The Contractor shall provide a trash receptacle(s) for workers and remove when it is full at no additional charge to the Federal Government. Trash receptacles shall be removed at the end of the work.
2) The Contractor is responsible for keeping the site clean of trash and debris.
No trash or debris is allowed to accumulate along the perimeter fencing or be allowed to escape the Site.
3) The Owner and COR will perform inspections of the Site throughout the duration of the project. Any trash and debris observed uncontrolled and not within a designated area will be discussed with the Contractor. Any corrective action should be taken immediately. The Owner and COR may issue a “Stop Work Order” until corrective action has been taken. If the Contractor fails or refuses to comply promptly, the Owner and COR may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such stop order shall be made part of the future damage claims by the Contractor unless it was later determined that the Contractor was in compliance.
I. Noise and Dust Abatement: The Site is located adjacent to BFPMC facilities;
therefore, construction site noise and dust mitigation are of utmost importance for this project.
1) The Contractor shall provide continuous noise and dust control as required to prevent disturbance and nuisance to the workers, general public, and occupants of BFPMC and surrounding areas, in accordance with state and local requirements.
2) The Contractor shall provide control and mitigation techniques for dust emissions throughout the duration of the project.
3) During building pre-cleaning and demolition operations, the contractor shall continually use suitable methods to minimize the amount of dust rising and scattering in the air to the lowest practicable level possible. The Contractor shall dampen or treat areas affected by the operations to prevent the spread of dust with dust suppressants as necessary; however, the Contractor shall not use water if it results in hazardous or objectionable conditions such as (but not limited to) ice, flooding, or pollution. Water used in attenuating dust during building decontamination shall not be allowed to migrate off site.
4) The Contractor shall restrict building demolition activities on days when wind conditions significantly elevate uncontrollable levels of airborne dust from the site.
5) The Contractor will provide perimeter and onsite dust monitoring activities.
Should dust levels be detected above the acceptable levels, the Contractor will modify or stop operations generating dust. Mitigation measures shall be implemented to reduce the amount of dust generation at no additional expense to the Federal Government.
6) The Contractor shall make all attempts necessary to reduce noise generation from the site during operations. Strict adherence to local noise ordinances shall be implemented throughout the project. Noise levels shall be maintained at or below all applicable federal, state and local standards.
7) When the nature of work or equipment involved is such that a noise level is found to be objectionable by occupants of adjacent premises and/or BFPMC personnel, discussions shall be had with the Owner and COR to perform such work or operate such equipment at the most appropriate time of the day.
8) The Contractor shall provide control measures to the extent feasible and practical by making the maximum use of low-noise emission products (such as mufflers or noise reducing devices) as certified by the EPA.
VIII. Solid Waste Management
A. General: This section addresses the requirements for collecting, storing, transporting and disposing waste (solids and liquids) generated from activities at the Site. Some waste characterization (sampling and analytical) has been completed.
The Contractor will be responsible for any characterization that is not completed.
B. Definition of Waste Streams: The following waste definitions, terms, abbreviations and acronyms when used within this contract shall have the meanings outlined in this section, unless the context clearly indicates otherwise.
1) Demolition Spills: a generic term for all waste materials generated within the Site during the removal of all above and below ground structures, buildings, facilities, such as bricks, concrete, wood, metal, equipment, fixtures, mechanical equipment, piping, etc., that may be contaminated or non-contaminated as defined by applicable disposal regulations.
2) Solid Waste: a generic term for all non-liquid and non-regulated waste materials generated within the implementation of this contract, such as trash and furniture.
3) Liquid Waste: a generic for all liquid waste materials generated within the implementation of this contract, such as decontamination water, dielectric fluids, oils and groundwater.
4) Sediments: a generic term for materials generated from alluvial deposits from water bodies, and or fine grained particles that typically settle from turbid liquids
C. Waste Management Plan: The contractor is responsible for preparing and implementing a detailed Waste Management Plan that includes all potential wastes to be encountered at the site, their onsite handling (collection and storage), transport, and disposal.
1) The Contractor shall provide all equipment, material, and labor required to handle all solid and liquid waste in accordance with all federal, state, and local laws and regulations.
2) The Contractor shall distinguish solid waste and hazardous waste as defined in applicable regulations and laws referenced within this Section. Solid waste and hazardous waste shall be segregated in designated areas prior to off-site disposal.
3) All regulated waste shall be disposed offsite in accordance with all federal, state, and local laws and regulations.
4) If solid waste is temporarily stored in containers prior to off-site disposal, provisions shall be made to cover the container to prevent the generation of airborne dust and/or contaminated runoff.
5) The Contractor shall be responsible for demonstrating to the Owner and COR the disposal method, including the identification of the waste transporter and disposal facility.
6) The Contractor shall be responsible for waste classification sampling for offsite disposal.
7) The Contractor shall provide all equipment, material, and labor required to handle all aqueous waste in accordance with this contract and all applicable federal, state and local laws and regulations.
D. Building Pre-Cleaning: All tasks specified under this section shall be conducted with appropriate PPE, as dictated by the risk, unless otherwise stated in the HASP.
1) Prior to demolition activities, the interior of the buildings requires pre-cleaning to identify and remove hazardous materials and to mitigate worksite hazards and create a safer worksite.
2) Hazardous materials shall be identified, carefully removed, segregated and disposed of in accordance with federal, state and local regulations.
3) Chrysotile Asbestos and Lead Based/Containing Paint – The Contractor is made aware of the presence of chrysotile asbestos and lead based/containing paint. Contractor’s SSO shall evaluate the risk to the workers and to off-site receptors. Depending on the Contractor’s methods, such as a flame cutting, lead abatement measures will be required per OSHA and EPA regulations.
E. Specific Solid and Hazardous Waste: The Contractor shall remove, transport and dispose of all hazardous waste which shall include, but not be limited to, the following:
1) Smoke Detectors – The Contractor shall be responsible for the safe removal of all fire and smoke detectors, and properly recycle or dispose of in accordance with all federal, state and local regulations.
2) Sump Pumps – Prior to demolition, all liquid waste identified in the sump pump located in the basement will be sampled, removed and disposed at an appropriate facility. The Contractor will be responsible for sampling the contents of the sump.
3) Solid Waste and Trash – All on-site solid waste, such as trash, furniture, equipment, building construction materials, etc. shall be removed and disposed at an appropriate facility.
F. Rodents and Varmints: The contractor shall assume that the building will have rodents and varmints, therefore a proactive program of rodent and varmint control shall be performed before demolition.
1) Should evidence of Rodents/Varmints be observed at the Site, the Contractor shall eradicate the Rodents/Varmints either by hiring a contractor or with their own forces in accordance with the Pest Control Operator’s License requirements.
