About this file
This document is a Questions and Answers (Q&A) memo related to Request for Proposal (RFP) 12970224R0060 for the USFS Region 3 Hazard Tree Removal and Pruning IDIQ contract. The RFP seeks to establish multiple award IDIQ contracts for services to fell, delimb, and buck hazard trees, prune hazardous tree branches, pile and chip slash, and haul away tree boles and slash on National Forest lands in Arizona and New Mexico.
The Q&A memo addresses questions related to the pricing structure, including whether the unit of measure is per tree, and how the vendor should describe their pricing approach. It also states the Government is unable to provide specifics on the number of trees at the IDIQ level, as those details are Task Order-specific. The RFP has a September 6 deadline for questions and a September 13 deadline for proposals. It is a small business set-aside, with the Government anticipating awarding 4 IDIQ contracts, though the final number may vary.

MEMORANDUM FOR RFP 12970224R0060
FROM USFS FPO SW
SUBJECT: RFP 12970224R0060 Questions & Answers
1. Question: “Is each item requesting a price per tree? How does this break down into some of the other items like disposal/chipping/hauling items?”
Answer: “Yes, the Schedule of Items (SOI) unit of measurement for each activity listed is per-tree.
The Solicitation requires submission of a Price Volume, inclusive of ‘adequate rationale of pricing found in the Schedule of Items, including but not limited to Basis of Estimate explanations.’ The Price Volume is an appropriate place for the Vendor to describe their approach to the proposed pricing structure in the SOI. The Solicitation also includes verbiage such as, ‘due to the nature of the work, each Task Order might require a unique skill mix to accomplish the work. Therefore, Contractors should anticipate that each Task Order schedule will be unique to the project and may not use all the rates supplied in the parent contract on the orders.’ In other words, there may be activities (or configurations of activities) mentioned in the SOW that will be solicited and priced at the Task Order-specific level.”
2. Question: “Approximately how many trees per site are expected to be in the total work orders in
Arizona and New Mexico?”
Answer: “The Government is unable to predict this data at the IDIQ level. The details references are Task Order-specific and would be included at the individual Task Order level.”
3. Question: “Out of the approximate total number of trees, is there a table or list that details which trees are: >18 in. DBH, <9 in. DBH, 9-17.9 in. DBH?”
Answer: “The Government is unable to predict this data at the IDIQ level. The details references are Task Order-specific and would be included at the individual Task Order level.”
4. Question: “Does the offeror need to send 2 separate price sheets for interest in both AZ and NM or will 1 fillable SOI for both sites be acceptable along with 2 separate proposals.”
Answer: “The Schedule of Items includes all eleven forests located in both NM and AZ. Vendors interested in being considered for just one zone should submit pricing for only the forests in that zone.
Vendors interested in proposing for both zones should submit pricing for all AZ and NM forests represented in the Schedule of Items. In either case, only one proposal should be submitted by each offeror.”
5. Question: “Can the proposal sections (i.e. technical volume, price volume) be submitted as separate documents or do they need to be combined into.”
Answer: “Offerors are encouraged to follow the offeror instructions stated in the solicitation. If a formatting characteristic and/or submission procedure is explicitly outlined in the Solicitation, failure by an offeror to follow that instruction may result in elimination from award consideration. If a formatting characteristic and/or submission procedure is not explicitly outlined in the Solicitation, the offeror may exercise its own reasonable discretion.”
6. Question: “Can the Government review a draft of the proposal prior final submission and provide feedback?”
Answer: “No, the Government will not review or provide feedback on draft proposals prior to final submission.”
7. Question: “If an offeror is only interested in proposing for one of the two zone, should ‘N/A’ be input into the Schedule of Items for forests outside of the zone being proposed?”
Answer: “If the Solicitation does not include specific instructions, the offeror may use reasonable discretion in its approach; however, be sure to review the offeror instructions carefully to ensure all proposal requirements are met.”
