1. The Combined Synopsis and Solicitation document references a “completed pricing schedule” on item 5 of page 1. There does not appear to be a form included in this solicitation, so I am requesting clarification on this point, please.
RESPONSE: The Pricing Schedule was posted to beta.SAM
2. Point of concern is that of the Evaluation Factors, specifically the “Quality Control Plan”. We are not sure what to provide to satisfy this request as there does not appear to be anything inherent in the type of operations contemplated by this solicitation that would require Quality Control.
RESPONSE: The Quality Control element was deleted from the Evaluation Factors and posted to beta.SAM.
3. In section 3.1.2 Performance standards it states (Flights will schedule no less than 1 week from flight day and continue until mission is completed. Timely / performed within the timeframe required by policy 95% of the time.) Does this solicitation require the contractor to commit an aircraft year‐round?
RESPONSE: The solicitation requires that an aircraft be available to fulfill the requirements per the contract. Typically, the flights will be scheduled no less than a week in advance.
4. PWS section 4.1 (5) High skid gear and snowpads for deep snow landings and OAS/USFS carded for “Deep Snow/Snow Landings”. Would you accept aircraft that are not currently OAS/USFS carded? They are equipped with high skid gear and snowpads and meet all other requirements.
RESPONSE: Per the PWS, High skid gear and snowpads are required and OAS carded for “Snow Ops” or “Deep Snow Landings”.
5. PWS Section 4.2.4 (6,7) Can the 10 hours in last 60 days, and 5 hours in last 30 days be reduced? We generally do not have high enough flight volume in the winter months to meet these requirements.
RESPONSE: Due to COVID, requirements for flight hours for the last 30 or 60 days may be waived as long as the total flight hours and the flight hours within the last year are met.
