EXECUTIVE SUMMARY
Tetra Tech, Inc. (Tetra Tech) was tasked by the General Services Administration (GSA) to conduct an
Asbestos-Containing Materials Survey and Condition/Risk Assessment (survey) of the United States
Department of Agriculture, Natural Resources Conservation Service, Big Flats Plant Materials Center at
3266A State Route 352, Corning, New York (the Site). Buildings on the Site include an office building
(Asset ID 16-36001), a residence (Asset ID 16-36002), and a workshop (Asset ID 16-36003). The primary purpose of the survey was to assess potential asbestos impacts on the Site including conditions of asbestos and current risks to occupants. Per guidance from GSA, the scope of the survey focused on assessment for presence of asbestos-containing materials (ACM) within the interiors and on the exteriors of the buildings.
The following findings and recommendations are based on observations during the survey and analytical results from samples collected during the survey:

• Approximately 3,250 SF of regulated ACM was identified within the office building (Asset ID 16-36001) in joint compound associated with drywall throughout the building. The joint compound associated with drywall was represented by samples 1-O-DW-1, -1A, and -1B.
Laboratory results indicated that the joint compound associated with drywall contained 1.56 percent chrysotile asbestos. Because of the asbestos in the joint compound associated with drywall, the joint compound should be removed by a licensed asbestos abatement contractor before any renovation or demolition work disturbs the material. The removed waste must be transported to a disposal site able to accept friable ACM. If the building is to be renovated and the joint compound associated with drywall is not to be disturbed, it may remain in place.
• Approximately 20 SF Regulated ACM was identified within the office building (Asset ID 16-36001) in tan floor tile and associated mastic in the men’s restroom. The floor tile and associated mastic were represented by samples 3-O-FT-3, -3A, and -3B. Laboratory results indicated that the floor tile contained 4.3 percent chrysotile asbestos and the associated mastic contained 2.2 percent chrysotile asbestos. Because of the asbestos in the floor tile and associated mastic, the floor tile and associated mastic should be removed by a licensed asbestos abatement contractor before any renovation or demolition work disturbs the material. The removed waste must be transported to a disposal site able to accept non-friable ACM. If the building is to be renovated and the floor tile and associated mastic are not to be disturbed, these may remain in place.

1.0 INTRODUCTION
Appendix A includes a photographic log of observations during the survey.
Tetra Tech’s Project Manager for the survey was Mr. Jimmy Kehs, with Mr. Jeffrey Mitchell, Certified
Asbestos Inspector, leading the field teams. The survey team included Mr. Christopher McMahan, licensed State of New York Asbestos Inspector. Inspector certifications are in Appendix B. The survey strategy and sample methodology were developed based on the possibility that all parts of the buildings on the Site could be impacted by planned renovations or demolition. Because of limitations on destructive sampling methods, additional suspect materials may be present within walls, voids, or other concealed areas. Assumptions and deviations regarding the survey are identified in Section 6.0. Prior to renovation or demolition of the buildings on the Site, further survey work may be needed to comply with all local, state, and federal requirements regulating ACM.
Tetra Tech conducted the survey on November 13, 2017. The purpose of the survey was to evaluate the
Site for presence, quantity, locations, conditions and characterization of ACM that may require abatement prior to any renovation or demolition activities, in accordance with National Emissions
Standards for Hazardous Air Pollutants (NESHAP) regulations as adopted by the U.S. Environmental
Protection Agency (EPA). The intent of asbestos NESHAP regulations is to protect the public (and workers) by minimizing release of asbestos fibers during activities involving processing, handling, and disposal of ACM. Inhalation of asbestos fibers can cause cancer and other lung diseases (Agency for
Toxic Substances and Disease Registry [ATSDR] 2008). The survey accorded with industry standard practice for hazardous materials surveys. Asbestos samples were collected in accordance with NESHAP regulations as adopted by EPA.

Tetra Tech prepared this report in accordance with generally accepted industrial hygiene practices and procedures. This report does not cover or comment on structural areas not assessed either visibly or by sample collection. The data evaluation and assessment stated herein constitute a professional opinion;
no other warranty is expressed or implied. Assumptions and deviations regarding the survey are identified in Section 6.0.
Tetra Tech provided these services consistent with the level and skill ordinarily exercised by members of the profession currently practicing under similar conditions. This statement is in lieu of other statements either expressed or implied. The scope of services performed in execution of this evaluation may not be appropriate to satisfy the needs of other users, and use or re-use of this document, the findings, conclusions, or recommendations is at the risk of said user. This survey report does not warrant against future operations or conditions that may not be consistent with its recommendations.
Moreover, because of some limitations on destructive sampling during the survey, completion of the survey does not guarantee identification of all ACMs—hazardous materials may be present in voids of walls or ceilings.
Section 2.0 of this report describes the buildings on the Site. Section 3.0 specifies field and analytical protocols for the asbestos survey. Section 4.0 presents asbestos findings. Section 5.0 offers recommendations based on survey findings. Section 6.0 specifies assumptions and deviations. Section
7.0 lists references used in development of this report.

2.0 SITE BUILDINGS
The following information is provided by GSA and it is Tetra Tech’s understanding the details are accurate. The Site hosts three buildings. The office building (Asset ID 16-36001) is a one-story building encompassing approximately 2,080 square feet (SF). The residence (Asset ID 16-36002) is a two-story building encompassing approximately 2,144 SF. The workshop (Asset ID 16-36003) is a two-story building encompassing approximately 2,581 SF. Construction date of the residence (Asset ID 16-36002) and workshop (Asset ID 16-36003) is 1940, while the office building (Asset ID 16-36001) was constructed in 1953. Each building is constructed mainly of concrete and wood with asphalt shingle roof. Interior finishes in each building include drywall walls and ceilings, plaster walls, and lay-in acoustical tile ceilings; flooring materials include ceramic floor tile, vinyl floor tile with associated mastic, and concrete.

3.0 ACM FIELD SURVEY AND ANALYTICAL PROTOCOLS
Tetra Tech made every effort to inspect all areas of the buildings on the Site. Minor demolition of materials (destructive sampling) was required during the survey effort. The inspector took care to ensure that each building remained unoccupied during sample collection there. Asbestos samples were collected in accordance with NESHAP as adopted by EPA, and the Asbestos Hazard and Emergency
Response Act of 1986 (AHERA) protocols. AHERA defines “asbestos-containing material” as any material or product that contains more than 1 percent (%) asbestos. Suspected ACMs were grouped as homogeneous areas if the material was similar in appearance and texture; however, if the inspector decided that a material (for example, wall texturing) was not similar in appearance and texture to other materials in a building, the inspector distinguished the material as unique and collected samples of each unique material accordingly. Because of limitations on destructive sampling methods, additional suspect materials not detected may be present in walls, voids, or other concealed areas. Assumptions and deviations regarding the survey are identified in Section 6.0.
Bulk samples of suspected ACM were collected to ensure that each distinct layer of material was represented in the sample. A wetting agent was applied to friable surfaces prior to sample collection to reduce potential for fiber release. All samples collected were placed in plastic bags, labeled, and sealed immediately upon collection. To prevent cross-contamination between samples, the sampling instruments were wiped clean by use of a wet, lint-free cloth after collection of each sample. A unique sample identification number was assigned to each sample.
The samples remained in the inspector’s custody until sent to the laboratory. Upon completion of sampling activities, the bulk samples were sent, along with Tetra Tech’s chain-of-custody documentation, to EMSL Analytical, Inc., (EMSL) in Cinnaminson, NJ. Suspect ACM samples were analyzed following New York State regulations. New York State regulations require application of New
York State Environmental Laboratory Approval Program (NY ELAP) Bulk Methods. These methods require analysis of all friable samples via New York Environmental Laboratory Approval Program (NY
ELAP) Method 198.1; and analysis of all other suspect ACMs via NY ELAP Method 198.6 (Polarized Light
Microscopy [PLM] with Gravimetric Prep), followed by NY ELAP Method 198.4 (Transmission Electron
Microscopy [TEM]) if results of the analysis via Method 198.6 are negative. EMSL is a National Voluntary
Laboratory Accreditation Program (NVLAP)-certified laboratory, certification number 101048-0, and NY
ELAP-certified laboratory, certification number 10872. Section 4.0 of this report summarizes ACM
103G5315 5 analytical results. Sample locations are shown on Figure 1 in Appendix C. Appendix D provides ACM analytical results and chain-of-custody forms for the bulk samples.

6.0 ASSUMPTIONS AND DEVIATIONS
The entire interiors and exteriors of the buildings on the Site were inspected for suspect ACM. Because of limitations on destructive sampling methods, additional suspect materials may be present but not detected in walls, voids, or other concealed areas. Suspect asbestos-containing roofing materials were identified at the office building (Asset ID 16-36001), a residence (Asset ID 16-36002), and a workshop
(Asset ID 16-36003). To preserve the integrity of these materials, no samples of these materials were collected. Tetra Tech recommends that if the suspect asbestos-containing roofing materials are to be disturbed during renovations, these materials should be sampled to determine their asbestos content.
All other areas of the interiors of the buildings on the Site were inspected.
