This document contains responses to requests for information (RFIs) regarding solicitation number 129JGP20R0050 for LTBMU Bike Trail Construction. The solicitation involves construction of bike trails including 1,645 cubic yards of excavation work and placement of gravel surfacing. Compaction testing will be the responsibility of the contractor. A water source is designated at a campground entrance and traffic control may be required. Dimensions for typical trail sections and materials are provided. Stockpile locations and sizes are not specified due to varying site conditions. Slope protection will utilize material meeting specified standards, and disposal of excess will be evaluated on a case-by-case basis. Proposals are due by August 14, 2020. The opportunity is set aside for small businesses with an award amount between $100,000 and $250,000 through the Department of Agriculture Forest Service Pacific Southwest Region.

REQUEST FOR INFORMATION (RFI) FORM
129JGP20R0050 - LTBMU Bike Trail Construction
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.
Telephone requests for information will not be accepted or returned.
NOTE: ALL PRE-PROPOSAL INQUIRIES SHALL BE SUBMITTED VIA EMAIL TO
Gregory.Cunningham@usda.gov BY AN EDITABLE USE OF THIS FORM. Please identify, in numerical sequence, each set of inquiries that you send.
RFI #1 – Plans call for 1645 CY of excavation. Does that mean it’s cut and fill (balances job) or 1645 CY of export?
USFS Response – The Spring Creek Trail has an embankment of 1645(fill)CY + 1247(cut)CY quantity by volume. The government has provided a stockpile in the contract to cover the unknown conditions and volume losses that may be encountered by natural objects such as:
boulders, tree root wads and unsuitable material. It is not the expectation that the contractor will be required to use the entire stockpile, but it is available to the bidders. If the cut and fill volumes, and the stockpile is exhausted the government may provide an additional stockpile to the contractor. This decision will be based on overall contract compliance and the availability associated with the FAR 52.236-2 differing site conditions contract clause.
The Rainbow Trail volume is considered insignificant for bidding purposes.
RFI #2 – Verification of stock pile areas for top soil / Duff
USFS Response – as stated above, the stockpile is provided to cover any losses and/or unforeseen material that is encountered during embankment construction. This stock pile shall not be used to address any risk by the bidder associated with the FAR 52.236-2 differing site conditions contract clause. There are also two designated staging areas located along the alignment of the Spring Creek Trail that may be used for staging. Additional staging areas may be requested and approved in writing by the CO/COR during construction.
RFI #3 – Will we be chipping the downed timber for placement of chips in disturbed stock pile areas?
USFS Response – This would be an acceptable use and placement of the slash material.
RFI #4 – Where is our water source located?
FOR OFFICIAL USE ONLY
USFS Response – The water source has been approved as a standard water hydrant at the entrance to the Fallen Leaf Campground. If a water truck is being filled at this location, then some traffic control cones may be necessary to prevent congestion.
RFI #5 - Will we be responsible for soils and compaction testing?
USFS Response – The compaction specification is listed in FSSS 204.09 (a) and 204.11 (b)(2).
Acceptance is described in FSSS 106.02 and FP-14 106.04. The absence of government personal does not relieve the contractor from documenting conformance to the specifications.
RFI #6 - Based off of the solicitation documents, it mentions gravel being placed on the surface of the trail. Does that mean every area that isn’t paved would be gravel? If so what’s the footage and desired depth as well as gravel size?
USFS Response – The typical trailway dimensions correspond to the typical sections shown on G2-1.0 & G2-1. The table shows the typical compacted in-place dimensions of the material listed in the schedule of values.
RFI #7 - Stock pile dimensions for purposes of estimating how much material can be stored as well as BMP’s. Reference sheet C1.01.
USFS Response – The stockpile dimensions are not given in the plan set, see RFI 1 & 2. Any of the BMP’s listed in the plan set may be required as described in sheet G1-3 “General and Erosion Control Notes”.
RFI #8 - . Since we will be using a screen to be able to utilize native material, will we be placing the rock on the excavated slopes as well as inlets and outlets of all drains and culverts? Also should we take into consideration how much we think we need and will the excess rock need to be exported?
USFS Response – The slope protection specifications are listed under 705.02 Riprap. Only material that meets this specification will be accepted as slope/culvert protection.
A determination on disposal method will be evaluated based on volume and adherence to FSSS
204.14. Note that there is not a separate pay item for waste of unsuitable material in this contract.
