REQUEST FOR INFORMATION (RFI) OFFICIAL RESPONSES

129JGP20R0017 - Cottonwood Road Repairs

RFI #1 – Site 1, Slide Repair, Plan sheet G3: The estimated quantities for excavation and off haul show are 1185 CYD. Does this include the off haul of spoils pile on the south side of cottonwood road? (previously stockpiled) Or does this soil remain on site, as-is?

USFS Response – The stockpile across the road is to remain. Contractor is not responsible for any work on that side of road other than to repair any damage or disturbance caused by their activities.

RFI #2 – Site 1, Plan sheet C1-3: Does the slope above the “new ditch line” get laid back at a 2:1 also? The plan profiles on sheet C3 do not show any cut areas above the ditch line. Please clarify.

USFS Response - The ditch as show on Sheet C2 was designed to conform with the existing grade of the upslope bench. Grading on the upslope bench is not required.

RFI #3 – Site 1, Plan sheet C2: The “new ditch profile” shows the new flow line in relation to

“existing grade”. Please clarify that the existing bench elevation across the slide is to remain relatively close to existing.

USFS Response – The contour lines shown on Sheet C2 are existing conditions. Bench elevations on the upslope side of the ditch are to remain unchanged. The cross sections shown on Sheet C3 show both existing grade and the 2H:1V new slope from the edge of pavement to the top grade break. Please note that the transition from the grade break to the edge of ditch is a variable width.

RFI #4 – Site 1, Plan sheet C1, D6: The plans appear to only require erosion control material on the bottom half of the slope area/slope repair. Please confirm that erosion control measures are only required on the slope “below” the new ditch line that will remain on the bench.

USFS Response - The erosion control is to be installed between the road side of the ditch down to the edge of pavement.

RFI #5- Sites 2a, 2b, Plan sheet C4, There are numerous areas along this stretch of the project that will require some excavation and removal of loose materials in order to get full width removal and repair of the asphalt and curbs. Is this material required to be hauled off forest, or can it be stockpiled at the optional stock pile location for asphalt grindings?

USFS Response - The material can be stockpiled in the same location as the optional asphalt grindings. Contractor shall have COR approval of the location of the spoil pile prior to hauling it to that site.

RFI #6- All sites, Plan sheet D7, The traffic control plan work notes include specifics for pilot car operation. Is the forest requiring a pilot car for all operations, or can the contractor utilize at pilot car only when needed, depending on length of closure and operations specific to each site?

FOR OFFICIAL USE ONLY

USFS Response - The pilot car was intended for operations where traffic will be going through an active construction zone and the end points are too far apart and/or the construction activity cannot be safely separated from one-way traffic. Sheet D7 provides a suggested method for traffic control.

Per Sheet G2, General Note #4 and FSSS 156, the contractor shall submit a traffic control plan to the CO for approval that conforms to the MUTCD requirements for temporary traffic control.

RFI #7- Solicitation Documents, Section M.2, Award Determination: The documents state that this project will be an LPTA awarded contract. Will the overall pricing evaluation be determined based upon ALL bid items, including the optional bid item 2b? It is our understanding that this “optional” bid item may not be awarded, and therefore should be treated as a “deductive alternate”. Please clarify.

USFS Response - Correct, the CO will evaluate the base and then dependent on funding evaluate the option.
