About this file
This document is a Questions and Answers (Q&A) file addressing clarifications for a walk-in cooler procurement. The requirement involves providing and installing a new walk-in cooler and dehumidifier unit to replace an existing cooler at a USDA warehouse facility for storing plant seeds. The cooler must maintain internal temperatures between 35-40 degrees Fahrenheit, while the dehumidifier must maintain relative humidity at no more than 35% at full speed. Installation will utilize the existing 240V 3-phase electrical connection, with the vendor-selected equipment required to meet PWS specifications. No pallet jack will be used; only hand truck access is needed.
Key procurement terms include a 180-day Period of Performance (POP) from award date, a 120-day quote validity period, and a quote submission deadline of September 16, 2026, at 12:00 PM EST in PDF format to marilyn.mactaggart@usda.gov. A site visit is scheduled for September 9, 2025, at 10:00 AM with point of contact David Duvauchelle (808-345-2701). This is a new project with no incumbent. No bonds are required as this is classified as a service contract. Service Labor Standards apply to wage determinations. Bidders should reference the SAM listing for applicable NAICS code, PSC code, and size standards related to the Total Small Business Set-Aside and Nonmanufacturer Rule requirements.

Walk in Cooler Questions
Q1. Can you extend the Pop date to 180-200 Days? The cooler has a very long lead time.
A1. The POP will be extended to 180 Days after receipt of award.
Q2. Please let us know exactly what you plan to store inside the box and what type of equipment will be entering the walk-in, including the approximate weight of the pallet jack and the product load. This will allow us to determine the appropriate flooring and provide you with an accurate final price.
A2. We will be storing plant seeds. No pallet jack, hand truck only
Q3. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
A3. This is a new project/requirement.
Q4. Is a site visit available or required? If so, please provide the date, access procedure, point of contact, and any available site measurements or photographs. The PWS states that the exact installation location will be identified during the site visit.
A. Yes, a site visit will be scheduled for September 9, 2025, at 10:00am. There is no access “procedure” for the site. A site visit is not required but recommended. The exact “location” where the cooler needs to be installed in the warehouse is the same location as the existing cooler (which needs to be removed). PWS does provide some reference to this.
POC: David Duvauchelle, cell#: 808-345-2701
Q5. Please confirm the required electrical configuration for each item. The PWS states that the cooler and dehumidifier should function on a 3-phase system, while the existing system is identified as 240V 3-phase. Please confirm required voltage, phase, frequency, MCA/MOCP or breaker requirements, and whether the dehumidifier may be single-phase if compatible with the existing infrastructure.
A5. A 240V 3-phase connection is available, the cooler/dehumidifier installed will dictate the voltage requirement. The cooler/dehumidifier that the vendor installs must meet the requirements as stated in the PWS. Cooling unit that can maintain internal temperature 35-40 degrees Fahrenheit. Dehumidifier unit that can maintain relative humidity of not more than 35% when the cooler is at full speed.
Q6. Please clarify the apparent conflict between the 90-day offer acceptance period in the solicitation and the 120-day quote validity period in Attachment 2.
A6. Quotes are to remain valid for 120 days.
Q7. Please confirm the applicable NAICS code, PSC/product service code, and size standard for the Total Small Business Set-Aside and Nonmanufacturer Rule.
