About this file

This document is an amendment to a solicitation for general clerk services for multiple New York State offices of the Natural Resources Conservation Service. The amendment provides additional questions and answers to clarify aspects of the solicitation. Services required include maintaining civil rights files on SharePoint, and the locations and approximate start dates for current contractor employees are identified for budgeting vacation leave. While the response due date was requested to be extended, the agency is unable to change the timeline due to urgency in establishing the new blanket purchase agreement. Clarification is also provided that SDVOSB status verification requires SAM representations and certifications rather than additional documentation, and that amendment acknowledgements do not count toward the twenty-page response limit.

AMENDMENT 0002

The following additional questions were asked. Provided are the government answers.

1. Question: The RFQ details that the page limit and font size for Factors 1a and 1b shall be 20-pt font. But question 5 of the Amendment stated a 12-pt font size. Please clarify this ambiguity between Amendment 0001’s Question 5 answer and the revised RFQ.

Answer: The correct font size is 12-pt font.

2. Question: What are the expectations for PWS paragraph 3.1.11 “Maintain Civil Rights 530 folders on SharePoint”

Answer: This performance task refers to ensuring any civil rights related electronic files are uploaded to that team’s 530 file on the SharePoint. “530” refers to the numeric filing code for that subject matter.

3. Question: Are CPARS appropriate in lieu of PPQs?

Answer: Yes

4. Question: Would the Government consider extending the proposal due date to December 1, 2023 to provide vendors ample time to prepare and provide their best response based on the amount of questions?

Answer: The Government is unable to provide an extension due to the time sensitivity of the new BPA establishment.

5. Question: How can we account for our past performance as a subcontractor? We can obtain a copy of the primes CPARs for those contracts, will that suffice as we are a reflection of the services performed? Should we send the prime our questionnaire? As a sub, we don’t work with the CO directly, if the questionnaire can be sent to the COR, they are fully aware of our performance, is that an option?

Answer: You may submit the Prime’s CPARS but you will need to provide evidence of your role, percentage, or details of work as subcontractor. We will accept a completed PPQ from the prime contractor for your performance. You may also send PPQ to the COR for your portion of work completed.

6. Question: Question number 35 asks, “SAM.gov currently allows entities to self-certify that they are an SDVOSB without verification. Will offerors be required to provide proof of SDVOSB certification with the Department of Veterans Affairs Center for Verification and Evaluation?”

The government response states, “No, additional documentation is required.” This implies that there is additional documentation required for submission in the proposal package; therefore, can the government confirm this is correct, and that documentation is required to verify SDVOSB status?

Answer: SAM Reps and Certs will be utilized for SDVOSB verification. No additional documentation is required.

7. Question: The posting on Sam.gov for amendment 1 states, “Contractors must acknowledge this amendment by completing blocks 15A-C of the SF 30 when submitting their quote.” Can the government confirm that this should be included in Volume 1 and will be excluded from the 20 page limit?

Answer: No, amendment acknowledgements are NOT part of the 20-page limit for Volume 1.
