, 2026. The base period is August 17, 2026 through August 16, 2027.

A15. There have been no significant changes in the Statement of Work.

Q23. The Statement of Work requires the contractor to furnish floor-scrubbing, waxing and polishing equipment, but the listed tasks do not establish a frequency for stripping, waxing, buffing or refinishing floors. Please confirm whether any floor stripping, waxing, buffing or refinishing is included in the required firm-fixed-price services. If so, please identify the applicable flooring areas and required frequency.
A23. The listed tasks are all that is being requested. No floor stripping, waxing, buffing, or refinishing is required in the Statement of Work.
