Evaluation

The government is conducting this evaluation in accordance with Federal Acquisition Regulation (FAR) 13.106-2(b) Evaluation of quotations & offers.

Basis for Award

The Government intends to award a Time & Materials contract for a 12-month base period plus two 12-month option periods. Award will be made to the offeror having an acceptable technical evaluation and the lowest price. To be technically acceptable, Factor 1 must receive an acceptable rating. Factor 2 will be evaluated based on the below criteria and overall total price.

Evaluation factors and criteria

Factor 1 – Technical

The Offeror’s proposal must show a clear understanding of the requirement as defined in the PWS and demonstrate this as follows:

Personnel Qualifications: Detailed resume of experience and qualifications regarding Mountain Flying & Snow Operations (deep snow) Operations and maintenance plan Aircraft capabilities and condition (helicopter hours/engine hours).

Location where the helicopter is based Quality Control Plan

The Offeror’s proposal must be responsive, complete, realistic and workable.

The rating for technical portion is as follows:

Acceptable Meets specified minimum performance or capability requirements necessary for acceptable contract performance

Unacceptable (Unacceptable ratings are not awardable)

Fails to meet specified minimum performance or capability requirements. The proposal is lacking in a certain area(s) of the requirements and cannot reasonably be expected to be made acceptable during any subsequent negotiation.

Factor 2 – Price

The price will be evaluated against the following criteria:

1. Realism: Proposed pricing must be realistic for the requirement.

2. Clear understanding: Pricing must reflect a clear understanding of the contract requirements.

3. Inclusive: Pricing must be inclusive of all requested services, including option periods and totals.

Price inconsistencies: Any inconsistency, whether real or apparent, between promised performance and price, must be explained in the proposal. Any significant inconsistencies, if unexplained, raise a fundamental issue of the Offerors understanding of the nature and scope of work required and the offeror’s financial ability to perform the contract, and may be grounds for rejection of the proposal.

Unbalanced pricing: The government may determine that a proposal is unacceptable if the prices proposed are materially unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated.

Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
