About this file

This document is a Questions and Answers (Q&A) file for the NRCS South Dakota Title Search and Closing Services solicitation (No. 12FPC125Q0026). The Q&A addresses two key contractor inquiries: (1) confirmation that mail-away closing is acceptable, with the NRCS South Dakota office initially unfamiliar with the term but ultimately approving document mailing, and (2) agreement that the contractor can invoice for title commitment updates when the work is submitted. The document provides clarification on closing procedures, noting that alternatives like a traveling notary could be used if a physical closing is impractical, and indicates that the pricing sheet has been revised to include title commitment update costs within the closing expenses.

Question/Comment/Clarification If a mail-away closing is not acceptable then as an alternative would the government allow a traveling notary to present the documents and take the signatures at a mutually agreed upon location? Please keep in mind that a physical sit-down closing for a closing agent is labor intensive, time consuming and can get expensive.

The pricing sheet has been revised and in doing so the cost to update the title commitment has now been included with the cost for the closing. In our experience with NRCS across the country it can be month before closing instructions are issued once the title commitment has been updated. Would the government be amenabl to a contactor invoicing for the update of the title commitment in IPP when the work is submitted?
