62. Question: If an offeror has no relevant past performance and receives a neutral rating, will they still be considered eligible for contract award?

Answer: A neutral rating for past performance does not affect a contractor’s past performance positively or negatively. A neutral rating will not preclude a contractor from award.

63. Question: Will the government confirm that we will receive neutral rating for Factor 1c if we are not able to submit completed questionnaires?

Answer: Yes, please see RFQ Table 1c of the RFQ.

Answer: Contractors may provide a price narrative, which does not have a page limit. A price narrative is not required.

72. Question: RFQ paragraph I, Overview, subparagraph 7, page 3 states “The Government will rank all quotes by the total evaluated price for all ordering periods.” How will the Government determine the total evaluated price for all ordering periods when offerors are providing only fully burdened hourly rates for the specific locations listed in Attachment 2 Price Schedule?
