RFP# 12905B25R0001 - Project II – Internal Building Transformers and Disconnects (Kimberly, ID)
Amendment # 0003
Questions and Answers:
1. There are 11 dry type isolation transformers that are being replaced, should the contractor try to find transformers of a similar size? Transformers are now made slightly smaller the in the past.
ANSWER: The new transformers are not Isolation type. Refer to the specification section 26 05 00.00 subsection 2.1.3 for the requirement of “step-down” transformers. It is OK to have smaller frame size, however the electrical size shall be the same.
Existing wall mounted brackets shall be removed, and new factory provided brackets that are matched to the wall shall be provided to match the new dimensions. Floor mounted transformers shall be replaced by the similar type.
2. In room 113b the transformer there is around a lot of combustible material and should be completely enclosed aside from ventilation dry type transformer, so it doesn't have to be 12 inches away from combustible material per NEC code article 450.21.
ANSWER: The Specifications and Drawing E-007 have amended to include 4 encapsulated transformers where combustible material will be within 12”. The remaining 8 locations, including room 113b, remain dry type transformers.
These amendments to scope documents are reflected in two (2) new solicitation attachments which supplant Attachment 2 and Attachment 3.
Attachment 7 Amended Specifications_20241205.pdf
Attachment 8 Amended Plans_20241205.pdf.
3. Certain transformers are supposed to be salvaged or stored. In the specifications, it states that the customer is to provide a salvage plan, and that the contractor is supposed to store it, keep it safe, and have a written inventory. Would this be until the Government tell us where you would like it to go permanently, is that correct?
ANSWER: Transformers are not designated for salvage and are to be disposed by the contractor.
4. In the specifications it calls for transient lugs on all panels fed by the secondary off the transformer, we were unable to open and check at the site visit. Would it be correct to assume the contractor should bid to replace all the lugs in the panels, when we pull new wire through, as per specifications?
ANSWER: Replace transient lugs for downstream connections.
5. Can the contractor junction power if necessary, or would the Government rather us redo or extend existing conduit?
ANSWER: If the question is related to the feeder running between the secondary of the new transformer to the existing panel, then junction is not allowed. Replace the existing feeder and replace or extend conduit as required.
6. There is a 60a breaker that we must install/provide in the storage barn. Is there any information available on this breaker panel or the 60a breaker specifications?
ANSWER: The Storage Barn 480V panel is a Cutler-Hammer, Pow-R-Line c, PRL3a Panelboard. There are many circuit breakers and filler covers that will work.
Pictures of panel 6A are shown below.
7. For the power change overs, can these outages be scheduled during normal business hours? If not, are these to be done afterhours/weekends?
ANSWER: During normal business hours.
8. How much notice is needed for power outages?
ANSWER: 24 Hours per outage.
9. For grounding purposes, the one-line states to go to building ground. Where is this located in the main building, or can we go to nearest building steal?
ANSWER: Connect to the nearest building steel as long as the path is protected against operational damage, otherwise use conduit to run the ground wire.
10. Clarify #7 on prints- it states this work shall be performed as part of Project 1?
ANSWER: The Manual Transfer Switch and Outdoor Tapbox will be installed during Project I. Project I is a separate contract awarded in the prior fiscal year. The installation of above items are not included in this solicitation for Transformer Project II.
For reference, Project I drawings and narrative are included as Attachments 9 and 10.

Attachment 10 Project 1 Design Narrative_For_Reference.pdf
11. Can the prime use sub-contract experience to satisfy past performance requirements?
ANSWER: Yes, the subcontractor past performance information may be submitted for evaluation pursuant to FAR 15.305(2)(iii). Note that the prime contractor always bears responsibility for the work of subcontractors.
12. Will the government provide a PP questionnaire?
ANSWER: No, Past Performance Questionnaires (PPQs) will not be provided. PPQs are not required to be submitted by references and are no longer part of this solicitation.
Reference to PPQs was in Attachment 1 Section M – Factor #2, third sentence (pg 43).
The reference to PPQs may now be disregarded. The following text in quotations is hereby strikethrough; “and any PPQs not received from references”.
13. Can this solicitation be extended to December 11th due to the Holiday moratorium?
ANSWER: The proposal submission deadline is extended to 12:00 p.m. Mountain Time on December 18, 2024.
