Bridge Replacement for Trabuco Canyon Crossing Response to Questions 129270224R0033 Addendum # 2

20. The description for Bid Item 55301 is “Precast, Prestressed Concrete 2’-6” x 4’-0” x 68’-6” Box Beam; Design, Fabricate, Transport, & Install”. However, it appears that the precast sections are already designed. Please clarify. Also, one of the local precast companies has asked if there is flexibility in the size of the precast box sections if they are to be designed.

Response:

21. Pay Item 55301 states in the description Design, Fabricate, transport, and install.

Response: Regarding Contractor design requirement.

Sheet X-02, General and Design Notes, Design Specifications, Note 1 (inside a triangular flag) states the bridge superstructure and bearing design shall be performed by the contractor to the geometry shown one drawings.

Triangular flags with a 1 inside are shown throughout the drawing set to direct the contractor to the corresponding note on Sheet X-02.

For example, there is geometry shown on the Typical Section on Drawing Sheet X-09. The Typical Section shows the superstructure depth at 2’- 6” with a 1 inside a triangular flag next to it, which tells the contractor that this dimension is subject to their design, i.e., it can vary depending on their design.

Note that none of the other dimensions shown on the Sheet X-09 Typical Section show a triangular flag with a 1 inside, which means these other dimensions are fixed, i.e., the contractor needs to use them in their design.

Also note that Sheet X-07 shows a dimension from an elevation at top abutment wall to the bridge seat with only a triangular flag with a 1 inside. The contractor is responsible for determining this dimension and the bridge seat elevation as it depends on their superstructure’s design depth. (The bridge seat elevation is determined by subtracting the wearing surface thickness, superstructure depth, and bearing height from the finished grade elevation shown on the profile on Sheet X-05.)

Response: With regard to superstructure depth and freeboard to the Q-100 flow elevation.

As shown on the plans, there is approx. 3.5’ freeboard from the bottom of the 2’- 6” deep superstructure to the Q-100 flow elevation.

(Drawing Sheet X-05 shows the Q-100 flow elevation at 1687.1’ and finished road grade elevation at 1693.25’. The Sheet X-09 Typical Section 2” wear surface and 2’- 6” deep superstructure. 1693.25’ – 2.67 = 1690.58 à 1690.6’ – 1687.1’ = 3.5’)

129270224R0033 Addendum # 2

Response: To maintain a minimum 3’ freeboard from bottom of superstructure to Q-100 flow elevation the superstructure depth should not exceed 3’, a superstructure section deeper than this will require RO approval.

22. Per L:2 f in the provisions the government is planning a pre-proposal conference.

Response: The time and date listed is 10:30 AM June 12 29, 2024. Clarify meeting date.

23. The documents do not address the certifications of the welder for Item 55601 Bridge Railing, Steel, Two Rail. Please confirm D 1.1 certified welder with approved procedures will be acceptable.

Response

24. The general notes of the plans reference Geotechnical Investigation will be available upon request. Could you please make those available, specifically regarding the drill and shoot scopes referenced in the specifications.

Response: Geotechnical Investigation is included as an attachment to addendum.

25. The specifications reference drill and shoot. Could you please clarify where this might be required?

26. Due to the proposal efforts required and date of pre-proposal conference, please consider providing a two-week extension to allow offerors to incorporate site-visit discovery into their proposals.

27. Where to submit the Technical and Price Proposals?

Response: Please see addendum 1 question 13.

28. Are there any necessary environmental or biological permits needed for construction? If so, will they be included under the Contractor’s Price proposal or would they be provided by the Contracting Officer?

Response: Permits are covered by the government but the contractor is responsible for implementing pollution control/erosion control under Water Board permit requirements.

29. Are there any necessary testing involved concurrently with construction? If so, will they be included under the Contractor’s Price proposal, or would they be provided by the Contracting Officer?

Response: All testing as required by Specifications for example soil and aggregate base compaction test, asphalt compaction test per Sections 204, 301, 403 is contractor responsibility.

The government may conduct independent testing but is not responsible or required to do so.

30. Is there a required Erosion Control Plan?

Response: Yes, under Erosion/Pollution Control requirements per Water Borad permit and Best Management Practices (BMPs).

129270224R0033 Addendum # 2

31. Are there any necessary inspections involved concurrently with construction? If so, will they be included under the Contractor’s Price proposal, or would they be provided by the Contracting Officer?

Response: Inspection by the government is independent of construction QC/QA which is the contractor’s responsibility.

32. Is there any required specific manufacturers the Contracting Officer requires the GC to us? (to use?)

Response: No specific manufacturers required, any products that meet Specifications are acceptable.

33. Are there any sound, dust restrictions?

Response: No specific sound or dust restrictions other than required by OSHA.

34. Box 13 of the SF 1442 states that the bids are required to be delivered in a sealed envelope to the place specified in Box 8 which is, USDA Forest Service, SPOC Southwest, 1400 Independence Ave SW MS-1138, Washington DC 20250-001. In Section L.1, Instructions to Offerors, on Page 54 of 63, Subsection (c), v), it states, “Scanned copy of fully executed Bid Guarantee (Standard Form 24 and Power of Attorney” The language in L.1 seems to imply that the bids will be submitted electronically. Please clarify if bids will be submitted electronically or as hard copies.

Response: Proposals should be emailed to Freida McClain at freida.mcclain@usda.gov. by the bid closing date of June 28, 2024, at 13:00 hours.

35. Page 8 of 63, Section B.2 states, “the successful awardee that receives this order shall provide a digitally signed payment bond and performance bond within 15 days of award against the IDIQ contract.” Question: Is this project part of an IDIQ contract or is this a standalone contract?

Response: This will be a standalone contract. Should read within 15 days of contract award.

36. Section C4 states, “The contract duration shall be 180 calendar days from the notice to proceed effective date.” Clause 52.211-10 states that the contractor shall, “…complete the entire work rate ready for use not later than 365 days.” Question: What is the contract duration?

Response: 180 days from the Notice to proceed.

37. Question: Please confirm that if bidders check the box in the clause 52.204-8 subsection (b), (2), (ii), they do not need to fill out representations and certifications to include with their bid.

Response: Bidders are responsible for to ensure they are updated in SAM.

38. Section 648 states, “…. Specific culvert installation time restrictions and installation plan requirements are indicated in the contract. Question: We do not think the plan requirements or the specific culvert installation time restrictions in the contract. Please clarify.

Response: Culverts installation is for traffic bypass to accommodate low flow. No time mailto:freida.mcclain@usda.gov

129270224R0033 Addendum # 2 restrictions other than the culverts, along with temporary bypass, will be removed as part of demobilization after bridge construction is completed.

39. Section 648 addresses work required for “Streambed Simulation”, however, there is not any Streambed Simulation work shown on the drawings. Question: Please clarify.

Response: There are descriptions and drawing of final channel profile and cross sections.

40. In Section 156.03 the number of minutes of delay at any one time have not been filled in by the government. Please clarify.

Response: 15 minutes/15 minutes within Forest boundary, follow county and state department of transportation outside Forest boundary.

41. Section 108, which is the section that addresses liquidated damages, is deleted in its entirety.

Question: Are there any liquidated damages associated with this project?

Response: Liquidated damages are $250.00/day

42. In the changes to section 105.02c there are two sentences that state, “four stream side areas use wood straw or similar in place of rice straw. And receive prior approval from contracting officer for use of Jude netting. However, there are not any details on the drawing related to the use of word or rice straw.

Question: Please clarify the scope of work related to these two (2) sentences.

Response: These sentences help clarify material acceptable to be used for Erosion control for this specific project, refer to Specifications for additional information.

43. In the past when USDA has required that bid submittals be submitted as a hard copy in a location that is not in the locale of the project, the USDA provides a means for bidders to modify their pricing schedule or withdraw its bid. Usually, USDA will allow bidders to resubmit their bid prices by email up to the bid closing date and time. Question: Will USDA please provide a method for bidders to change their bid prices or to withdraw their bid if they have mailed their bid to the address of the bid closing location

Response: Proposals should be emailed to Freida McClain at freida.mcclain@usda.gov. by the bid closing date of June 28, 2024, at 13:00 hours.

44. The documents do not address the certifications of the welder for Item 55601 Bridge Railing, Steel, Two Rail. Please confirm D 1.1 certified welder with approved procedures will be acceptable.

Response: For Requirements see ; FP-14 Section 556.05 Steel Railing à Section 555. à Sections

555.07 Fabrication and 555.17 Welding. Section 555.07 calls for steel fab. plant to be AISC certified. Section 555.17 calls out AWS D1.1 for tubular connections.

45. The general notes of the plans reference Geotechnical Investigation will be available upon request. Could you please make those available, specifically regarding the drill and shoot scopes referenced in the specifications.

mailto:freida.mcclain@usda.gov

129270224R0033 Addendum # 2

Response: à The R5-RO should have a copy of the Geotechnical Assessment prepared by Stephen Romero.

46. The specifications reference drill and shoot. Could you please clarify where this might be required?

Response: à Which specification section references “Drill and Shoot”?

47. Regarding dimensions for the superstructure. Sheet X-02, General and Design Notes, Design Specifications, Note 1 (inside a triangular flag) states the bridge superstructure and bearing design shall be performed by the contractor to the geometry shown on the drawings.

Triangular flags with a 1 inside are shown throughout the drawing set to direct the contractor to the corresponding note on Sheet X-02.

The Typical Section on Drawing Sheet X-09 shows the superstructure depth at 2’- 6” with a 1 inside a triangular flag next to it. This tells the contractor that this dimension is subject to their design, i.e., it can vary depending on their design.

Note that none of the other dimensions shown on the Sheet X-09 Typical Section show a triangular flag with a 1 inside, which means these other dimensions are fixed, i.e., the contractor needs to use them in their design.

Also note that Sheet X-07 shows a dimension from top abutment wall to bridge seat with only a 1 inside a triangular flag.

With regard to superstructure depth and freeboard to the Q-100 flow elevation.

To maintain a minimum 3’ freeboard from bottom of superstructure to Q-100 flow elevation the superstructure depth should not exceed 3’, a superstructure section deeper than this will require RO approval.

48. If the bidder’s question is…. Is there sufficient excess excavation material from regrading the stream channel to construct the entire road embankment?

Response: No. There will not be enough excess material excavated from the streambed to fully construct the road embankment.

129270224R0033 Addendum # 2

49. Structural excavation, 20801, is for excavation needed for Abutments, wingwalls, and riprap.

Response:Excavation required for regrading the stream channel is covered under pay item 64801Streambed Simulation – regrade channel.

50. Do any tabs, dividers, covers, or table of contents count towards the 20-page limit for the Technical Proposal? Would using an 11x17 page size for the project schedule be acceptable for visual clarity?

Response: Yes.

51. The schedule of Items attachment seems to indicate that this contract will be awarded as a unit price contract. However, Section C-1.1 Scope of Work indicates that this will be awarded as a Firm Fixed Price Contract. Please clarify the basis of measurement and payment for the items listed in the Schedule of Items attachment provided.

52. Please provide hydrology data in order to properly assess the dewatering measures needed to perform the work.

129270224R0033 Addendum # 2

53. It was stated that trees to be cut to facilitate construction would be left on site. Please define the final location of the felled trees.

Response: It could go into the Holy Jim TH parking area, we have used logs a few times to block the driveway to that cabin (NW corner of parking area).

54. Some improvement would need to be made on the county road leading to the USDA gate for material delivery. Does the USDA have permits to do road improvements on the county property?

Response: The USDA does not have an agreement to perform work on county road, the contractor will contact Orange County Public Works in regard to specific work they want to perform.

129270224R0033 Addendum # 2

55. Please provide as-built data for the existing concrete structure/ford/slab.

Response: Existing structure is very old and has damages that expose internal components and the structure itself is very visible for evaluation. The government will provide as-built if available but not guaranteed.

56. Is there a designated area for equipment and material staging and storage?

Response: The staging area is at the Holy Jim trailhead parking. Staging BMPs must be observed.

57. Section H-7 Traffic Control states that “Traffic control signs shall be placed in areas with adequate turnaround space for a public truck pulling a fifth wheel trailer.” But then later states that the existing road shall be closed to all public traffic throughout the full duration of work onsite. This seems to conflict with the description of the SOI item 15601 Public Traffic, Temporary Bypass. Please clarify what traffic will need to be accommodated during the project, and at what locations the existing road will be closed.

Response: SOI is correct. While the road is closed to general public traffic, temporary bypass is needed for cabin owners’ access and forest fire prevention/suppression as well as trail construction activities.

58. Drawing Sheet X-02 General and Design Note 5 under Dewatering and Soil Erosion Control states that a dewatering and erosions & sediment control plan must be submitted 30 days prior to the start of construction. Due to the limitations of the work and the period of performance, please consider allowing construction to begin 15 calendar days after this plan is submitted, and as soon as immediately upon acceptance, if an expedited review allows.

Response: There are situations where review is required by other agency other than Forest Service or specialist other than engineering staff, we will consider 15 calendar days turnaround only for Dewatering and Soil Erosion Control submittal, if re-submittal is needed turnaround time resets.
