About this file
This is a Questions and Answers (Q&A) amendment to solicitation 12FPC126Q0025 for insulation repair and replacement work at a facility in Booneville, Arkansas.
The project requires removal of approximately 2,360 square feet of existing insulation and installation of spray foam insulation in wall and ceiling areas totaling 1,120 and 1,240 square feet respectively. The work must comply with Climate Zone 3 energy code requirements with a minimum wall R-value of R-10. No coating, barrier, or covering is required for the installed spray foam. The contractor is not responsible for mold or hazardous condition mitigation; any such work discovered during performance will be handled through contract modification. No permits, Arkansas contractor licenses, or certified payroll reports are required, though if insulation is not specifically listed in Davis-Bacon wage classifications, general laborer rates apply. The Government will provide electrical power, water, ventilation access, dumpster placement, temporary material storage, and equipment shop access during authorized work hours. A one-year warranty is required for spray foam materials and workmanship. Award is anticipated between July 27, 2026, and August 1, 2026, with Notice to Proceed issued promptly thereafter, and all work must be completed by September 30, 2026. The resulting contract will be classified under PSC Z2JZ (Repair or Alteration of Miscellaneous Buildings). Site visits are available upon request, and the stated square footages are firm quantities for pricing.
