About this file

This document appears to be a set of questions and answers related to an upcoming federal contract opportunity for drilling a new well at the Foresthill Seed Orchard. The key details are:

The federal contract opportunity is for the FPO NEW WELL FOR FORESTHILL SEED ORCHARD, solicitation number 1297022R0054, issued by the Department of Agriculture Forest Service. The purpose is to install a new well to provide irrigation water for the seed orchard, as the existing wells on the opposite side of the road are running dry and unable to meet the current water demand. The new well is crucial to prevent tree mortality and support the regional reforestation effort. The contractor will be responsible for all aspects of the well installation, including obtaining the necessary permits, providing the well casing and equipment, and properly disposing of any drilling fluids or waste. The work is expected to be completed within 4 weeks of the project start date, with no liquidated damages. A site visit is possible, and the bid can be submitted via email. The government will provide the water storage tank and generator for the new well.

See below for some questions we have regarding the upcoming project: FPO NEW WELL FOR FORESTHILL SEED ORCHARD

1. Are there access road limitations? No limitations other than dirt is soft in places and getting stuck is a possibility the gate should be wide enough for any equipment.

1. Are any of the locations on a slope? Nothing more than 15%, mostly flat.

1. Do you have any photos of the site? Answered in attachments.

1. Who is responsible for disposing of drilling fluids, drill cuttings, and development water? The Contractor.

1. Does this site have an existing well and if so do you have access to any boring logs that can be provided? Any of the nearby area or the subject locations to be drilled would be helpful in working up this estimate. There are two existing well on the opposite side of Foresthill road that were drilled in 1980 at 250 feet deep and 1985 at 267 feet deep. All notes about well drilling are attached at the end of this document.

1. Is water available onsite for the needs of this effort? Limited water could be available if needed from other two wells but one of them is running dry.

1. Are restrooms available onsite or should we provide a Portable restroom? Restrooms are available on the opposite side of the road at the orchard office but portable restrooms could be used if needed.

1. Are there any work hours restrictions? No work restrictions

1. Is weekend work possible? Weekend work is possible by checking out a Yale key from the district office.

1. Can equipment and materials be placed onsite for the duration of this project? Yes, equipment and materials will be locked behind a gate and secure fence.

1. What is the hole diameter for the new well? Wide enough for 6” steel casing around the 4” pvc perforated casing that holds the 2” galvanized well pipe.

1. What drilling methods are permissible? Adhere to industry standards.

1. What is the required Contractor’s License type? Contractors are responsible for adhering to all applicable regulatory and credentialing requirements for water well drilling in the state of CA

1. Can the bid be emailed? If not please confirm address to submit proposal. Yes

1. What are the liquidated damages? There are no liquidated damages associated with this project.

1. What is the start date? As soon as possible.

1. What is the time for completion? 4 weeks from start of project.

1. We would like to schedule a site visit. Please advise. Site visits are possible Monday thru Friday from 7am-3pm

1. We noticed there is no mobilization and demobilization on schedule, is this true? We would like to have the well dug as soon as possible.

1. If there were to be only 1 bidder for this project, would they still be awarded if the estimate were within the Engineer's estimate? If it is within our budgeted amount.

Note: contractor must obtain the well permit, submersible pump, pump saver unit, all well wiring, seals, grout and other supplies to have a working well when project is done. Government will provide water storage tank and generator to power well. Ground does not have an aquifer to drill into, it is lava rock with underground rivers running through it so it’s advisable to use a dowsing rod to find a proper spot to drill.
