12970223B0004 Scenic Byway Creek Phase 1

Q&A #1

Q: I was looking through the solicitation for the start date and duration of the Scenic Byway

Creek Fire Road Repair project but I could find it. Does the Dept. of Agriculture have a definitive date of when phase 1 of this project is supposed to start and the duration expectancy?

A: Project is expected to start in April 2023 and project shall be completed within 45 days. See section C.5 Contract Time for more details.

“C.5 CONTRACT TIME

The location of the road included in this project is an elevation above 5,000 feet and could experience heavy snow starting in October through March. An initial Notice to Proceed (NTP) will be issued after award of the contract for the contractor to begin pre-construction work, including submitting a Project

Safety Plan, obtaining necessary permits, and supplies. An additional NTP will be issued prior to construction work beginning and is anticipated to be in April 2023, depending on snow melt and road conditions. The construction period of performance for this project is anticipated to be 45 calendar days, including delays for weather, locating, transporting supplies and materials, and final site cleanup.”

Q: I am interested about Bid item # 834- Drainage Structure Maintenance, but this is the first time I see a bid item for drainage work goes by miles? Can you help me identify how many culverts and DI’s in each mile?

A: It is common for Forest Service to use the specification 834 with the pay item per mile. The number of culverts varies and contractors shall inspect the site to determine the number of culverts per mile.

Q: Does this bid item include cleaning the whole culvert or just around the DI’s ?

A: Per the pay item 834 the contractor shall clean, remove debris and vegetation within 10 feet from the inlet and outlet, including the catch basin. Per section 2.c the contractor shall clean up to 4 feet inside the pipe on both ends and recondition 4 feet both ends as well. This is only part of the pay item 834 and contractor shall review the information listed on the specification.
