About this file
This document is a solicitation amendment for a federal contract opportunity. The USDA Forest Service is seeking bids for the construction/reconstruction of the Trabuco Canyon Bridge located on Trabuco Creek Road in California. The contract duration is 180 calendar days from the notice to proceed date. Bids should be submitted electronically to Freida McClain at freida.mcclain@usda.gov by the bid closing date of June 28, 2024 at 13:00 hours. Permits are covered by the government, but the contractor is responsible for implementing pollution control/erosion control under Water Board permit requirements. All testing required by the specifications, such as soil and aggregate base compaction testing, is the contractor's responsibility. The government may conduct independent testing but is not required to do so. There are no specific sound or dust restrictions beyond OSHA requirements, and no required manufacturers for products.

Bridge Replacement for Trabuco Canyon Crossing Prebid Questions
1. The Solicitation, Page 4 of 66 states there will be no formal Pre-Bid/Site Visit for this solicitation. However, Page 55 of 66 in the Solicitation states that there will be a site visit on June 12, 2024 at the “Trabuco Creek Picnic Site, Trabuco Creek Rd, Silverado, California 92676.
Questions:
a. Will there be a site visit? Yes
b. If there will be a site visit, when will it be held? June 12, 2024 at 10:30 AM
c. If the pre-bid meeting will be held, Is the pre-bid meeting mandatory? The scheduled pre-bid meeting is not mandatory to allow time flexibility, but a pre-bid site visit is mandatory. The site is 1.6 mi behind locked gate so an individual visit would require some hiking or biking.
2. Box 13 of the SF 1442 states that the bids are required to be delivered in a sealed envelope to the place specified in Box 8 which is, USDA Forest Service, SPOC Southwest, 1400 Independence Ave SW MS-1138, Washington DC 20250-001. In Section L.1, Instructions to Offerors, on Page 54 of 63, Subsection (c), v), it states, “Scanned copy of fully executed Bid Guarantee (Standard Form 24 and Power of Attorney” The language in L.1 seems to imply that the bids will be submitted electronically.
Question:
a. Please clarify if bids will be submitted electronically or as hard copies.
Response: One copy of the proposal should be sent electronically to Freida McClain at freida.mcclain@usda.gov
3. Page 8 of 63, Section B.2 states, “the successful awardee that receives this order shall provide a digitally signed payment bond and performance bond within 15 days of award against the IDIQ contract.”
Question:
a. Is this project part of an IDIQ contract or is this a standalone contract?
Response: The forest has no preference, and the region doesn’t have an IDIQ contract in place that covers bridge construction.
4. Section C4 states, “The contract duration shall be 180 calendar days from the notice to proceed effective date.” Clause 52.211-10 states that the contractor shall, “…complete the entire work rate ready for use not later than 365 days.”
Question:
a. What is the contract duration?
FreidaMcClain Highlight
Response: The Contract Duration is 180 from issuance of the Notice to Proceed
52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 180 days after the NTP. The time stated for completion shall include final cleanup of the premises.
5. Question:
a. Please confirm that if bidders check the box in the clause 52.204-8 subsection (b), (2), (ii), they do not need to fill out representations and certifications to include with their bid.
Response: The offeror can choose which box to select box applies.
6. Section 648 states, “…. Specific culvert installation time restrictions and installation plan requirements are indicated in the contract.
Question:
a. We do not think the plan requirements or the specific culvert installation time restrictions in the contract. Please clarify.
Response: Culverts installation is for traffic bypass to accommodate low flow. No time restrictions other than the culverts, along with temporary bypass, will be removed as part of demobilization after bridge construction is completed.
7. Section 648 addresses work required for “Streambed Simulation”, however, there is not any Streambed Simulation work shown on the drawings.
Question:
a. Please clarify.
Response: There are description and drawing of final channel profile and cross sections.
8. In Section 156.03 the number of minutes of delay at any one time have not been filled in by the government.
Question:
a. Please clarify.
Response: 15 minutes/15 minutes within Forest boundary, follow county and state department of transportation outside Forest boundary.
9. Section 108, which is the section that addresses liquidated damages, is deleted in its entirety.
Question:
a. Are there any liquidated damages associated with this project?
Response:
10. In the changes to section 105.02c there are two sentences that state, “four stream side areas use wood straw or similar in place of rice straw. And receive prior approval from contracting officer for use of Jude netting. However, there are not any details on the drawing related to the use of word or rice straw.
Question:
a. Please clarify the scope of work related to these two (2) sentences.
Response: These sentences help clarify material acceptable to be used for Erosion control for this specific project, refer to Specifications for additional information.
11. Drawing sheet 002 of 012, there is a note under the heading, Geotechnical Report, which states, “Trabuco Canyon bridge sites 1-2 and 4 Geotechnical Assessment REV 1, 2022, is available from the government. Provide two weeks’ notice to the CEO submitting request for copy.”
Question: Will the government please provide the geotechnical report to bidders?
Response: You must request a copy of the report.
12. In the past when USDA has required that bid submittals be submitted as a hard copy in a location that is not in the locale of the project, the USDA provides a means for bidders to modify their pricing schedule or withdraw its bid. Usually, USDA will allow bidders to resubmit their bid prices by email up to the bid closing date and time.
Question: Will USDA please provide a method for bidders to change their bid prices or to withdraw their bid if they have mailed their bid to the address of the bid closing location?
Response: Proposals should be emailed to Freida McClain at freida.mcclain@usda.gov.
by the bid closing date of June 28, 2024, at 13:00 hours.

14. Are there any necessary environmental or biological permits needed for construction? If so, will they be included under the Contractor’s Price proposal or would they be provided by the Contracting Officer?
Response: Permits are covered by the government, but the contractor is responsible for implementing pollution control/erosion control under Water Board permit requirements.
15. Are there any necessary testing involved concurrently with construction? If so, will they be included under the Contractor’s Price proposal, or would they be provided by the Contracting Officer?
Response: All testing as required by Specifications for example soil and aggregate base compaction test, asphalt compaction test per Sections 204, 301, 403 is contractor responsibility. The government may conduct independent testing but is not responsible or required to do so.
16. Is there a required Erosion Control Plan?
Response: Yes, under Erosion/Pollution Control requirements per Water Borad permit and Best Management Practices (BMPs).
17. Are there any necessary inspections involved concurrently with construction? If so, will they be included under the Contractor’s Price proposal, or would they be provided by the Contracting Officer?
