About this file
This document is a Statement of Work (SOW) for a service contract to install a new irrigation well at the Foresthill seed orchard on the American River Ranger District of the Tahoe National Forest. The USDA Forest Service is seeking a contractor to drill a 400-foot well and install a pump to fill a government-furnished water storage tank. The new well is required because the existing wells on the opposite side of Foresthill Road run dry mid-season and do not supply enough water to irrigate the orchards on both sides of the road. Without the new well installation, the trees in the North Zone seed orchard are at risk of dying from lack of irrigation. The contractor will obtain the necessary well drilling permit from Placer County and use industry standard methods and supplies during the installation. The contractor will provide a proposed project plan within 5 business days of contract award and submit daily status reports until the contract is complete. The contractor will also be required to secure the drilling area during operations. The SOW is associated with Solicitation Number 1297022R0054 for a new well at the Foresthill Seed Orchard, issued by the USDA Forest Service.

Project New well installation for Foresthill seed orchard
General Information
1.0 Scope of Work
The USDA Forest Service requests a service contract for installation of a new irrigation well on the east side of Foresthill road for the Foresthill seed orchard on the American River Ranger District of the Tahoe NF.
2.0 Background
The wells on the opposite side of Foresthill road run dry mid-season every year and don’t supply the current amount of water needed to irrigate orchards on both sides of the road. Without this new well installation the trees in the North Zone seed orchard are at risk of dying from lack of available water for crucial irrigation to keep the seedlings alive.
The new well will prevent tree mortality and years of setback for the orchards’ ability to provide much needed cones & seed for the regional reforestation effort not to mention better protection against yearly threats from wildfires by providing sufficient irrigation water. The recent Mosquito fire came dangerously close to this orchard and currently the only way to get water to that side of the road is a pvc pipe ran through a county owned culvert under Foresthill road. Spring and early summer is a critical time for improving tree health and resiliency, and completing this well installation during the limited window before summer heat and dry weather is crucial.
Contractor Requirements
