About this file
This document contains an Explanatory Memorial regarding emergency repairs to the Ajies Dam in Anasco, Puerto Rico, as well as details on a related federal contract opportunity.
The Ajies Dam suffered damages from Hurricane Maria and will be repaired with technical and financial assistance from the USDA-NRCS. The repairs include removing vegetation, reestablishing the channel and slopes, placing riprap, repairing the auxiliary spillway, and replacing damaged handrails and fencing. The construction plans, specifications, and material requirements are the primary governing documents. The estimated 6,083 cubic yards of excavated material will be deposited in a designated waste area within the project grounds. An erosion and sedimentation control plan must be submitted by the contractor for approval prior to beginning work.
The related federal contract opportunity, Solicitation Number 12FPC324B0005, is for the EWP (Emergency Watershed Protection) construction to repair the Ajies and Daguey Dams in Puerto Rico. This is a total small business set-aside with an estimated project value between $1,000,000 and $5,000,000. A site visit is scheduled for July 17, 2024, and a 20% bid guarantee is required. The Department of Agriculture Under Secretary for Farm Production and Conservation is the federal agency managing this contract.

The slopes and top of the dam will be cleaned following the “clearing and grubbing” construction specification, which requires that after removing trees, vegetative material or garbage in the area, the soil must be patched; see figure 11. In addition, it is required that material be imported to reestablish the original geometry of all components that require filling. After this, seeds will be applied to obtain an appropriate vegetative cover. Slope sections are described on pages C-3 through C-5 of the construction plans. The corresponding construction specifications are CS-2, CS-6, CS-21, CS-23 and CS-26.

The cutting material that will be produced as a result of the repairs is estimated on the plans to consist of a total of 6,083 cubic yards. The CS-21 construction specifications describe that this must be deposited in the area designated as “spoil/waste area” (18.2971, -67.1378) which consists of approximately 1,650 square yards or 1,380 square meters within the project grounds. The procedure to properly prepare, deposit and compact this material is described in construction specification CS-21. This, among others, requires that the excavated material not be used to fill the proposed construction. Instead, it should be placed in the indicated collection area and compacted according to specifications.
Erosion and Sedimentation Control Plan Pages C-13 and C-14 of the construction plans provide a Stormwater Pollution Prevention
Plan (SWPPP), please refer to these for details.
A control and sedimentation plan (CES Plan) must be submitted by the selected contractor to OGPe/DNER at least 30 days before the start of the project. See CS-5 for more information. This must be approved by the appropriate local agencies before mobilization to the project begins. The final version of the CES Plan must be submitted for review to the NRCS COR prior to being submitted to OGPe.
