Subject: Explanatory Memorial Emergency Repairs at the Dagüey Dam.

Location: Bo. Las Marías, Añasco, PR.

Coordinates: 18.2967, -67.1374

General Information:

The Department of Natural and Environmental Resources (DNER) is custodian of the Dagüey dam, which is located in the Las Marías neighborhood in Añasco. This dam was built to control floods caused by the Dagüey River. It suffered damage mainly during Hurricane Maria, which is why, together with technical and financial assistance from the United States Department of Agriculture - Natural Resources Conservation Service (USDA-NRCS), it will be repaired.

Figure 1 shows a plan view of the areas the dam comprises.

Figure 1. Dagüey Dam plan view with major components.

Figure 2 shows the components of the upstream section of the dike or dam. The Dagüey dam was built in 1982 for the purpose of flood control, upstream from the urban area of Añasco.

It is classified as a high-risk structure with an at-risk population of 2,655. The compacted clay levee is 55.5 feet high and has a holding capacity of 190 acre-feet. The principal spillway is made of reinforced concrete and consists of a primary spillway control that determines the “normal” elevation of the water and a secondary one.

Figure 2. Dam components upstream of the dike.

The energy dissipator at the outlet of the principal spillway (impact basin) is constructed of reinforced concrete. The auxiliary spillway on land and vegetative cover has a width of 60 ft.

Both are shown in figure 3.

Summary of works

The primary leading documents to the works to be performed are the Final Dagüey Dam Construction Plans (April 2023 ISSUED FOR BID plans) and the related Dagüey Construction Specifications and Material Specification (April 2023). These documents take precedence over any inconsistency with this document (Explanatory Memorial).

The structure of the Dagüey dam in Añasco suffered a series of damages, which will be repaired to leave it in its original construction conditions prior to the passing of hurricane Maria. All works will be carried out in the dam area, including the staging area and material deposits, encompassing the current fam area. Below you will find a description of the work that will be carried out on said dam.

Auxiliay Spillway (ASW):

The following image shows the corresponding section of page C-2 of the construction plan to the repairs for the auxiliary spillway and revegetation of the surrounding area. In this image we also see the staging area and the waste area – all within the property boundaries of the dam. Plant bare and disturbed areas of the dam and auxiliary spillway with vegetation.

Figura 11. Example of riprap and section view for repairs to the exit channel.

The material to be cut as a result of the repairs to the landslide south of the dam, the principal spillway outlet channel, repairs to the auxiliary spillway and downstream of it, is estimated on the plans to consist of a total 3,029 yards cubic (CY, in English). In the CS21 construction specifications, it describes that this must be deposited in the area designated as waste area (18.299, -67.1300) which consists of approximately 1.16 acres (4,698 m2) within the project grounds. The procedure to properly prepare, deposit and compact this material is described on page 21-6 of the construction specifications.

Dredging of the area within the reservoir and material disposition

As part of the repairs, a partial maintenance dredging of approximately 9,500 CY of sediment from the reservoir area will be carried out. Figure 12 shows the area to be dredged with slopes of 5:1. The purpose is to provide at least 5 additional years of useful life of submerged sediment, as the current sedimentation level is critical and provides less than

1.5 years of useful life.

Figure 12. Plan view of area to be dredged.

The figures below show the sedimentation level of the dam.

Figure 13. Submerged sediment level of the dam.

The main dredging to be carried out will be for a volume of 9,500 CY. With reference to the removal and disposal of dredged sediments the plans (Page C-1) and construction specifications (CS21-Excavation) section 10 (page 21-5) these dictate the following:

o The excavated material cannot be used as fill for the dam wall.

o A written document describing the procedure to be followed for the removal and disposal of the dredged sediment is required, at least 30 days before beginning the sediment removal work. This management plan must be approved by the USDA- NRCS contracting officer. In turn, USDA-NRCS requires that this plan comply with federal and local laws and regulations.

o The plan must indicate the temporary storage location for drying within the dam property, as well as the final disposal location.

o All dredged sediment must be disposed of outside the project limits in a location authorized by the DNER.

A potential receiving farm has been identified for the disposal of the dredged sediment. It is located at coordinates 18.2308, -67.1518, 11.7 kilometers from the Dagüey dam.

o The receiving farm has OGPe permit number: 2020-335314-PCL-008257.

It is proposed that the dredged material de accumulated in the area designated as waste area in the construction plans (page C-1) until it dries.

Erosion and sedimentation Control Plan Pages C-8 and C-9 of the construction plans provide a Stormwater Pollution Prevention

Plan (SWPPP), please refer to these for details.

A control and sedimentation plan (CES Plan) must be submitted by the selected contractor to OGPE/DNER at least 30 days before the start of the project. See CS-5 for more information. This must be approved by the appropriate local agencies before mobilization to the project begins. The final version of the CES Plan must be submitted for review to the NRCS COR prior to being submitted to OGPE.
